Subject: Pentucket Bank Proposal for Butcher Boy Plaza
Dear Mr. Yameen,
On behalf of the entire staff of the Community Development Department, I want to thank you for
attending our Technical Review Committee meeting(TRC) on June 13. We hope the meeting
was helpful to you and that your questions were answered.
At the meeting, I mentioned several_ items that the Planning Board would like to have addressed
if you apply for a Watershed and Site Plan Review Special Permits. A summary of those items
are as follows:
® Stormwater Management Standards: Any construction within the Watershed is required
to comply with best management practices for stormwater control, in order to prevent
degradation of the quality or quantity of water entering Lake Cochichewick. This is
especially important when new construction is proposed and when that construction is
within the Non-Discharge Zone, as is the case with your proposal. Over 20,000 sq. ft. of
new impervious surface is being proposed to be built on that portion of the parcel that is
closest to the Lake. Through the implementation of this Bylaw,the Planning Board is
charged with protecting the town's drinking water supply and they will perform this
function, as they have with other projects,with the utmost due diligence.
e North Andover Wetlands Bylaw: When your company applied for and received a
Watershed Special Permit from the Planning Board and an Order of Condition from the
Conservation Commission in July 2007,the project was required to comply with town's
Wetlands Protection Bylaw and the State Wetland's Protection Act. The project was
subject to Stormwater Management Policy and the stormwater provisions of that Bylaw.
At the time,the project did not meet all of the Policy requirements but it was not required
that all criteria be met, In 2008, MA DEP adopted that policy as a Standard, so that any

commercial project must now meet the state Stormwater Management Standards as well
as the local Bylaw standards.
Traffic entering and exiting the site, as well as traffic circulation within the site will be
reviewed by the Planning Board under the Site Plan Review requirements of the town's
Bylaw. A drive-through facility will generate additional traffic and will require a traffic
study that will address traffic flow and traffic queuing for the teller windows and the
ATM. As you are aware, the site currently generates large volumes of traffic on Osgood
St. and existing parking spaces are well utilized. The traffic study should address all of
these issues and should demonstrate that the new use will not create additional traffic
problems.
