EXECUTIVE SESSION: The Executive Session convened at 6:45 p.m.
ATTENDANCE: The following were present: Chairman, Richard Vaillancourt, Clerk, Rosemary Smedile,
Phil DeCologero, Donald Stewart, Tracy Watson, Town Manager, Andrew Maylor, Assistant Town
Manager, Ray Santilli and Executive Assistant Laurie Burzlaff.
M.G.L. Chapter 30A, §21(a)- reason#3 to conduct strategy session with regard to collective bargaining
Assistant Town Manager, Ray Santilli, provided copies of the collective bargaining agreement for the
Public Works union and reviewed the changes. The Board will ratify the contract in open session.
ADJOURNMENT:
Rosemary Smedile made a MOTION, seconded by Donald Stewart, to move out of executive
session and into open session at 7:00 p.m. Roll call vote: Watson-yes, Smedile-yes, DeCologero-
yes, Stewart-yes, Vaillancourt-yes.

BOARD OF SELECTMEN MINUTES September 12, 2016
CALL TO ORDER: Chairman Richard Vaillancourt called the meeting to order at 6:45PM at the School
Administration Building Meeting Room. The meeting was recorded.
ATTENDANCE: The following were present: Chairman Richard Vaillancourt, Clerk Rosemary Smedile,
Licensing Commissioner, Phil DeCologero, Donald Stewart, Tracy Watson, Town Manager Andrew
Maylor, Assistant Town Manager Ray Santilli and Executive Assistant, Laurie Burzlaff. Approximately 15
members of the public were in attendance.
EXECUTIVE SESSION:
Rosemary Smedile made a MOTION, seconded by Phil Decologero that the Board of Selectmen
enter into executive session for Reason No. 3 under MGL Chapter 30A, Section 21(a) to conduct
strategy session with regard to collective bargaining. Roll call vote: Stewart-yes, DeCologero-yes,
Smedile-yes, Watson-yes, Vaillancourt-yes.
Chairman Vaillancourt announced the Board will reconvene in open session at the conclusion of
executive session.
The Board returned to open session at 7:OOPM
PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES:
Tracy Watson made a MOTION, seconded by Rosemary Smedile, to approve the Open Session
and Executive Session Minutes of August 29, 2016. Vote approved 5-0.
COMMUNICATIONS AND ANNOUNCEMENTS:
Update on Facilities Master Plan-classroom expansion
The Town Manager updated the Board about the classroom expansion project which is part of the
Facilities Master Plan. The Town has hired an architect to do a feasibility study and they will explore the
possibility of a kindergarten only facility next to the Early Childhood Center.
Other communications and announcements
The Merchant's Association Fall Festival is September 24tH
The North Andover Women's Club is sponsoring a Barn Dance with proceeds to benefit public safety.
The Booster Club casino night is October 1 st
CONSENT ITEMS:
Alex Parsons, Taylor Parsons, Kayla Dow and Eric Dow request permission to use an area by the stage
or near the benches at the common for a Kindness Rock Project
Alex Parsons (8th grade)Taylor Parsons (6th grade) and Kayla Dow (9th grade)were present to request
permission to start a Kindness Rock Project at the Common. Eric Dow (6th grade) also submitted the
request but could not be present. The Board suggested the Youth Center as more appropriate place for
the project.
Tracy Watson made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen
approve the Kindness Rock Project at the Youth Center. Vote approved 5-0.
Martin Allen requests permission to use the Osgood Hill Trails on Saturday, November 5, 2016 from
9:OOAM to 1:OOPM for the North Andover XC Trophy Race Run/Walk
Martin Allen of the Family Cooperative Preschool was present to request permission to use Osgood Hill
trails on Saturday, November 5, 2016 from 9:OOAM-1:OOPM for the North Andover XC Trophy Race
Run/Walk. All relevant departments reviewed the request and have no issues with the event.
Tracy Watson made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen
approve the request of Martin Allen to use the trails, as presented, for the XC Trophy Race
Run/Walk on Saturday, November 5, 2016 from 9AM-1PM. Vote approved 5-0.

