The proposed Kennel/Dog Daycare represents a change of use and as a result, Site Plan Review is triggered under Section 8.3.2. a). iii. In order to re -use the former office space, the proposal includes the renovation of the main building, approximately 10,000 sq. ft., into an indoor dog area with fitted spaces for specified dog sizes and maturity. Indoor activities will include, agility training, obedience training and puppy training. The Applicant also proposed to create a fenced outdoor dog area with fitted spaces for specified dog sizes and maturity for area of dog waste management. This space will utilize the 15,000 sq. ft. of the grass area to the left of the building. HISTORY AND BACKGROUND The Applicant is in discussion with Osgood Properties to lease 1636 Osgood Street. The property consists of approximately 10,000 sq. ft. interior and 15,000 sq. ft. exterior space, and is located at Osgood Landing in Building 48. FINDINGS OF FACT The property is within the 12 Zoning District and the Zoning Enforcement Office, Gerald Brown, has deemed the use to be allowed by right. The Table of Off -Street Parking Regulations requires 3 parking spaces per the use granted. The Applicant has provided seven (7) additional parking spaces for a total of ten (10) spaces with one (1) designated handicap space. The Handicap Parking space will be stripped in accordance with ADA Regulations. The Fire Department has provided review and approved fire truck access to the site. (Please see email from Lieutenant Bonenfant dated May 25, 2016). 1636 Osgood Street Site Plan Review Waiver May 25,2016 The Board finds that the new use will not have a significant impact within the site and in relation to adjacent properties and streets; on pedestrian and vehicular traffic; public services and infrastructure. DECISION After discussion at the May 17, 2016 Planning Board meeting, and upon a motion by David Kellogg, seconded by Peter Boynton, the Planning Board Approves the Site Plan Review - Waiver, A vote of 5-0 was made in Favor of the waiver request. CONDITIONS Prior to a Certificate of Occupancy • Adequate lighting during evening hours shall be provided. The Town Planner will conduct a site visit to confirm the lighting is suitable for the environment. The parking spaces will be clearly delineated and meet the zoning dimensional requirements. • Directional signage will be placed to guide traffic to and from the site. • Appropriate animal waste removal procedures will be established and reviewed by the Health Department. • The outdoor dog area will be fenced in and will be constructed of material that will conceal the area from the road and neighboring abutters. The erected fence will avoid encroachment upon the existing stormwater drainage structure located with the grass area. • The existing chain link fence separating the area from the parking and outdoor dog area will be repaired and the existing barbed wire will be repaired or removed. Ruff 'nTumble P|oyumrewill beleasing Building 48/4B which is located towards the northwest corner of the property and has been vacant for several years. The Massachusetts State Existing Building Code, Chapter 34.Section 1U3.2.1.3requires that the sprinklers in existing buUdings, orportions thereof, in which there is o change in occupancy classification, commodity classification, or storage arrangement, as defined by NFPA 13, be evaluated for compliance with NFPA 13 and NFPA25. This evaluation must consist of a comparison of the capabilities of the sprinkler system to the future occupancy use that iabeing proposed. The intent of this report is to compare the capabilities ofthe existing sprinklersystems in Building 48/49 to the fire sprinkler requirements for the new occupancy. 2. BUILDING AND OCCUPANCY DESCRIPTION Buildings 48 and 49 share a common wall and are connected to form a single building. The building as owho|e is a single story built on a slab. The building is of non- combustible construction, consisting of concrete block and sheet metal walls, with a steel frame and ametal roof. The Building 4Sportion ksapproximately 3.5OOsquare feet inarea, and itksopen hothe loading dock on the south side. As m result, Building 49 is open to ambient air and not heated. Building 40 kaequipped with mdry pipe sprinkleroyotem that isin disrepair and will need hoberepaired nrreplaced. The Building 48portion isenclosed, heated year round, and equipped with ewet pipe Ruff 'n Tumble Playcare — Building 48/49 — Change of Occupancy Sprinkler Requirements w w ~ w ^ Q| | ~~ | \ ! _ m As we understand. the entire building is currently vacant and has been vacant since at leant2013. The occupancy use most closely resembles a Group B Business occupancy, which includes Animal Hospitals, Kennels and Pounds, as described by the Massachusetts State Building Code (MSBC) 81h Edition, Section3O4. 