A fire hydrant is to be installed at the front of the proposed building on an 8" water main which shall be connected to the existing Sutton Street water main. 2 > A fire suppression system (sprinklers) is to be installed in accordance with MGL Chapter 148 Sec. 26G. 3 . A fire detection system shall be installed and shall be connected to the municipal fire alarm system through a master fire alarm box. 4 . Plans for both suppression and detection systems shall be submitted to the Fire Chief prior to occupancy for approval. 5 . Copies of all material safety data sheets shall be sub- mitted to the Fire Chief prior to occupancy. 6 . Underground fuel storage, if requested, must comply with North Andover Fire Department regulations. 7 . No open burning is permitted except as allowed by the North Andover Fire Department. (617) 686-3612 Chiel of Department To: Nancy Sullivan, Conservation Administrator From: Fire Chief Dolan Re: Crouch Bldg.-Sutton Street Date: September 11 , 1987 This letter is in response to the meeting your Board had on Wednesday, September 9 , regarding the proposed Crouch Machinery building on Sutton Street. I believe Lt. Melnikas expressed my concerns for this area with regards to fire protection. I appreciate your concerns as to why I have allowed a dev- iation from my practice of requiring a 360° access around this building. In first reviewing the site plan dated June 18, 1987 by Kaminski Associates the lack of such access was a concern of mine. The sides of the proposed building, as well as the front, are access- able for Fire Department use. Access to the rear could be made providing us at least a twelve foot wide roadway. This would require that the access be stable enough to support the weight of Fire Department vehicles on the edge of the mill pond. After noting this I then, as usual, noted if any additional fire hydrants are required for fire protection. In this case there is an existing fire hydrant on Sutton Street at the place where the sign for 200 Sutton Street is located. The policy is to require additional hydrants where lays of fire hose over 500 ' would be required. This is not the case here. So an additional fire hydrant would not be required. Ordinarily, my recommendation would be for just the 360° access. I then looked at the impact on the whole area as it pertains to fire protection. In this area there are several large commercial, light industry facilities; the Cash Energy building, Service Chemical, Northern Oil, Yellow Freight Trucking Company and the possible new addition of Mr. Crouch' s building. (617) 686-3812 Chief of Department 2. The nearest hydrants for fire protection are at Sutton Street and Thorndike Road and at 200 Sutton Street. Service Chemical has installed a sprinkler system, none of the other buildings have a sprinkler system. Mr. Crouch' s building will be required by law to have such a system. Considering the nature of the operations performed in these buildings there is a high fire risk and although the uses found in Cash Energy are not as high a risk the lack of an automatic extinguishing system could allow for fire extension of an unchecked fire. What has been needed for a long time in this area is an additional water supply source ie. fire hydrants. I had expected to have had such a source some time ago with the proposed access road but that has not come about. Along with the road utilities, fire hydrants at 500 ' intervals would have been installed. The fire hydrant at 2"00 Sutton Street may not always be access- able due to heavy traffic on Sutton Street at certain times . In considering all the above facts, I was weighing the following: Do I require the 3600 access around the proposed building? Which only benefits us with regard to fire safety for that building but still limits us to using the hydrant at 200 Sutton Street; or do I try to get a compromise which will still provide limited access to the proposed building but serve the whole area with better fire protection. I chose the later and spoke with Paul Niman and Mr. Crouch. It was agreed that if he was willing to install the hydrant the water main. would have to be an 8" and not the 61' as originally proposed. I realize that Mr. Crouch benefits by the proposal by limiting the work that would be required of him to the rear of the building but the area benefits by having better fire protection as provided by an accessable fire hydrant. I realize that this is a lengthy letter but I did not make such change in our requirements without careful consideration of the public safety, which is always a major consideration. William V.