Appointments
Donald Belanger-ADA Coordinator
The Board needed to appoint a new ADA Coordinator to replace Gerry Brown who has retired.
Tracy Watson made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen
approve the appointment of Donald Belanger as ADA Coordinator. Vote approved 5-0.
Jeffrey Shepard-Festival Committee
The Appointment Subcommittee recommended Jeffrey Shepard be appointed to the Festival Committee.
Rosemary Smedile made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen
approve the appointment of Jeffrey Shepard to the Festival Committee for a term ending June 30,
2017. Vote approved 5-0.
Ratification of Collective Bargaining Agreement between the Town of North Andover and AFSCME
Council 93, Local 2978 (Public Works)for period July 1, 2016 through June 30, 2019
Included in the packets was the contract between the Town and the Public Works union which has been
ratified by the union.
Tracy Watson made a MOTION, seconded by Donald Stewart, that the Board of Selectmen approve
the collective bargaining agreement between the Town of North Andover and AFSCME Council 93,
Local 2978 (Public Works)for a period covering July 1, 2016 through June 30, 2019. Vote
approved 5-0.
Glen Alt, Water Treatment Plant Superintendent, requests a waiver of all fees for the installation of a new
generator at the Butcher Boy pump station
Included in the packet was a memorandum from Glen Alt, Water Treatment Plant Superintendent,
requesting the Board waive all fees associated with the installation of a new generator at the Butcher Boy
pump station.
Tracy Watson made a MOTION, seconded by Donald Stewart, that the Board of Selectmen waive
all fees associated with the installation of a new generator at the Butcher Boy pump station. Vote
approved 5-0.
Kelly Grasso requests permission to use the Town Common on Saturday, September 17, 2016 to tie blue
ribbons around trees
Kelly Grasso and Emily Kibit from the Mass State Police Wives group were present to request permission
to tie blue ribbons on trees and poles at the common. The group was previously given permission to put
ribbons up around town for 30 days (until October 3rd) but were told they could not put them at the
common.
Rosemary Smedile made a MOTION, seconded by Tracy Watson, that the Board of Selectmen
allow Kelly Grasso and Emily Kibit to tie blue ribbons around light poles at the common from
September 17, 2016 until October 3, 2016. Vote approved 5-0.
LICENSING COMMISSIONERS:
Donald Stewart made a MOTION, seconded by Tracy Watson, to open a meeting of the North
Andover Licensing Commission. Vote approved 5-0.

One Day All Alcohol License for a donor reception in the Dicroce Lobby Rocco Schelzi Plaza on
Thursday, September 15, 2016 from 4:30PM-10:30PM

Donald Stewart made a MOTION, seconded by Tracy Watson, that the Board of Selectmen, acting

Donald Stewart made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen,
acting as Licensing Commissioners, approve the request of Jamie Green Klopotoski of Ipswich
Ale Brewery for a One Day Wine & Malt license for an outdoor concert at the Stevens Coolidge
Place on Wednesday, September 28, 2016 from 5-7PM. Vote approved 5-0.
Request of Bertucci's to expand hours of their entertainment license
Tracy Watson made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen,
acting as Licensing Commissioners, approve the request of Bertucci's to change the hours of
their entertainment license to Monday-Sunday from 11:OOAM to 12AM. Vote approved 5-0.
Donald Stewart made a MOTION, seconded by Rosemary Smedile, to close a meeting of the North
Andover Licensing Commission. Vote approved 5-0.

PUBLIC COMMENT:
Brian Birchall requested the Board change trick or treat from October 31 st to the last Saturday in October.
Chairman Vaillancourt indicated this matter would be on the agenda for their meeting on October 11,
2016.
Stan Limpert thanked the participants of the 9/11 ceremony.
TOWN MANAGER'S REPORT:
The Board was provided with the monthly reports from the Fire Department, Police Department, Human
Resources, Capital Projects, Library, Senior Center, Report it system, Building Department and legal
services.

BOARD OF SELECTMEN EXECUTIVE SESSION MINUTES August 29, 2016
EXECUTIVE SESSION: The Executive Session convened at 6:36 p.m.
ATTENDANCE: The following were present: Chairman, Richard Vaillancourt, Clerk, Rosemary Smedile,
Phil DeCologero, Donald Stewart, Tracy Watson, Town Manager, Andrew Maylor, Assistant Town
Manager, Ray Santilli and Executive Assistant Laurie Burzlaff.
M.G.L. Chapter 30A, §21(a)- reason#2 to conduct contract negotiations with nonunion personnel
Town Manager, Andrew Maylor, provided copies of the revised contract for the Fire Chief which
incorporated changes that were requested by the Board.
Tracy Watson made a MOTION, seconded by Donald Stewart, to approve the revised contract
between the Town and Fire Chief William McCarthy. Roll call vote: Watson-yes, Smedile-yes,
DeCologero-yes, Stewart-yes, Vaillancourt-yes.

