SUBJ: Site flan Review—New Central Fire Station
As a follow-up to the Planning Board's public hearing for a Site Plan Review for the
construction of a new Central Fire Station at 795 Chickering Road,the following information is
provided:
• Enforcement of no parking on Prescott Street will be provided by the North Andover
Police Department at the beginning of construction and when the building is
operational. This will be imperative in order to provide access of construction
vehicles to the site during construction and, more importantly,to allow the fire trucks
to safely return to the premises once the building is operational.
o I have spoken to the property owner (Mr. Zahouriko) on the east side of the property.
He understands that we do not have the space for any plantings on the fire station side
of the property line so he is going to add screening on his side of the property line.
• The dumpster will remain as on the original plans in the corner on the east side. If the
dumpster was to be moved to the south side of the corner, this would hinder snow to
be pushed into that corner until removal is possible. I spoke to Mr. Zahouriko about
this issue and he understands and accepts why it needs to be left in its original
location.

1 have received revised plans dated July 3, 2014; 1 offer the following
comments/suggestions:
1 . The plan legend as shown is incomplete.
2. Does the proposed new hydrant's proximity to the electric transformer
create a potential safety concern?
3. For cost savings, would a Siamese connection at the building be sufficient
for fire protection rather than the proposed, free standing hydrant as
shown on the east lot line?
4. There does not appear to be sufficient cover over drain line from north CB
to WQI-3. Labelling obscures elevations on other structures. Cover
should be verified for all drain lines.
5. For cost savings, are catch basins necessary at the WQI manholes?
6. Would it be possible to change the drain manhole type at WQl-1 , 2, & 3 to
a deep sump manhole with an inlet frame and grate creating points that
the parking areas drain to? Would setting these frames' elevation to a low
point below elevation 164 allow for the elimination of proposed catch
basins and shallow pipes?
7. Create a low point in grass ring paver area that drains pavement and
relocate WQl 1 with sump and inlet frame and grate to this area.
8. The proposed sewer as shown on profile is a 4" diameter; the sewer dept.
requires it to be 6". The profile labelling should be changed. The sewer
service connection detail shown on sheet C7.0 is correct.

compliance with MASSGIS standards."

Site Plan Review Comment Response
Dear Mr. Willis:
At the request of our client, Donham & Sweeney Architects, we are writing this letter to respond
k» your North Andover Fire Station site plan review comments dated July }5' 2O)4.
Our proposed oonmm000| responses are an follows and are in the same order as they were
provided in your letter:
%. The Revised Site Plan drawings have updated legend,
2. The proposed transformer in 10 feet from the proposed hydrant will be protected by
bollards. We do not anticipate a safety concern.

Conservation Commission, water quality inlets (W()l) are not required. Standard drain

by the shallow 0pnoodwutnr at the Site, the groundwater relation to the bottom of the
infiltration areas, and the need for minimum pipe slopes. We have divide the small I-
acre site into four distinct proposed drainage areas and we can make minor adjustments
10 the proposed grading (as indicated in the visitors parking amoo) but it we need to
increase the pipe cover oiAoifiomoUy, it would ozguimo bringing in additional fill and
raising the Site. In lieu of bringing in fill, we have used a 1/2-inch thick walled pipe that
io rated for lOO pounds per square inch.

manholes will be used to provide additional sump capacity for TSS removal.
10. At the request of Eggleston Environmental the 36-iuub diameter pipe has been changed
0m u llQ-fbut-long, 3-font by 2-foot box culvert in order to better mimic the geometry of
the eximdVgmwva6n. The invert elevation ioimEl. 158.6 and the invert out ioEl. 157.32.
The pipe has a slope ofl.l796 and will be H-20 rated.
11. The general note for the digital as-built submittal has been added toSheet 6.0.

SUBJECT: Fire Station,Comer of Chickering Road and Prescott Streets
Prior to the Planning Board hearing on the Chickering Road/Prescott Street Fire Station, I wanted to
update you on the requirements of the NACC regarding the site. On several other development projects
(West Mill, Brooks School), applicants have been required to file at least an RDA when they have
proposed changes to existing drainage that outlets to or that could potentially alter a wetland resource
area. To be consistent, the town's proposal to change the drainage at the site at the intersection of
Prescott and Chickering Road should be held to the same standard. There is a swale with Bordering
Vegetated Wetland characteristics along Chickering Road/Route 125 within the Mass Highway
Layout.
To receive a Negative Determination(essentially a determination of no impact),the town would need
to show that this Swale was constructed for drainage purposes and has only developed wetland
characteristics due to the fact that it has not been properly maintained for many years. This would also
involve showing that the swale does not drain to or from an existing wetland resource area. Plans I
have seen show that the Swale does drain to Cochichewick Brook several hundred feet away, so the
town should also show that all new stormwater will be handled on-site and not be discharged into the
swale.
If you have any questions regarding the Commission's requirements, please let me know. I have
spoken with Lisa Eggleston, stormwater peer review consultant, and she is aware of the Commission's
request as well.
