Kelly, PE, PTDE Planning Department OJK Associates, Inc. 180O Osgood Street 0Ce[nenoO Road North Andover, MA 01845 Andover, MA 01810 SUBJECT: 102 Peters Street REF: 822-K8em1O-T88 North Andover, yWA Traffic SinlU|oUoD Study DATE: September 26, 2013 Traffic Simulation Study (TTS) � In order to respond to the concerns of the Planning Board regarding the 8inlu|oUon of Traffic in the parking lot of the proposed Daycare facility, Precision Data Industries, LUC (P0) was commissioned to complete e Traffic Simulation Study (TSG) of the parking lot for the proposed � Daycare facility under the proposed Operating conditions. T8 complete this n[udy. Smmere| drivers were hired to drive into the parking lot and miOnu|oba the dropping-off ofo young child at � the Daycare facility between 7 and QAM. This Study was completed OD Wednesday September 25, 2013. All drivers were instructed to arrive/depart to/from the site in a pattern that would � mirror 5 vehicle arrivals every 15minutes. The five vehicle arrival rate was chosen to match the � recommendation from the town's Traffic Peer Review Consultant, Vaneeae & /\aaooiatee' Inc. (\AA|). VA|'s letter dated September 10. 2013 Doted "Implementing an active drop-mfflp/ok-up management plan such that no more than five (8 children arrive in a 15-nnhnmb* pmximm( mrom/d linn// the traffic and parking demands to a level that is commensurate with the available parking supply afforded by the Project site and allow sufficient time for vehicles to mndr in the context of queuing at the Turnpike StreeblPetmns Street intersection." The proponent is vvi||iDg to accept this condition as part of an overall approval of the proposed project. For the purpose of this study, we have interpreted the 5 children per 15-minute arrival rate to nnaon five vehicles per 15-minutes since the study auaunneo no carpooling and no siblings arriving in one vehicle. The five vehicle arrival rate was developed such that vehicles #1 & #2would arrive at approximately 7:00 AM, vehicles #3 & #4 would arrive at approximately 7:05 AM and vehicle #5would arrive at approximately 7:10 AM, creating pattern of 2, 2 and 1 vehicle arrivals every 5 minutes starting ot7:O0AM. A|CP September 26. 2O13 Page The Traffic Simulation Study drivers were given three different routes to approach and depart the site 10 simulate the projected traffic volumes at the site driveway and parking lot. The project traffic vn|unnee are similar to the OJKAseociateo. Inc. Memorandum doted AVguat 14, 2013. The actual projected traffic volumes are shown in Figure 1 2013 Existing Plus Site Generated Peak Hour Traffic Volumes in the appendix of this Memorandum. Note the existing traffic volumes shown on Figure 1 are from the August 14. 2013 [}JK Associates, Inc Memorandum and not from the T[8fOC Simulation Study. The three different approach/departure routes are described below and they are consistent with the North Andover Police Department recommendation that the exit drive be signed for RIGHT TURNS ONLY: � Red Route — Vehicle/Driver #1 was assigned to enter the site from east of the S8|ann Turnpike/Peters Street intersection and travel westbound along Peters Street and turn left into the site. The departure route was e right turn out of the Site Drive and eastbound through the Peters Street/Salem Turnpike intersection. Blue Route—Vehicle/Drivers#2 Q #4 were assigned to enter the site from Peters Street eastbound and turn right into the site. The departure route was e right turn out of the site drive and a right turn at the Peters Street/Salem Turnpike intersection. — Vehicle Driver #3 was assigned t0 enter the site from Ge|enn Turnpike northbound, turn left 3tthe signalized intersection and then turn left into the site (i.e. double lefts), The departure route was o right out of the Site Drive and a right turn atthe Peters Street/Salem Turnpike intersection. TraffiG Simulation Study Video The TSG was recorded by 8 Video Recorder oaDlenB |onohad immediately west of the site and it � recorded the entire parking lot between 7 and 9 AN1' Wednesday, September 25, 2013. The Traffic Simulation Study Video was conducted without the benefit of the proposed DC) NOT BLOCK INTERSECTION sign ([WUTCO reference # R10-7) placed along Peters Street in advance Vf the Site Drive and the proposed []Q NOT BLOCK pavement markings on Peters Street in the eastbound lane adjacent tVthe Site Drive. The video files have been separated into two files with one file "212593_h264 O.nnp4" showing the 7 t 8 A time period and the other file, "2125S3_h284_1.nnp4" showing the 8toQAW1 time period. |n order tO view the files, follow the instructions below: 1. Parking Accumulati The Parking Accumulation Study was derived from the TSS Video so that one could observe the maximum on-site parking demand during a specific time period an opposed to observing the entire 2 hour video. Table 2, Traffic Simulation/Parking AooUrnU|etiun Study as reproduced in the appendix of this Memorandum presents the results of the Study in Tabular format. The Average Parking Duration for all 39 Parent Vehicles was nearly 2 minutes /1:47>. Please note that the 39 parent vehicles include no Carpou|ing, no siblings in one vehicle, full attendance and no all enivo|o 000UniOQ after AM. The on-site peak parking demand varied 8CCOndiDg t0 the number of staff vehicles parked on-site. For exennp|e, when there was one staff vehicle parked on-aita, the peak parking demand was 3 vehicles, 1 staff vehicle plus 2 parent vehicles. When there were two staff vehicles parked on-site, the peak parking demand was 4 vehicles, 2 staff vehicles plus 2 parents' vehicles. When there were three staff vehicles parked oD-aite. the peak parking demand was 5 vehicles, 3 staff vehicles plus 2 po[8Ot V8hiC|8S. When there were four staff vehicles parked On-Site, the peak perking demand was O vehicles, 4 staff vehicles plus 2 parents' vehicles. The peak parking demand first occurred at 8:30:15 AM and OCnU[[ed three other times for short durations up to 8:52:12 AM. To review the peak parking demand go the video file "212593 h204_1.nnp4" 8nd move the time slider toaround 30:00. A review ofaportion of this time period would provide an indication of how the site vV0u|d operate during peak parking demand periods.