CALL TO ORDER: Chairman Richard Vaillancourt called the meeting to order at 6:36PM at the School

COMMUNICATIONS AND ANNOUNCEMENTS:
Meeting schedule
Due to a work conflict, Selectman Watson will not be available for the meeting scheduled for October 17,
2016. The Board agreed to moue the meeting from October 17, 2016 to Tuesday, October 11, 2016.
Other Communications and Announcements
Town Manager, Andrew Maylor, informed the Board that a resident has requested to place blue ribbons
on poles around town on September 3rd in support of police. Several other towns are participating in this
state police initiative on that date. Mr. Maylor approved the request for thirty (30)days and asked the
resident to appear at the next meeting to update the Beard. The resident was informed she could not
place them on trees around the common.
CONSENT ITEMS:
Selectmen Watson left the room.
Vote to approve disbursement of$115,000 from the Affordable Housing Trust Fund to Bread & Roses
Housing, Inc. for the purchase of 70 May Street
Laurie Burzlaff, chair of the Affordable Housing Trust and Yesenia Gil, Executive Director of Bread &
Roses Housing, Inc., gave the Board an overview of the project at 70 May Street and requested the
Board vote to approve the disbursement of$115,000 from the trust fund to Bread & Roses Housing, Inc.
for the purchase of 70 May Street.
Donald Stewart made a MOTION, seconded by Phil DeCologero that the Board of Selectmen vote
to approve the disbursement of$115,000 from the Affordable Housing Trust Fund to Bread&
Roses Housing, Inc. for the purchase of 70 May Street. Vote approved 4-0.
Selectman Watson returned to her seat.

Dan Pas requests permission to hold a Muscular Dystrophy Association "Fill the Boot" drive on Saturday,
September 24, 2016 from 8:OOAM-12:OOPM at the rotary
Dan Pas, President of Local 2035, was present to request permission to hold a "Fill the Boot" drive on
Saturday, September 24, 2016 from 8:OOAM-12:OOPM at the rotary at the Old Center.
Tracy Watson made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen
approve the request of Dan Pas to hold a `Fill the Boot'drive on Saturday, September 24, 2016
from 8AM-12PM at the rotary. Vote approved 5-0.
Request of Francis and Sharon Devan of 32 Boston Hill Road to amend Grant of Easement
Attorney Paul Ross who represents Francis and Sharon Devan of 32 Boston Hill Road, presented their
request to void the easement granted to the Town in 2010 and record a new easement with the correct
scope and the correct easement area. Mr. Maylor indicated that after reviewing the documents he
supports Attorney Ross' request and asked the Board for permission to contact the other two property
owners on the street that also granted easements that should be corrected.
Tracy Watson made a MOTION, seconded by Rosemary Smedife, that the Board of Selectmen void
the Grant of Easement recorded in the Essex North Registry of Deeds in Book 12202, Page 52 and
record a new easement limited to the use and maintenance,of the as-built sewer only and a new
plan showing the correct easement area and to give permission to the Town Manager to contact
the other two property owners that granted easements: 'Vote approved 5-0.
Vote to amend Fire Chief's contract
The Board had previously asked the Town Manager to review the Fire Chiefs contract and align the
clauses with the Police Chief's contract. A revised contract incorporating those requested changes was
included in the packets.
Rosemary Smedile made a MOTION, seconded by Phil DeColagvro, that the Board of Selectmen
approve and sign the amended contract between the Town and Fire Chief William McCarthy. Vote
approved 5-0.
Accept donation in the amount of$300 to Veterans.Services from the Lawrence Vietnam Memorial
Foundation
Included in the packets was a letter from Veterans Services Director, Gerry Maguire, requesting the
Board accept a donation in the amount of$300 from the Lawrence Vietnam Memorial Foundation for the
Veterans Discretionary Fund.
Donald Stewart made a MOTION,seconded by Tracy Watson, that the Board of Selectmen accept
the donation from,the Lawrence Vietnam Memorial Foundation in the amount of$300 to be used
for the Veterans Discretionary Fund. Vote approved 5-0.
Request to surplus vehicle- Elder Services
Per town policy regarding surplus vehicles, a memorandum was included in the packet from Elder
Services director, Irene O'Brien,to surplus a 2006 Ford Cutvan to be traded in for a new van.
Tracy Watson made a MOTION,seconded by Rosemary Smedile, that the Board of Selectmen
approve the request of Elder Services Director, Irene O'Brien, to surplus a 2006 Ford Cutvan, as
per her memorandum to the Town Manager dated August 16, 2016. Vote approved 5-0.
Affordable Unit Resales
The Citizens' Housing and Planning Association (CHAPA) has notified the Town that the affordable
housing units at 2202 Juniper Circle (Oakridge Village-Maplewood Reserve) and 4 Harvest Drive, Unit
205 (Oakridge Village-Maplewood Reserve) are up for sale. It is recommended the Board decline its right
of first refusal for both units.
Tracy Watson made a MOTION, seconded by Donald Stewart, that the Board of Selectmen decline
the right of first refusal to purchase the affordable housing units at 2202 Juniper Circle (Oakridge
Village-Maplewood Reserve)and 4 Harvest Drive, Unit 205(Oakridge Village-Maplewood Reserve).

