Traffic Simulation Study
DATE: September 20. 2013
Traffic Simulation Study (TTS)
In order to respond to the C0DCerDo of the Planning Board regarding the Simulation of Traffic in
the parking lot of the proposed Daycare facility, Precision Data Industries, LLC (P[}|) was
commissioned to oOnnp|ote a Traffic SinnU|8dOO Study (T88) of the parking |cd for the proposed
Daycare facility under the pnOpO8ad operating conditions. To oorDp|8[e this study, several
drivers were hired to drive into the parking lot and simulate the dropping-off ofo young child at
the Daycare facility between 7 and QAM. This Study was completed oD Wednesday September
25, 2013. All drivers were instructed to arrive/depart tnAfrOno the site in a pattern that would

mirror 5vehicle arrivals every 15 minutes. The five vehicle arrival rate was chosen to match the
recommendation from the town's Traffic Pee[ Review Consultant, Vonaaee & Aoaooiotes. Inc.
(VA|). VA|'a letter dated September 10. 2013 noted "Implementing an acbveorop~offlb/cb~up
management plan such that no more than five (5) children arrive in n 15-minute pa/imm/
would 0rn/t the traffic and parking demands to a /eve/ that is oonnxnmnmurmte with the
available parking supply afforded by the Project site and allow sufficient timmfmrveh/n/es
to emit in the context of queuing at the Turnpike StregLVPetmms Street intersection." The
proponent is willing to accept this condition as part of an overall approval of the proposed
project. For the purpose of this study, we have interpreted the 5 children per 15-minute arrival
rate to rDeeD five vehicles per 15-minutes since the study assumes no carpooling and no
siblings arriving in one vehicle. The five vehicle arrival rate was developed such that vehicles
#1 fk #2 would arrive at approximately 7:00 AK8` vehicles #3 & #4 would arrive at approximately
7:05 AM and vehicle #5would arrive at approximately 7:1O AM, creating pattern of 2, 2 and 1
vehicle arrivals every 5 minutes starting ot7:OUAM. Ais'2^2`0dA~Ve' hide'dfr|Ve| pattern was
repeated every 15 minutes starting et. 7:15 AM' 7:30"AK8,^7:45' 7\M. etc. The actual Traffic
Simulation Study arrival schedule, Table 1' Traffic Simulation Study Instructions, is reproduced
in the appendix of this Memorandum.

The Traffic Simulation Study drivers were given three different routes to approach and depart
the site to simulate the projected traffic vO|UnneS at the site driveway and parking lot. The
project traffic Vo|unnen are similar tothe OJKAaeociatea. Inc. K88Uno/anduno dated AVgUSL 14,
2013. The aotU8i projected traffic volumes are ShVvvn in Figure 1 2013 Existing Plus Site
Generated Peak Hour Traffic Vo|Uno8s in the appendix of this Memorandum. Note the existing
traffic volumes shown on Figure 1 are from the August 14, 2013 OJK Associates, Inc
Memorandum and not from the T[eOiC Simulation Study. The three different
approach/departure routes are described below and they are consistent with the North Andover
Police Department recommendation that the exit drive be signed for RIGHT TURNS ONLY:
= Red Route - Vehicle/Driver #1 was assigned to enter the site from east of the G@|e0
Turnpike/Peters Street intersection and travel westbound along Peters Gt[mat and turn
left into the Site. The departure route was e right turn out of the Site Drive and
eastbound through the Peters Street/Salem Turnpike intersection.
+ Blue Route-Vehicle/Drivers#2 & #4 were assigned to enter the site from Peters Street
eastbound and [U[n right into the site. The departure route was a right turn out of the
site drive and a right turn at the Peters Street/Salem Turnpike intersection.
Green Route - Vehicle Driver #3 was assigned to enter the site from Salem Turnpike
northbound, turn left etthe signalized inta[s8CU0D and then turn left into the site (i.e.
double lefts). The departure route was n right out of the Site Drive and a right turn 8tthe
Peters Street/Salem Turnpike intersection.
Traff lG Simulation Study Video
The TSSwas recorded by m Video Recorder camera located immediately west of the site and it
recorded the entire parking lot between Y and SA[W. VV8dDeSdoy` September 25, 2013. The
Traffic Simulation Study Video was conducted without the benefit of the proposed [)O NOT
BLOCK INTERSECTION sign (MUTCO reference # R10-7) placed along Peters Street in
advance of the Site Drive and the proposed [)O NOT BLOCK pavement markings on Peters
Street in the eastbound lane adjacent to the Site Drive. The video files have been separated
into two files with one file "212593_h264 O.nnp4" showing the 7to 8 A time period and the
other file, "212593_h264_1.nxp4" showing the 8 to 3 8M time period. In order to view the fi|es,

ParkLingAccumulati
The Parking Accumulation Study was derived from the TSS Video so that one could observe the
nnox|mu0 on-site parking demand during 8 specific time period as opposed to observing the
entire 2 hour video. Table 2' Traffic Simulation/Parking AnCU[nU|aUon Study as reproduced in
the appendix of this Memorandum presents the FeSU|ka of the Study in Tabular format. The
Average Parking Duration for all 30 Parent Vehicles was nearly 2 minutes /1:47>. Please note
that the 39 parent vehicles include no oerpon|ing, no siblings in one vehicle, full 8UBDdoDce and
no all arrivals OCoU[[ing after 8AM. The on-site peak parking demand varied according to the
number Of staff vehicles parked on-aibe. For example, when there was one staff vehicle parked
OD-site. the peak parking demand was 3 vehicles, 1 staff vehicle plus 2 parent vehicles. When
there were two staff vehicles parked on-site, the peak parking demand was 4 vehicles, 2 staff
vehicles plus 2 parents' vehicles. When there were three staff vehicles parked on-sihe, the peak
parking d8Dl8Dd was 5 vehicles, 3 staff vehicles plus 2 parent vehicles. When there were four
staff vehicles parked on-site, the peak parking demand was O vehicles, 4 staff vehicles p|US 2
parents' vehicles. The reserved parking supply during each time period would vary from 8. 7. 0
and 5 ap8C8S' respectively. These reserved spaces could be used if parent arrives early or
late h] the Oayoanefaoi|itv
'
The peak parking demand first occurred at 8:30:15 AM and occurred three other times for short
durations up to 8:52:12 AM. To review the peak parking d8nooDd go the video file
"212593 h2O4_1.Vno4" 8ndnlVv8thetin0ee|ide[ to@[0UDd3O:0O. A review ofa portion ofthis
time period VvoU|d provide an indication of how the site would operate during peak parking
demand periods. During this p8[iod, there is a reserve capacity of spaces (including 1 HP
space).
