We have strongly recommended that there be an automatic fire suppression system, sprinklers , installed in both the new and existing building. A fire detection system which will be connected to the municipal fire alarm system will be required. In lieu of the fact that the hydrants on Turnpike Street are on the opposite side of the road from the proposed building and since this area is heavily traveled, depending on the time of the day and year, we have recommended an additional hydrant be installed in the front of the building. Mr. Murphy was going to inquire into the cost of installation of the sprinkler system and get back to us . We also recommend a halon system be installed to protect the computer area. Ntt ectoA r TO: Karen Nelson, Town of No. Andover Planning Board FROM: Paul Laponius , Merrimack Engineeing Services /(" DATE: July 20, 1987 RE: NORTHMARK BANK - NORTH ANDOVER The Northmark Bank project is proposed for development in North Andover, Massachusetts . As indicated by the developer, the facility would be a private financial institution serving the needs of a select clientele. These clients would be served via scheduled appointments only . The bank would not be used by the general public . The project site is located on Route 114, Salem Turnpike, approximately . 2 of a mile West of the four-way signalized intersection of Route 114 and Route 133. Route 114 is a heavily traveled two way, two lane arterial roadway. It extends through the Town of North Andover in a general Northwest/Southeast direction. The site is occupied by a two story brick building and paved circular dirveway . The building is currently used by a local insurance company for administrative purposes , and is comprised of approximately 3700 square feet of general office space. Vehicular access and egress to the building is provided by two driveways intersecting Route 114. These driveways are located approximately 140 feet apart. As shown on the site plan , the proposed development involves the construction of a two story wood framed structure that would be attached to the existing brick building. This addition would be comprised of approximately 5500 square feet, and would be used for general office space . The two driveways serving the existing building would be designated for one-way traffic movement entering and exiting the site respectively . Additional pavement material would be used to extend the existing driveway around the proposed building. The new pavement area would provide parking accommodations for 31 vehicles . Karen Nelson July 20, 1987 Page 2 Standard trip generation procedures were used to estimate the number of vehicle trips currently produced by the existing facility and to project the number of vehicle trips that would result from the construction of the proposed project. The term "vehicle trip" is defined as a single or one- directional traffic movement either originating or terminating within a given study area. For example , a vehicle entering, and subsequently , exiting a deve.lopment after completing the purpose of the trip, would constitute two vehicle trips. Trip generation rates , used to calculate the number of vehicle trips to and from new developments , were obtained from the 1982 , Institute of Transportation Engineers ( ITE) report Trip Generation. The ITE report contains trip generation rates for a variety of land use categories . The trip generation characteristics of a particular development are determined by the size and type of development under anlaysis . Unit factors described in the ITE report for general offices , were used to calculate the number of vehicle trips that would be produced during the average weekday and the A.M. and P .M. peak hour periods as well . The estimated vehicle trip production characteristics of the proposed development are shown in Table 1 . Karen Nelson July 20 , 1987 Page 3 As shown in the table , the existing facility produces an estimated 46 vehicle trips per average weekday . During the A.M. peak hour, the trip generation estimates indicate that 7 vehicles would enter the facility while 2 vehicles exit. During the P . M. peak hour of operation , the existing site produces 2 vehicles entering and 7 vehicles exiting. The estimated_ .number of vehicle trips that would result from construction of the proposed project were calculated as 122 vehicle trips per average weekday. The A.M. peak hour of traffic operation would produce a total of 19 vehicles entering and 4 vehicles exiting the site . The P .M. peak hour of site generated traffic volume would be comprised of 4 vehicles entering and 18 vehicles exiting the proposed development. The estimated traffic volumes that would be produced by the development are minimal , and should not result in any adverse traffic related impacts. Traffic volume data for Route 114 was obtained from the Merrimack Valley Planning Commission (MVPC) . The MVPC used automatic traffic volume recording equipment to identify Route 114 traffic volumes Southwest of the Route 133 intersection. The volumes were taken July 25 to July 31 , 1985 . The average daily traffic ( ADT ) volume on Route 114 was identified as 23, 950 vehicles and was comprised of 11 , 750 vehicles traveling Northwest and 12 ,200 vehicles Southeast. The A.M. peak hour of traffic volume occurred between 7 : 00 to 8 : 00 and was comprised of 1781 vehicles . The P .M. peak hour occurred between 5: 00 to 6 : 00 and was comprised of 1979 vehicles . The estimated peak hour traffic volume distribution patterns for the proposed development is attached along with the MVPC volume data. The installation of acceleration/deceleration lanes on Route 114, would not be necessary due to the relatively low traffic volume produced by the development and the planned roadway improvements along Route 114. The Massachusetts Department of Public Works (MDPW) , plans to resurface and widen this segment of Route 114. Subsequently, any roadway improvements undertaken by the developer, would be resurfaced at a later date by the Department. In conclusion , the estimated traffic volumes that would be produced by the proposed development are reasonable .