Vote to accept Community Compact grant
The Town Manager briefed the Board about the Community Compact grant and asked for their vote to
accept the grant.
Tracy Watson made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen accept
the Community Compact grant in the amount of$25,000. Vote approved 5-0.
Letter of support for MassWorks grant
Eric Kfoury, Director of Community and Economic Development, requested the Board sign a letter of
support for the MassWorks grant application.
Tracy Watson made a MOTION, seconded by Donald Stewart, that the Board of Selectmen provide
a letter of support for the MassWorks grant application. Vote approved 5-0.
LICENSING COMMISSIONERS:
Donald Stewart made a MOTION, seconded by Rosemary Smedile,to open a meeting of the North
Andover Licensing Commission. Vote approved 5-0.
Request of William M. Dwyer, Manager of Tuscan Market, Inc. d/b/a,the Vineyard for change of
location to 757 Turnpike Street and change of d/b/a to A Taste of,the Vineyard

state and federal standards.
Chairman Vaillancourt announced there was an editorial in the Andover Townsmen that mentioned North
Andover as a model community.

Dear Board of Selectmen and School Committee:
As you are aware, the Facilities Master Plan (FMP) approved project for fiscal 2017 is the
feasibility study associated with adding additional elementary classrooms. This project, which
started as a placeholder in 2010, has become increasingly important because as we all
recognize there is a pressing need to reduce the average class size in our elementary schools.
The Town recently hired KBA Architects to complete the feasibility study. We want to take a
moment to update you on this process, so that both boards are aware of the timeline and the
possible outcomes.
As you can see from the attached timeline, KBA Architects plans to report to the full school
committee on December 1st. The report will include an "existing conditions report, space
inventories, space needs, options to satisfy space needs and estimates for each option." For
the past several years the discussion regarding this particular phase of the FMP has centered
around adding classrooms to specific elementary schools and KBA will investigate that option
as demonstrated in the bullet point below:
• Add additional classrooms at an existing elementary school. Specifically, KBA will look
in depth at this possibility at Atkinson, Franklin and Kittredge. We believe that Thomson
will not work as it sits on a small parcel of land, but KBA will confirm that. We have also
instructed them to not investigate Sargent as the school traditionally has our lowest
average class sizes and the location makes it more difficult to add additional students
from the other schools.
However, another option has surfaced which we have also asked KBA to explore:
• Consider building a kindergarten building attached as part of the ECC complex. This
would recreate the Bradstreet model that would house kindergarten students in North
Andover in the same school and potentially free up space in all 5 elementary buildings.
It is our expectation that the School Committee, guided by an elementary classroom
subcommittee, will bring its recommendation to the Town Manager so that he can consider
incorporating that recommendation in the Fiscal 2018 Capital Improvement Plan (CIP). In
January 2017 the Board of Selectmen will take action on the recommended CIP. It is our hope
that we will have a joint recommendation ready for Town Meeting next spring.

