Petitioner''s 3igaaturc- �- Print or type same bye Vi Qwntes Sigpature: plFint or tym name horn: 'G A SITE PLAN SPECIAL PERMIT 94 PETERS STREET NORTH ANDOVER, MA INTRODUCTION This application is being submitted to allow the conversion of an existing wood frame residential dwelling located at 94 Peters Street,North Andover in to an office. The property is located in the B-4 zoning district. The dwelling size is 1500 square feet and no expansion of the building is proposed. PARKING Currently the structure has two parking spaces associated with the residential use. These spaces are accessed from Peters Street s that seven new spaces w 11 be back out on to Peters Street. The proposed p an indicates provided at the rear of the existing lot. The spaces will be configured to allow a vehicle to turn around and exit the site in a forward direction. Each space provided is 9 feet wide and 18 feet deep as required by the zoning bylaw. All spaces are serviced by a twenty five foot isle. The access point to the site will remain in the same location as it currently exists and will not be modified. The access drive is 23 feet wide. STORM WATER DRAINAGE Drainage from the site currently sheet flows from the North East side of the site to the South west side of the site. This drainage pattern will remain.No drainage eters structures are proposed and water will sheet flow from the rear of the parking SIGNAGE Two free standing signs, one facing Peters Street and one facing Turnpike Street, are proposed to identify the property. Each sign will comply with the sign bylaw and a building permit will be issued for the erection of the signs. LANDSCAPE PLANS The site as it exists is fully landscaped.No existing trees or shrubs are to be removed. Some trimming of existing shrubbery and trees will most likely occur. The only additional plantings proposed are for the two small islands in the new parking area where each is proposed to receive one 2-1/2"Maple tree. All disturbed areas will be loamed and seeded. LIGHTING FACILITIES One parking lot light is proposed.This light will be of a type that will downcast on the parking area and be shielded from the adjacent residential property. Additional lighting will be provided by the existing wall lights at the entrances. REFUSE The office use proposed will be of a nature that will not produce large amounts of refuse. Refuse storage will be in an exterior covered trash bin against the side of the building where trash barrels will be located. Removal of the refuse will occur weekly with standard curbside pick up. TRAFFIC IMPACT The roadways and intersections adjacent to the site are designed to carry very large vehicle volumes and the increased use from this property will be minimal. Traffic flow in and out of the property will be improved because the condition that requires vehicles exiting the site to back in to traffic will be eliminated. FISCAL IMPACT Conversion of this existing residential use property to a business use will have a positive fiscal impact for the town. Business properties use less services than a residential property and generate higher tax revenues. COMMUNITY IMPACT No new structures are being proposed,the new parking area is of a minimal size and in a sheltered location, and the business use proposed will be of minimal impact to the community.
