Conservation Commission Meeting Minutes
May 8, 2013

Meeting came to Order at: 7:02 PM Quorum Present.

Approval of Minutes of 4/10/13
A motion to accept the meeting minutes of 4/10/13 as drafted is made by Ms. Feltovic
and seconded by Mr. Mabon.

Small Project
NACC#93, 660 Great Pond Road (Renewal of Small Project at Farm at Rolling Ridge)
The administrator distributes photos and reviews the farm report from last season. The
applicant requests a renewal of the permit for an additional year.
A motion to approve small project NACC# 93 for an extension 2013 through 2014 as
4.4.2.G is made by Mr. Mabon, seconded by Ms. Feltovic.

Mr. Saal reads the legal notice.
Justin deMello of Woodard & Curran presents the proposal for replacement of 100 l.f. of
sewer pipe
Bunker Hill Road). Coir logs and silt fence will be used for erosion control.
Administrator states there is O & M Plan for annual mowing to keep the woody
vegetation out of this area.
Mr. Lynch asks about the depth of the pipe and Mr. deMello states there was damage to
the exiting manhole connection and the pipe will conne.
Ms. Feltovic asks how long the work will take.
Mr. deMello states a few weeks. DPW is waiting for Town Meeting appropriation of the
funding.
Mr. deMello states would not be for cleaning up the DPW yard as there are a lot of
environmental issues in the yard. The immediate area will be cleaned up. In the future
there would clean up of the DPW yard.
Administrator states a continuance is needed due to a 3 week meeting gap.
A motion to grant the request for a continuance to the May 29, 2013 meeting is made by
Ms. Feltovic and seconded by Mr. Mabon.

Mr. Saal reads the legal notice.
The administrator states two wetland flags were moved upon review and revised plans
are needed. Also has not received any reviews from Eggleston Environmental.
Mr. Fairweather states they would be tying into sewer and water with stone trench on the
side of the driveway.
Mr. Napoli states the driveway and grading is in the Buffer Zone and we need revised
plans showing the moved flags.
Mr. Mabon states the applicant received a variance from Zoning Board of Appeals back
in 1966 which still not expired because grandfather in because never was built back then
in 1966.

Mr. Saal states the applicant has done what the Conservation Commission requested.
A motion to accept the waiver of the 75-foot No-Build Zone to an Ephemeral/vernal pool
is made by Mr. Mabon and seconded by Mr. Saal.
Vote unanimous.
A motion to close the public hearing and issue a decision within 21 days is made by Mr.
Mabon, seconded by Ms. Feltovic.

The administrator presents discussion with DEP regarding Riverfront and approved
subdivision plan.
Mr. Christiansen from Christiansen & Sergi presents that the Riverfront Delineation was
done and that the applicant has agreed to culvert cleaning to improve the River.
Mr. Mabon asks how the sediment berm will be removed.
Mr. Christiansen states work will be done with machinery from above (on roadway).
Mr. Christiansen reviews the remainder of the subdivision.
Mr. Christiansen discusses an expired OOC for a sewer line on the property. He states he
has spoken with Mr. Willett and will file for a COC soon.
A motion to close and issue a decision within 21 days is made by Mr. Mabon and
seconded by Ms. Feltovic.

The administrator states that as-built plans were submitted but the plans are actually
marked up construction plans.
Sergio Bonillo, representative for the applicant, states that as-built plans were not part of
the bid package.
Mr. Saal asks if National Grid needs to submit as-built plans to Dig Safe.
The Conservation Commission had a discussion that the applicant Massachusetts Electric
Company must submit true as built stamped plans.
Mr. Napoli also reminds the applicant that the Order of Conditions requires engineered
stamped as built plans and that homeowners have the same requirements.
Mr. Mabon states that all information needs to be captured and that all applicants need to
comply.
Mr. Saal states that as-builts should be produced.

The applicant Katherine Brooks of 50 Sawmill Road is present.
The administrator states the field inspector visited the site and there are wetlands on the
property but no violations. The OOC is quite old and an as-built plan was not required.
A motion to grant to issue the PCOC for 50 Sawmill Road (Lot 54) is made by Mr.
Mabon and seconded by Ms. Feltovic.

tanks.
The Conservation Commission discusses the proposed and alternate locations.
Mr. Napoli states that Eggleston Environmental has reviewed the changes made from the
original filling.
Mr. Mabon asks about access needed to fill the tanks.
The new plan of record would be dated 4/10/13 for the modification to driveways on
Units D2, D4, G 2, G3, including reorientation of roof infiltrators, relocation of entrance
from front of Buildings A4, C4, G4, L 1, L 2 and installation of propane tanks per the
herein referenced plan.
A motion to modify the plan of record with plan dated April 10, 2013 is made by Mr.
Mabon and seconded by Ms. Feltovic.