Dow, requesting permission to use the Common for a Kindness Rock Project,
DPW Director, Bruce Thibodeau, recommends the project be located at the youth Center and, if
approved, the proponents meet with Rick Gorman to coordinate.
Kindness Rock Project:
We would like to start a Kindness Rock Project at the North Andover Common, by the
stage or the benches facing the rotary. The Kindness Rock Project is a unique way of
spreading kindness to people. What is the Kindness Rock Project you may ask? Well it is
basically a pile of rocks with different inspirational and kind messages on them. You can take
one that you like or has meaning to you. And/or you could make one of your own to add to the
pile. When we first heard about the Kindness Rock Project, Kayla and Alex were on Grey's
Beach in Cape Coed. We were about to walk a pier when we saw a huge pile of colorful rocks
and a sign. That is when we thought about taking the Kindness Rock Project to North Andover.
The pile will start out with about 20 rocks and will hopefully grow. Since people are always
taking and adding rocks we don't see the the project growing too big. Perhaps as many as 50 at
a time. This judgement of size is based on the photos from other projects we have seen online.
There are no costs for this project. An alternate location would be at the Youth Center but we
would preferThe Common because it is open to more ages in our community. Below we will
add links to their facebook account and their website, Recently, The Boston Globe published' an
article on this project and Fox News has done a feature story. There is also a Picture of the sign
we created and a few rocks we painted, We will monitor the area to make sure it stays clean
and well kept. We would love to see North Andover Community join the Kindness rock project.

runners will descend into the tree line trail 50 meters above the shore of Lake Cochichewick they will

(Note: The following Memorandum of Agreement is an "Off-the-,Record" document unless and
until approved and ratified by both parties. In the event either side rejects or fails to ratify the
Agreement, both sides are free to return to their last "on-the-record"positions)
The Town of North Andover and AFSCME Council 92, Local 2978 (Public Works) hereby agree
to a new three-year contract to be in effect from July 1, 2016 through June 30, 2019. Except as
modified in this Memorandum,the terms and conditions of the old contract will be carried forward
into the new contract.
1. Article IX: Vacancy. Add a new paragraph "The parties agree that the Town will post or
advertise externally vacancies it decides to fill within the bargaining unit simultaneously with
the internal posting, in order to expedite filling the position in the event the Town determines
that no applicant from the unit is deemed qualified or if there are no applicants from the unit."
2. Article X: Hours of Work, Section 1 —Regular Hours. Modify language to read, "The regular
hours of work shall be from 730 a.m. „v til 4:00 p.m. 7.00 a.m. until3:30 p.m. with an unpaid

from base pay and not included therein for any purposes."

For every eight hours of emergency call-in overtime, the Town shall reimburse a $10.00

Bertucci's wants to change the hours during which it can have its televisions and background

Attached please find the monthly Overdose Report which breaks down by month incident
responses that the North Andover Fire and Police Departments have responded to since January
1, 2014 through August 31, 2016. This information has been compiled from ArnbuPro Text
Gen, OC1 Software which the fire department utilizes for our electronic patient care reporting as
required by the Massachusetts Department of Public Health.
Per you request we have provided a narrative which provides an explanation to the different
types of overdose responses that both the North Andover Fire and Police Department are
responding to. You can find this narrative on the next page under Notes,

