Fishbein Community pact Proposed Office Building 102 Peters Street North Andover, Massachusetts The property at 102 Peters Street in North Andover is a 13, 315 square foot parcel with an existing wood frame residential dwelling which is currently vacant and uninhabitable. The project proposes the demolition of the existing house and the construction of a 2,745 square foot single story commercial building. There is no specific tenant that would inhabit the structure at the time of this writing; however, it is expected to be used by a company needing the full 2,745 square feet of professional office space or possibly a mix of approximately 50%professional office space and 50% comprising a doctor's office. The project will include a paved parking lot for 11 cars and will be serviced by public water and sewer. The parcel falls fully within the B4-Business-4 zoning district and the westerly boundary of the parcel is the town line with Andover. Peters Street is known as Haverhill Street in Andover (aka Rte 133) and is an Essex County layout. Peters Street intersects with Turnpike Street, or Route 114)just to the east of the lot which is controlled by a traffic signal system. There are no wetland areas on the parcel, but there is a vegetated wetland bordering an intermittent stream located southerly of the lot. The parcel is not subject to flooding or within a floodplain. The proposed structure and use would be harmonious with the immediately abutting business properties in scale and height and would not, in our opinion, adversely affect the neighborhood by creating a nuisance nor diminish adjacent property values. A traffic study done for the proposed use determined a negligible increase in total daily traffic of less than 0.5% with an increase of 3 or 4 vehicles per hour (vph) in the peak morning hour and 3 to 6 vph in the evening peak hour compared to the existing home. There would be no impact on pedestrian traffic as there is no sidewalk on Peters Street at the project location. As noted above, the structure would be serviced by adjacent town water and sewer utilities, so no additional public expense of extending water or sewer age systems is needed. Approximately 210-355 gallons per day of sewage is expected to be generated by the use, with the higher load for the 50% office and 50% doctor office. Compared to a residential use for a two or three bedroom dwelling of approximately 220 to 330 GPD (at 110 GPD/bedroom per Title 5), the increase in water and sewerage demand for the project would be roughly the same as the existing use. Economic impacts would include an increase in the taxes collected by the town for the proposed commercial use vs. the existing residential use. The proposed project will not adversely affect the school budget as the use will not generate an addition to the student population. No additional public costs for snow removal will be necessary as the project is on an existing street.
