It has just come to my attention that my neighbor, Jeffrey Sheehy, at 102 Peters Street, is planning to construct a fence along our common lot line. I am opposed to Mr. Sheehy putting this fence up for a number of reasons. I feel that it will have a negative impact on my property. There is currently a grass strip that runs along the common lot line where the fence is planned, and adding the fence will increase my landscaping costs. The fence will be very close to my pavement, this will cause safety issues with cars hitting the fence while entering and exiting my driveway. Finally, the proximity to the new fence will also make properly plowing my driveway nearly impossible without causing damage to the fence. I see no benefit or purpose to this fence being constructed and I would ask that the town not require Mr. Sheehy to build the fence. Sincerely, William J. There are several items in Lisa's latest review letter(2/24/12)that need a response-#2, #3,#4 #5 and#6. There are several items on the Hancock review tobe resolved /2/22/12\: #7. |t would be helpful to know where the sign would go. | know the applicant has not tenants, but vve struggle with this issue after the building is built and no signage was indicated during the Site Plan Review process. #26. | agree that more than m sketch needs tobeprovided. There should bea plan showing the full sight lines and the issue of the proposed maple trees should beaddressed. The proposed building is shown less than one foot from an excising sewer easement. It is unclear from the plans if the intent is for the building to be at 15 feet from the property line or if the dimension shown is labeling the easement width. Hancock is concerned that building footings would encroach into the easement. Andover Consultants' Response: The building will be constructed outside of the easement. Hancock Response: It remains unclear from the details provided how the building structure below grade would not encroach into the sewer easement.Standard construction details have footings extending beyond the face of the structure. If the soil conditions permit, a spread footing will be used, which extends no more than 6" from the face of the foundation and will not encroach into the easement. 11. Section 8.5.e.xvii—LIGHTING FACILITIES:Identification of the proposed illumination, indicating the direction and the degree of illumination offered by the proposed lighting facilities, including an example of the light fixture to be used. It is unclear from the submitted plans whether any illumination is proposed and if the type, direction and degree of illumination conform to the guidelines set forth in Section 6.0—Signs and Outdoor Lighting Regulations of the Zoning Bylaw. Andover Consultants' Response: No lighting for the parking lot is proposed. The architect's final plans will include details of any lighting located on the exterior of the building. A cut sheet of a typical wall mounted light proposed for use is attached for your review. Hancock Response: The plans still do not depict the direction and degree of illumination proposed. Two wall packs (fixture cut submitted) will be mounted on the building (one at each gable). Another recessed-ceiling light fixture will be mounted over the front entrance. The wall pack fixture is I T° Impact Mite LED Trapezoid, cutoff wall fixture 02, with 21 LED LightBARS, and 51 watts total. The foot-candle at the base of the wall is 3.6. There is only one outstanding issue, which is treatment of groundwater during high groundwater conditions( large storm events). Although you are not required to meet this standard (Site Plan Review does not require it and that section of the parcel is outside of Conservation Commission jurisdiction), our peer reviewer does recommend that this be addressed. (see attached letter) It will be the Planning Board's decision to make and I am sure they will take into account the changes that have already been made to the project based on the review process. That said,the Board could decide on March 20th to leave the hearing open so that I can draft a decision that would be ready for them at the meeting on April 3. At that meeting, they could close the public hearing, review the decision and vote. The decision would then be filed the next day,April 4.