EXPLAINA TION OF TERMS
Cardiac Arrest: Sudden cardiac arrest is the sudden, unexpected loss of heart function,
breathing and consciousness. Sudden cardiac arrest usually results from an electrical disturbance
in your heart that disrupts its pumping action, stopping blood flow to the rest of your body.
These patients are provided resuscitation efforts with cardiopulmonary resuscitation, airway
management and automatic external defibrillator.
Cocaine: is a strong stimulant mostly used as a recreational drug. Cocaine has powerful
negative effects on the heart and brain. Occasional users run the risk of sudden death with
cocaine use. Cocaine use is bad for the heart. Cocaine increases heart rate and blood
pressure while constricting the arteries supplying blood to the heart. The result interrupts blood
flow to the heart muscle itself, which can cause a heart attack even in young people without heart
disease.
Dead on Arrival(DOA): Is a term used to indicate that a patient was found to be already
clinically dead upon the arrival of professional medical assistance. Examples of Dead on Aimival
according to the Massachusetts Department of Public Health are as follows;
Date of Service (DOS): The date in which the fire department responded to a call for assistance.
Fentanyl: Is a potent, synthetic opioid analgesic with a rapid onset and short duration of action.
Opiate: Opiates are a group of drugs that are used for treating pain. They are derived from opium
which comes from the poppy plant. Opiates go by a variety of names including opiates, opioids,
and narcotics. The term opiates is sometimes used for close relatives of opium such as codeine,
morphine and heroin, while the term opioids is used for the entire class of drugs including
synthetic opiates such as Oxycontin. Some of the more common opiates are Codeine, Vicodin,
Hycodan, Morphine, Oxycontin, Percoset, Dilaudid, and Fentanyl.
Polysubstance Overdose: A polysubstance overdose is when a person is in an intoxicated state
without a preference for one particular substance as several substances have been mixed
together. Although any combination of three drugs can be used, more likely alcohol is commonly
used with other substances such as cocaine and heroin. In the substance abuse context, it usually
refers to the use of multiple illicit drugs, however, it can also apply to prescription medications
used for nonmedical purposes. People often use multiple substances in an attempt to enhance the
effect of a single drug to create a more intense high.
NOTES:
On July 12, 2016 (Polysubstance Overdose): A person with polysubstance overdose is when a
person is in an intoxicated state without a preference for one particular substance as several
substance have been mixed together for the ultimate effect. Although any combination of three
drugs can be used, more likely alcohol is commonly used with other substances such as cocaine
and heroin.
On July 17, 2016 (Fentanyl Overdose resulted in Cardiac Arrest): This call was further
investigated by the North Andover Police Department. Fentanyl is a potent, synthetic
opioid analgesic with a rapid onset and short duration of action. This Fentanyl Overdose is in
keeping with the trend that is being seen across the Merrimack Valley,
On July 30, 2016 (Cocaine Overdose) Cocaine is a strong stimulant mostly used as a recreational
drug. Cocaine has powerful negative effects on the heart and brain. Occasional users run the risk
of sudden death with cocaine use. Cocaine use is bad for the heart. Cocaine increases heart
rate and blood pressure while constricting the arteries supplying blood to the heart. The result
interrupts blood flow to the heart muscle itself, which can cause a heart attack even in young
people without heart disease.
On August 8, 2016 (Ingested Percocets): The drug Percocet contains a combination of
acetaminophen and oxycodone. Oxycodone is an opioid pain medication. An opioid is
sometimes called a narcotic. Oxycodone is used to treat moderate to severe pain.

selected six candidates to be interviewed,three on
8/3/16 and three on 8/17/16. Position posted on Town

3/24/16 Local Inspector Building Donald Belanger Hired Paul Hutchins effective 9/12/16. Two second
interviews occurring week of 8/22/16,28 applications
received to date,most do not have active license. An
interview is scheduled for 8/3/16. Reposted on MBIC
website on 7/19/16. Met with new Inspector of
Buildings,will refresh postings on town website and
MA Building Commissioners and Inspectors website by
6/17/16. Will re-start process when Inspector of
Buildings starts on 6/6/16.Candidate scheduled for
second interview on 5/4/16 as a no call no show,
reconsidering existing applicants. Interviewed one
applicant for both inspector positions but applicant

CAPITAL PROJECTS UPDATE
Classroom Expansion Project

Update as of August 1, 2016: A Request for Qualifications (RFQ) for `Architect/Design Services,
Feasibility Study & Schematic Design for Additional Classrooms' was issued on June 8th. With a
deadline of June 30th, no proposals were received. Contact was made with KBA Architects, Inc. who
have extensive experience in school building constructions including a number of past projects in
North Andover. A meeting was held with the KBA's President and Vice-President on July 20. The
Town is waiting for receipt of a proposal from the company before making any further decisions.
Update as of September 1, 2016: A contract was issued to KBA Architects, Inc. to conduct the
feasibility study for additional classrooms. Representatives of the firm have been meeting with the
School Department's "working group" consisting of Superintendent Jennifer Price, and Assistant
Superintendents Gregg Gilligan, James Mealey, and Donna Straight. In the near future, under
separate cover,the Town Manager and School Superintendent will provide an update and timeline of
the project to the Board of Selectmen and the School Committee.