4. EXISTING FIRE SPRINKLER SYSTEM DESCRIPTIONS | Building 48Portion, Existing Sprinkler 3yub*m The existing fire sprinkler system in the Building 48 portion consists of a single wet riser that enters the building through the floor nnthe East side nfthe building. The water supply diameter isO'inoheswhen itenters the building through the floor, which is immediately reduced to 4- inches. There isanexterior P|Vadjacent tothe building and awater flow switch inside onthe 4- inchsection ofthe riser. Building 49Portion, Existing System The existing fire sprinklersystem inBuilding 49consists ofasingle dry sprinkler riserthatenbans the building through the floor onthe South side ofthe building. The water supply diameter is 6- inches when it enters the building through the floor. The dry pipe sprinkler system isequipped with o8'inoh StarW1ode|`A Dry Valve. The dry valve is located in a small sprinkler control room adjacent to Building 49, which isactually within the footprint ofBuilding 48. ,JENGENHUGHES Ruff 'n Tumble Playcare — Building 48/49 — Change of Occupancy Sprinkler Requirements The dry pipe sprinklersystem inBuilding 40kasupplied bvosingle G-inchsprinkler cross main, which travels along the front nfthe building at the ceiling level and then crosses the center of the single open room. Sprinkler protection is provided via this dry pipe oyohom throughout the covered exterior area that makes upBuilding 4A. The exterior loading dock that covers the entire side of the building is not provided with existing sprinkler coverage. The originaldesigncmoab|itiemoftbedrypipe sprinklerays(em for Building 48are not known. In order to determine specific capabilities hydraulic modeling and analysis would be required. It is our understanding that the dry pipe sprinkler system for Building 49 is currently disconnected and nolonger inservice. The system was disabled in2012due b)numerous leaks. As we understand, the existing system will require substantial repairs or replacement in order to be put back into service. S. NEW OCCUPANCY SPRINKLER REQUIREMENTS kisour understanding that the Building will beused ammmanimal day care facility. NFPA13 takes into account the use of the building to determine occupancy classifications, not its construction type. The entire area ofBuilding 48/48that inintended tobeused byRuff 'nTumble Playcare most closely resemble a Light Hazard Occupancy as defined by NFIPA 13. The sprinkler system for such an occupancy would be required to be capable of providing Light Hazard sprinkler coverage as defined by NFPA 13, throughout all areas that are to be used for anima|dmycere. Light Hazard sprinkler coverage requires a sprinkler density of 0.10 GPM/SqFt over the most remote 1,500 SqFt. JENSENwUGHES Ruff 'n Tumble Playcare — Building 48/49 — Change of Occupancy Sprinkler Requirements PAGE The exterior loading imnot required tobeprovided with sprinkler protection. NFPA 13, Section 8.15.7.2 allows sprinklers to be omitted from spaces under exterior projections as long as it is constructed entirely of materials that are noncombustible, limited -combustible, or fire retardant -treated wood asdefined byNFPA7O3. |tieour understanding that the roof above the load dock area ioentirely noncombustible construction, 6. CONCLUSIONS Based on the proposed use of the building as adog daycare, it will berequired to be provided with Light Hazard Occupancy fire sprinkler protection in all occupiable areas in accordance with NFPA13. Based on the information provided on the riser tag, the existing wet pipe sprinkler system throughout the Building 48 portion is capable of providing adequate coverage for the new occupancy |nthat area. Based onthe physical conditions ofthe existing dry pipe sprinkler system inthe Building 49 portion, itwill need tobereplaced inits' entirety. Anew dry pipe sprinkler system must be designed and installed that is capable of providing sprinkler protection for a Light Hazard Occupancy (O.1UGPyW/QqFt)over the most remote 1.500SqFtnfBuilding 4& The new dry pipe system must provide coverage in all occupiable areas of Building 49 in accordance with NFPA 13, ' JENSENHUGHES Workers' Co pensation Insuranc Applicant Informatics_ Name 03tisiness/Organization/Individunly Address: A-6 ,p Phon The Commonwealth of Massachusetts Department of Industrial Accidents Office of Invrstigations 600 Washington Street Boston, MA 02111 www.mass.govidia idavit: Builders/Contract City/State/Zip-Af Are you an employer?
