Minor, Architectq� 1, Viewed the area of the parking lot expansion and retention area berm; KB indicated flexibility in the layout of the berm to allow the saving of as many of the existing trees as possible (one large clump will come out; remove scrub brush around base of birch trees but save the birch trees, move one large bush out into the yard. i 2. KB saw no need for specific erosion control measures, i.e. hay bales or silt fence, but we should keep an eye on the weather while soil is stockpiled before seeding has been completed and if it appears there will be a substantial rainstorm certain measures might want to be taken to prevent erosion and silting of adjacent lawn area (including Tribune). 3. Earth from excavation for forming the berm to be moved into area starting 10/9; digging trench for stone, placement:of stone and general formation of the berm should be taking place over the next 2 weeks. CL anticipates that paving for parking area will also be completed this fall. 4. Concluded site visit with walking along perimeter of site looking at relocated bushes. KB satisfied with final locations. 5. Except for any specific issues which may arise during construction of the berm, the next involvement by KB would be changes we might propose in exterior colors or finish materials which would need to be reviewed and approved by her. 6. The Board voted to continue the public hearing on the site plan review to its June 1, 1993 meeting. The Board had the following concerns: The Board would like to know if there are any repairs or repainting planned as part of the overall construction plan and would like to ensure that similar building materials to those existing are used for the addition. The Board would like the applicant to work with the Planning Staff in reviewing the choice of lighting. The Board is concerned that the lighting as proposed may shine off-site. The Planning Staff will work with the Building Inspector and the applicant to determine the number of parking spaces required, the location of the spaces, and the possible designation of future parking spaces on the plans. A construction schedule will be required, including any disturbance that may effect Peter Street. The Board would like to see additional landscaping along Route 114 if possible. I would like to talk with you regarding lighting and parking prior to the June 1 meeting. Please give me a call at your convenience. Bill Dolan, Fire Chief, Karen Nelson, Director of Planning and Community Development, and myself were present. I spoke with the Department of Public Works and the Building Inspector, both of which thought that the meeting had been cancelled. I apologize for this misunderstanding. The Building Inspector would like to discuss the parking issues with you and I would also suggest that you confirm the drainage calculations with Bill Hmurciak at the DPW. As we discussed the fire department would like to see the plans for the fire sprinkler system as well as the smoke alarm system. As for the Planning Board, as suggested it would be helpful if you had a model of the site, as well as a colored landscape plan. The main issue will probably be parking so you should work those issues out with the building inspector beforehand. If you have any questions please do not hesitate to call me at 682-6483 ext. 24 . Karen Nelson, Director PCD Technical Review Committee File methodist. ) ARCHITECT'S �� �� � 2 FIELD REPORT PROJECT: First United Methodist Church FIELD REPORT NO: Twenty-four North Andover, MA ARCHITECT'S PROJECT NO: 9214 DATE: 13 April 1994 TIME: 1:30 PM WEATHER: Rainy TEMP: 50 PRESENT AT SITE: Kathleen Bradley Caldwell Bill Pickles WORK IN PROGRESS This was a meeting called to review requirements of the Planning Board and obtain sign-off for a Certificate of Occupancy. Kathleen was quite pleased with the outcome of the projects. She approved the change of one light fixture on the north side of the building from pole mount to a wall mount (same fixture); all 3 light fixtures were acceptable. She also approved of the change in the sidewalk on the north side of thee buiidiung to accommodate wheelchairs(no handrails required as pitch is <1:20). She was informed that patching of bituminous paving in the parking lot would occur the week of April 19th, landscaping the following week. Stripping of the parking lot will also occur that second week. She had forgotten that most of the moving of trees and shrubs had occured last fall in the initial construction operations and seem to have survived quite well. What remains are 4 new trees on the route 144 side of the building and plantings around the new entrance to the narthex. She pointed out that an as-built site plan is required under the terms of Site Plan Approval, and the nature of thee matterial to be included should be discussed with Bill Hmuriczk at DPW. Minor to co-ordinate this with Richard A.Kaminski Associates who did the original site plan. The obvious features would be any deviation in either the building layout or parking layout or walks; in addition, the Town wants a record of all underground utilities forr future reference. She agreed tocount the parking spaces with Minor rather than have the surveyor spend time laying them out.
