Dear Sir:
Our client, R. J. Kelly Company who is the developer of the above referenced project,
has asked this office to inquire if it is permissible to substitute a masonry retaining wall
system for the reinforced concrete retaining wall system proposed for this project. It
appears that the area of retaining wall will be similar to that approved and as shown on
our proposed Site Plan SP2 dated June 28, 2000. The substitute wall will obviously
conform with applicable Massachusetts State Building Code requirements and is being
proposed for both esthetic and economic reasons.
I do not view this as a significant change to our approved Site Plan since our client's
proposal is only to substitute the type of material used to construct the wall. However, I
feel it appropriate and, as advised by the North Andover Town Planner, to formally
request the Planning Board's permission to make this change.
I await your response regarding this issue.

MEMORANDUM
TO: Planning Board

RE: Site Plan Review — Stor-U-Self Storage— 1679 Osgood Street
DATE: July 26, 2000
The applicant is proposing to construct a three story 49,050 square foot steel and concrete
building to be utilized as a mini-storage warehouse. The parcel is split into different zoning
districts. 98,113 square feet is located within the Industrial-S Zone and 33,270 feet is located
within the Residential-2 Zone. The construction of the building will occur within the industrial
zone. The only work being performed within the residential zone will be the installation of
granite rip rap in an existing swale.
My review is as follows:
i. NORTH ARROW/LOCATION MAP: This has been provided, however the locus map is
not to scale.
H. SURVEY OF LOT/PARCEL: This has been provided.
iii. NAME/DECRIPTION OF PROJECT: This has been provided. However, the third
sheet has a title which states the plan was prepared for "Women's Health Care Realty
Trust", which I believe is typographical in nature and should be changed to Stor-u-Self
Storage as the other pages indicate.
iv. EASEMENTS/LEGAL CONDITIONS: There is none that I am aware o£
V. TOPOGRAPHY: This has been provided.
vi. ZONING INFORMATION: This has been provided and is noted on sheet SP-2. The
applicant received a variance from the Zoning Board of Appeals so as to allow 45
parking spaces instead of the required 98 parking spaces.
vii. STORMWATER DRAINAGE: Please see attached review performed by the Town's
consulting engineer.

viii. BUILDING LOCATION: The building will be three stories, and a maximum of 40 feet
in height.
ix. BUILDING ELEVATION: Building elevations have been provided. However, I would
suggest that the applicant provide architectural renderings the night of the hearing to
provide a better understanding of how the building will look from an aesthetic viewpoint.
X. LOCATION OF PARKING/WALKWAYS: The appropriate number of parking spaces
has been designated on the plan. There is a sidewalk located in the front of the building.
Two handicapped parking spaces have been included.
xi. LOCATION OF WETLANDS/NOTICE OF INTENT: The applicant has filed for a
notice of intent and was approved by the Conservation Commission on July 5, 2000.
xii. LOCATION OF WALLS/SIGNS: A sign is proposed at the front of the lot and is
depicted on Sheet No. A-1. The sign is to be white aluminum faced and yellow
aluminum faced with black letters. The sign plan indicates there will be an exterior
flourescent sign light, and the Board should be certain that the light will not shine on
abutting residential properties.
xiii. LOCATION OF ROADWAYS/DRIVES: This has been provided. The flow of traffic
is such so that it is mostly circular in nature. It appears adequate widths for fire and
emergency vehicles to access the building have been provided, as a minimum of 25' is
designated at the rear of the parking lot
xiv. OUTDOOR STORAGE/DISPLAY AREAS: There is no outdoor storage being
proposed.
xv. LANDSCAPING PLAN: A five foot wooden fence is proposed along the side property
line for buffer between the residential neighbors and a detail of the fence is shown on
sheet LP-1. The property perimeter will be landscaped with silver maples, red oaks,
sycamores, white pines, dogwoods, honeysuckles, elms and beach plums. The detention
area (pond) will front along Route 125 and will be hydroseeded with grass and
maintained until it is fully established. Landscaping has not been provided in front of
the detention pond as it would detract from the site distance needed to make a left hand
turn. Along the rear of the property line, the 15' landscape buffer will contain 19
beachplums, 21 redstem dogwoods, 3 sycamores, 4 white pines, 6 red maples and 2 red
oaks.
xvi. REFUSE AREAS: A proposed 10 x 10 x 6 concrete dumpster pad is proposed to the
right of the proposed building. However,the dumpster is not enclosed and needs to be.
xvii. LIGHTING FACILITIES: Five light poles have been depicted throughout the parking
lot. A detail of the exterior light poles has been provided on sheet SP-6 of the plans and
indicates that the lights will have 250 watt high pressure sodium light.
xviii. DRAINAGE SYSTEM: Please refer to the outside consulting engineer's report.
xix. TRAFFIC IMPACT STUDY: A traffic study has not been provided. However, the
applicant has supplied us with data relative to the traffic that self-storage units will
generate and I would agree that this project will not necessitate a traffic report.
xx. COMMONWEALTH REVIEW: A copy of the state highway permit has been
submitted to the Board as to proof of submission.
xxi. UTILITIES: This has been provided on sheet ECP-1 of the plans.
xxii. FISCAL IMPACT: This has been provided and I would agree that the proposed
project would generate a positive cash flow to the town.
xxiii. COMMUNITY IMPACT: This has been provided and I would agree that the use is
certainly appropriate as it is located in an industrial zone and that the applicant has made
efforts to ensure that the proposal will not intrude upon the abutting residential property.
The applicant has also provided a construction phasing plan, which the phases of construction
are to be as follows:
Phase 1: Construction of the temporary sedimentation basin, access ways and tire wash.
Phase 2: Construction of driveways to upper portion of site, ditch interceptor and leach
field.
Phase 3: Construction of retaining wall,parking areas and building foundation.
Phase 4: Construction of building, and ongoing construction of driveways, parking areas
and drainage utilities reconstruction of detention pond.

Please be advised that Mi. Kelly has consulted with us on everything that would affect us on the
Buildout of the Stor-U-Self Building. We have expressed our feelings on the retaining walls, the
landscaping,the fence, and the lights, etc. They have all been completed to our satisfaction. Mr.
Kelly has regraded and landscaped our sideyard. He has installed a decorative retaining wall and
a fence to our liking. He has added an additional grass area alongside our driveway. He has
patched, burmed, and landscaped the end of our driveway. We are very happy with the finished
product and look forward to a pleasant relationship with our new Stor-U-Self neighbor.

The Planning Board was presented with your request to substitute the masonry retaining wall

wall and the location of the retaining wall.
