INTRODUCTION This report is being provided in accordance with the Massachusetts State Building Code, Eighth Edition(MSBC),as part of the documentation for the new dry pipe fire sprinkler system for the existing Building#49 located at 1636 Osgood Street in North Andover, Massachusetts. 2. APPLICABLE LAWS,REGULATIONS AND STANDARDS The documents listed below represent the basis for the design of the new fire sprinkler system: 780 CMR—Massachusetts State Building Code(MSBC)—8th Edition 527 CMR-The Massachusetts Comprehensive Fire Safety Code • NFPA 13—Standard for the Installation of Sprinkler Systems—2013 Edition 3. FIRE SPRINKLER SYSTEM DESCRIPTION The new fire sprinkler system will be supplied by the existing underground yard hydrant system. A hydrant flow test was conducted on November 2,2016 by JENSEN HUGHES. The results of the hydrant flow test were: Static Pressure: 141 PSI Residual Pressure: 103 PSI Flow Rate: 1029 GPM Building 49 is a single story built on a slab. It will be used as a dog day care facility. The building is of noncombustible construction. The floor area of the building is approximately 3,500 SF and it is attached to the adjacent building. The new dry pipe sprinkler system has been designed per NFPA 13—2013 in accordance with the MSBC. There is an existing dry pipe system in Building 49. It is our understanding that the dry pipe sprinkler system for Building 49 was disconnected in 2012 due to numerous leaks, and is not salvageable. The existing system will be removed and replaced in its entirety. The new system has been designed to utilize the existing underground supply to the building and the existing sprinkler valve room. All sprinkler piping is galvanized schedule 40 steel. A new 3- inch dry pipe valve and an air compressor will be provided in the sprinkler valve room. Sprinkler coverage will be provided in all occupiable areas in accordance with NFPA 13. The layout of the sprinkler system has be designed for a light hazard occupancy and such that the sprinkler spacing does not exceed 15 feet. The new sprinkler system has been hydraulically designed per NFPA 13 using a design density of 0,10gpm/sf over the most remote 1,500 sf. The demand area is based upon a 30%increase for dry pipe sprinkler systems, and a 31%decrease based on quick response sprinklers. The sprinklers used for the design calculations is a 5.6 K-faClOr. The results of the hydraulic calculations indicate that the system requires a total pressure of 34 PSI while flowing 228 GPM. A 100 GPM hose stream allowance has also been included. The water supply in the area is adequate based on the flow data collected, and does not include the use of the fire pumps for the yard system, only the municipal water supply. JENSEN HUGHES 1636 Osgood Street—Dry Pipe Sprinkler Design PAGE 2 SEQUENCE OF OPERATIONS Upon operation of the sprinkler system's water flow switch, the building's fire alarm system shall activate. Upon closing a sprinkler control valve the fire alarm system shall send a supervisory signal to the building's fire alarm system via a tamper switch. The sprinkler system shall activate when sufficient heat from a fire causes the sprinkler bulb to fuse. Upon fusing, the sprinkler valve will open which will discharge water to the fire area.Wafer flow will continue until a control valve is manually closed. The water flow switch attached to that system will operate activating the building fire alarm system. FIRE SPRINKLER SYSTEM TEST AND APPROVAL The fire sprinkler system will be tested in compliance with NFPA 13 and NFPA 25. The contractor will provide installation material and test certificates to the engineer and the fire department prior to final testing and inspection. The contractor will notify the engineer and the fire department in writing when the system is ready for testing. When the system has been completely tested by the contractor and it is operating as required by the code,a test will be scheduled with the Fire Department for them to witness. INTRODUCTION This report is being provided at the request of Ruff'n Tumble Playcare in order to determine the fire sprinkler requirements for their building located at 1636 Osgood Street, in North Andover,Massachusetts. Ruff'n Tumble Playcare will be leasing Building 48/49 which is located towards the northwest corner of the property and has been vacant for several years. The Massachusetts State Existing Building Code,Chapter 34,Section 102.2.1.3 requires that the sprinklers in existing buildings,or portions thereof,in which there is a change in occupancy classification, commodity classification,or storage arrangement,as defined by NFPA 13,be evaluated for compliance with NFPA 13 and NFPA 25. This evaluation must consist of a comparison of the capabilities of the sprinkler system to the future occupancy use that is being proposed. The intent of this report is to compare the capabilities of the existing sprinkler systems in Building 48/49 to the fire sprinkler requirements for the new occupancy. 