Update as of August 1, 2016: Hill International, the Owner's Project Manager(OPM), was hired for
this project in mid-December 2015. CSS Architects were placed under contract in late-January 2016.
A working group consisting of Bruce Thibodeau, Tim Willett,and Stephen Foster were designated to f
work with the architect and OPM on the project. The group worked diligently through the first few 6
months of 2016 on reviewing different layouts, designs, etc. as the present site has a number of
restrictions including wetlands both to the right and left of the property and Wayne Street that runs
the entire left side of the property. a
A `Site Plan Review Application' was filed with the Planning Department on May 6th. Public
hearings were held before the Planning Board on June 7th, June 21St, and July 5th. A `Notice of
Decision' was approved on July 5th. The 21-day review period ended on July 27th and the decision
became final.

Capital Projects Update as of September 1,2016 11 p a e
A `Notice of Intent' was filed with the Conservation Department on May 27th. Public hearings were
held before the Conservation Commission on June 81h, June 22"d, and July 13th. An `Order of
Conditions' was approved and issued on July 13th.
A `Variance' for side setbacks was filed with the Board of Appeals on June 2"d. A public hearing
was held on June 28"'and continued until August 9th. The variance will be granted on August 9"',the
decision signed and issued by August 23rd, with the 21-day review period ending on September 13th
The project design was reviewed by the Board of Selectmen at their meetings of.lune 6th, June 20th,
and July 18th. The Board approved the building design on July 18th as well as stating their preferred
color of`brick red' for the building.
Update as of September 1,2016: The Zoning Board of Appeals rescheduled their August 9th meeting
to August 18"'. They approved the variances for the side setbacks with the decision becoming final
as of September 14th. All of the decisions of the land use boards (Planning, Conservation, and ZBA)
will then be formally filed with the Registry of Deeds.
The milestones for the issuance of the construction specifications and bid due dates were pushed back
one week due to the preparation of the extensive documents and drawings. This will not affect the
dates of the contract being awarded and the anticipated start of construction.

Update as of August 1, 2016: P3 were selected as the Owner's Project Manager(QPM) and Donham
& Sweeney as the architects for the project. The working group designated to work with the architect
and OPM on the interior layout of the building consisted of Cathy Darby,Maura Deems,Gail Tierney,
Jean Enright,and Jennifer Hughes. The construction bid documents were issued on October 29,2015.
NELCO was selected as the general contractor and construction began on January 25, 2016.
The project is progressing on schedule, to date. Major issues being addressed are the delivery
schedule of the windows and the masonry sub-contractor working under protest. NELCO has
assigned a dedicated person to oversee and monitor the masonry work.
Discussions are on-going with two companies to supply high density shelving for the Community
Development active storage and `dead' storage in the lower level. A decision will be made no later
than August 3rd. Creative Office Pavilion was selected as the furniture vendor as they are currently
on state contract and are a provider of the Global Adaptabilities line that will match the furniture
previously in Town Hall offices.

Update as of September. 1 2016: The project has six weeks remaining with a target date of October
12th for substantial completion. The general contractor will then work on the final 'punch-list'. Target
dates have been finalized for installation of the high density shelving in the two storage areas and the
work stations for the Community Development staff, new office furniture delivery, and the moving
of existing office furniture from storage trailers to offices. It is anticipated that the offices will be
moved the afternoon of Thursday, October 201h and staff will then set up their offices on friday,
October 21St. The newly renovated and expanded Town Hall will be open for business at 8:00 a.m.
on Monday, October 24th.
Kittredge School Playground Project

Update as of August 1,2016; The Town Manager's office has worked extensively with the Kittredge
School administration and the Kittredge School PTO over the past few months on this project. The
Kittredge School decided on playground equipment available through the HGAC Consortium
(Texas). The Town executed an agreement to join the Consortium in mid-June.
Subsequent to continued discussion between the PTO and a local distributor, the PTO selected the
new playground equipment. As the cost of the selected equipment was greater than the FYI CPA
appropriation, the PTO made a donation to the Town to cover the cost difference. A purchase order
was issued to the local distributor on August 2"d and the selected equipment ordered.
The equipment is anticipated to be delivered in mid-November. The PTO will organize volunteers to
prepare the site and to install the equipment.
Update as of September 1, 2016: The project remains on schedule with the playground equipment
being delivered and installed by the end of November.
