Dear Ms. Tymon and Board Members:
Per your request, I have reviewed the October 2, 2013 Special Permit Application for
packet for the above-referenced project. Included in the materials I received and
reviewed were the following:
■ Stormwater Management Plan, School Department Building, 566 Main Street,
prepared forl(ang Associates by DeVellis Zrein, Inc and dated October 2,2013,
■ Site Development Plans (10 Sheets), School Department Office Building, 566
Main Street, North Andover School Department owner, bang Associates,
Architect and DeVellis Zrein, Inc., Civil Engineer, dated October 3, 2013.
The proposed project is a school administration building to be constructed on the site of
the former police station, at the intersection of Main Street and Osgood Street. The
project site currently has no drainage infrastructure, and runoff from the site flows
overland to the southeast, toward Osgood Street. As proposed, the project will result in a
net decrease in impervious cover on the site and utilize Low Impact Development (LID)
drainage elements to promote recharge and manage stormwater. Roof runoff from the
new building will be infiltrated through a perimeter drip trench, with excess flow
conveyed to a grassed Swale around the new building. Pavement runoff from the
driveway and parking lot will drain via sheet flow to a break in the curb and conveyed
downslope via a stone Swale to a stone plunge pool at the upper end of the grassed Swale.
The grassed Swale will drain to a small basin area, with a flared end section connecting to
the drain in Osgood Street.
My comments on the application are outlined below:
I. In accordance with the Site Plan Review requirements, the proposed plan will not
increase either the rate or volume of runoff from the site, and the piped
connection to the drain in Osgood Street will eliminate flow from the site onto the
street surface.
2. Conveyance of the pavement runoff through the grassed Swale will also provide
some degree of water quality treatment of the flow discharged from the project

site. I do recommend the addition of a deep sump catchbasin or other means of
pretreating the flow upgradient of the plunge pool, however, in order to minimize
the deposition of sediment within the swale and the ongoing maintenance
required.
3. A means of access to the grassed Swale for periodic removal of accumulated
sediments should be provided. It appears that this would best be accomplished
from Osgood Street.
4. As proposed, the bottom of the proposed swale/basin will be approximately two
feet below existing grade. Soil testing should be conducted to confirm that the cut
will not intercept groundwater.
5. The depth of the existing sewer service line is not identified, but it should be
confirmed that it is below the proposed grading or will not otherwise interfere
with the construction of the Swale.
6. Designated snow storage locations should be shown on the plan.
7. Consideration should be given to using a cistern to capture roof runoff for
irrigation on the site.
S. The Planning Board may want to request cut and fill calculations to assess traffic
impacts during construction.
9. Other than the proposed haybale line, the plans do not address erosion and
sediment control measures to be employed on the site. I do note that the total area
of disturbance associated with the project will exceed one acre, however,
therefore coverage under EPA's Construction General Permit will be required and
the selected contractor will need to prepare a Stormwater Pollution Prevention
Plan outlining more detailed sediment control measures in accordance with the
EPA Permit. The Planning Board should be provided the opportunity to review
the Construction SWPPP before it is finalized.

When relocated into the fill area, the drain manhole can be changed to an infiltration manhole with an overflow pipe
outletting to daylight in the swale. A deep sump catch basin should be added at the low point in the paved area with its
outlet pipe day lighting to the rip rapped swale. The plunge pool can be replace with a forebay created by the check
dam.

Another suggestion that the town engineer had was to re-locate the manhole that is now a bit to the side of the
northern corner of the building could be pulled back into the fill area to make sure that the manhole is not located
within groundwater. It would also shorten the distance of that 8" drain pipe.

Regarding snow storage, I don't agree with stockpiling the snow in the parking so I can melt and flow to the catch
basin, For a month or so at the tail end of winter,we will have sheet of ice every morning from the pile of snow tothe
CB. Sunny days will slowly melt snow and overnight it will freeze. The xw/a|e will collect sediment and will need tobe
cleaned once a year at the same time they are cleaning the CB.

I'd seen a draft of the letter but not the revised plan.
It generally looks good, but I'd like to see inverts on the drain line and leaching catchbasin, as well as design
details for the catchbasin and drain manhole.
To the extent possible, snow should be stockpiled where it can melt on the pavement and through the CB, but I
don't know whether they can spare the parking spaces to do that. Just be aware that by pushing it off onto the
slope the sand is going to end up settling out in the Swale where it is harder to get at.