2. APPLICABLE LAWS,REGULATIONS AND STANDARDS • 780 CMR—Massachusetts State Building Code(MSBC)—81'Edition • Existing Building Code of Massachusetts—816 Edition • 527 CMR-The Massachusetts Comprehensive Fire Code NFPA 13—Standard for the Installation of Sprinkler Systems—2013 Edition • NFPA 25—Standard for the Inspection,Testing, and Maintenance of Water-Based Fire Protection Systems—2011 Edition 3. BUILDING AND OCCUPANCY DESCRIPTION Buildings 48 and 49 share a common wall and are connected to form a single building. The building as a whole is a single story built on a slab. The building is of non- combustible construction, consisting of concrete block and sheet metal walls, with a steel frame and a metal roof. The Building 49 portion is approximately 3,500 square feet in area, and it is open to the loading dock on the south side. As a result,Building 49 is open to ambient air and not heated. Building 49 is equipped with a dry pipe sprinkler system that is in disrepair and will need to be repaired or replaced. The Building 48 portion is enclosed, heated year round, and equipped with a wet pipe sprinkler system. Building 48 has a total floor area of approximately 15,000 square feet. I JENSEN HUGHES Ruff'n Tumble Playcare—Building 48149—Change of Occupancy Sprinkler Requirements PAGE 2 '.. (] 4`i - s, i H--fl ZkU -71'5 IP 11 As we understand, the entire building is currently vacant and has been vacant since at least 2012. Ruff'n Tumble Playcare will now be leasing the portions of the building outlined in the diagram above. Ruff'n Tumble Playcare is a dog sitting service. The occupancy use most closely resembles a Group B Business occupancy, which includes Animal Hospitals,Kennels and Pounds,as described by the Massachusetts State Building Code(MSEC)81'Edition, Section 304. 4. EXISTING FIRE SPRINKLER SYSTEM DESCRIPTIONS Building 48 Portion,Existing Wet-Pipe Sprinkler System The existing fire sprinkler system in the Building 48 portion consists of a single wet riser that enters the building through the floor on the East side of the building. The water supply diameter is 6-inches when it enters the building through the floor, which is immediately reduced to 4- inches. There is an exterior PIV adjacent to the building and a water flow switch inside on the 4- inch section of the riser. __. _. JENSEN HUGHES Ruff'n Tumble Playcare—Building 48149—Change of Occupancy Sprinkler Requirements PAGE 3 lar AN \\` \. Based on the hydraulic design placard, the existing wet pipe sprinkler system in Building 48 was designed to provide a water flow 0.25 GPMISgFt over the most remote 1,749 square feet of building area. Building 49 Portion,Existing Dry-Pipe Sprinkler System The existing fire sprinkler system in Building 49 consists of a single dry sprinkler riser that enters the building through the floor on the South side of the building. The water supply diameter is 6- inches when it enters the building through the floor. The dry pipe sprinkler system is equipped with a 6-inch Star Model-A Dry Valve. The dry valve is located in a small sprinkler control room adjacent to Building 49,which is actually within the footprint of Building 48. JENSE s_HUGHES HES.. Ruff'n Tumble Playcare—Building 48/49—Change of Occupancy Sprinkler Requirements PAGE 4 A The dry pipe sprinkler system in Building 49 is supplied by a single 6-inch sprinkler cross main, which travels along the front of the building at the ceiling level and then crosses the center of the single open room. Sprinkler protection is provided via this dry pipe system throughout the covered exterior area that makes up Building 49. The exterior loading dock that covers the entire side of the building is not provided with existing sprinkler coverage. The original design capabilities of the dry pipe sprinkler system for Building 49 are not known. In order to determine specific capabilities hydraulic modeling and analysis would be required. It is our understanding that the dry pipe sprinkler system for Building 49 is currently disconnected and no longer in service. The system was disabled in 2012 due to numerous leaks. As we understand, the existing system will require substantial repairs or replacement in order to be put back into service. 5. NEW OCCUPANCY SPRINKLER REQUIREMENTS It is our understanding that the Building will be used as an animal day care facility. NFPA 13 takes into account the use of the building to determine occupancy classifications, not its construction type. The entire area of Building 48/49 that is intended to be used by Ruff'n Tumble Playcare most closely resemble a Light Hazard Occupancy as defined by NFPA 13. The sprinkler system for such an occupancy would be required to be capable of providing Light Hazard sprinkler coverage as defined by NFPA 13,throughout all areas that are to be used for animal day care. Light Hazard sprinkler coverage requires a sprinkler density of 0.10 GPM/SqFt over the most remote 1,500 SqFt. JENSEN HUGHES Ruff"n Tumble Playcare—Building 48/49—Change of Occupancy Sprinkler Requirements PAGE 5 '.. The exterior loading dock/walkway is not required to be provided with sprinkler protection. NFPA 13,Section 8.15.7.2 allows sprinklers to be omitted from spaces under exterior projections as long as it is constructed entirely of materials that are noncombustible,limited-combustible,or fire retardant-treated wood as defined by NFPA 703. It is our understanding that the roof above the load dock area is entirely noncombustible construction. 6. CONCLUSIONS Based on the proposed use of the building as a dog daycare,it will be required to be provided with Light Hazard Occupancy fire sprinkler protection in all occupiable areas in accordance with NFPA 13. Based on the information provided on the riser tag,the existing wet pipe sprinkler system throughout the Building 48 portion is capable of providing adequate coverage for the new occupancy in that area. Based on the physical conditions of the existing dry pipe sprinkler system in the Building 49 portion,it will need to be replaced in its'entirety. A new dry pipe sprinkler system must be designed and installed that is capable of providing sprinkler protection for a Light Hazard Occupancy(0.10 GPMtSgFt)over the most remote 1,500 SgFt of Building 49. The new dry pipe system must provide coverage in all occupiable areas of Building 49 in accordance with NFPA 13.
