70 May Street:

Andover, MA. She expressed to him the continued interest the AHT has in obtaining the property.The Attorney

for what amount and whether an offer should be contingent upon inspection of the home.
Koehler:G. Expressed that Habitat for Humanity is very interested in working on n project in North Andover, but felt that
they would not be able to guarantee an expeditious project turnaround at this point in time. Habitat could not consider
something for 1-2 years.G1. Koehler noted that Habitat volunteers will only consider building for a "specific"family, once
selected and noted the possibility that Habitat could potentially sell the house with a 488 deed restriction.
The AHTdiscussed the potential for the 70May Street property tobecome atwo family and concluded the footprint is
too small for that,T.Watson wondered if a single family Veteran's home could be considered. The Committee felt
strongly that time was ofessence for this property and felt that Bread 8^ Roses |obest equipped tnhandle the
receivership and streamline the turnaround.
L. : Asked the whether the AHT& NA Housing Authority might be interested in partnering on this project and
wondered if the property could potentially serve the elderly?The Committee felt the configuration of the existing home
being a two-story home, would be problematic and that certain regulations would need to be placed upon the home if
elderly housing were considered.T.Watson was concerned about timing with regard to taxes on the land, insuring the
land, administrative costs and not being an established 501C3. L. Burzlaff expressed concern over the supplying of funds
tobuild the house. Everyone agreed that this project needs to be streamlined and Bread & Roses in conjunction with Joe

The AHT isnot then committed inthe event the home needs tnbetotally demolished.
G. Koehler: We need to determine what issues the property has with regard to asbestos, lead paint, hazardous materials
iuorder tokeep imitia| demolition costs down,and make this oworthy project.
R. Bernardin: Felt an offer of$100K was fair based on the condition on the existing property.

MOTION: T. Watson made a motion to authorize L. Burzlaff to commit$100K, and up to a maximum of$136K worth of
AHT funds, and to grant authorization to negotiate with the attorney for 70 May Street, and to assign the Purchase and
Sales agreement and other official documents to Bread & Roses. R. Bernardin seconded the motion. The vote was 6-0,
unanimous in favor.
L. Burzlaff:Telephoned Yesenia Gil of Bread & Roses during the meeting to ask whether Bread & Roses would be
interested in the project. She responded, yes and thought the AHT strategy was a good approach particularly without
knowing the condition of the home.Yesenia noted she will put together a pro forma including two scenarios. L. Burzlaff
asked whether she thought preserving the single family dwelling as a one-family was a good idea and Yesenia
responded, "Bread & Roses responds to dwellings that enhance the quality of life; one unit at a time. It has been their
experience that duplexes are not as successful in North Andover." She agreed to visit the site with Joe Levis and thanked
the AHT for again considering Bread & Roses for property receivership. G. Koehler agreed to approach the Executive
Director for Habitat regarding their commitment. L. Burzlaff agreed to draft up an offer; have Yesenia sign off on the
AHT offer, and proceed from there.J. Fitzgibbons would like to be included in the property site visit on behalf of the
AHT.
Meeting adjourned @ 5:00 p.m. L. Burzlaff motioned to adjourn and R. Lawson seconded the motion.The vote was 6-0,
unanimous in favor.
