Hanley of Norse Environmental Services, Inc. are present.
Mr. Mabon reads the legal notice.
The Administrator states she reviewed the wetland line with the Ms. Hanley and made
several flag changes.
Ms. Hanley reviews the resource areas present on the site and the changes made to the
delineation. She also states the area is with Priority Habitat for blandings turtle and is also
Ephemeral Pool Habitat. She states a note was added in an area where there are off-site
wetlands.
Mr. Manzi states he would like to see the 50-foot No-Build zone 75-foot No-Disturbance
zone on the plan.
Ms. Hanley states that the limit of the Ephemeral Pool was not identified due to the time
of year.
Administrator states this site is also within Bordering Land Subject to Flooding (BLSF).
Abutters are present but there are no comments.
A motion to issue an ORAD confirming the limits of BVW and the presence of
Ephemeral Pool Habitat on site but silent on the limits of the Ephemeral Pools is made by
Mr. Lynch, seconded by Ms. Feltovic.
Vote 6 to 1 (Mr. McDonough abstain)

Mr. McDonough reads the legal notice.
The Administrator reviews the history of the Molly Towne Order of Conditions which is
now expired and seeking a COC.
Ms. Hanley presents the proposal for a new single family home on lot 15A.
Mr. Lynch states there is a decrease in impervious area compared to the originally
approved proposal.
The NACC discusses referencing File #242-1296 in the new OOC but decides it is not
necessary.
Ms. Hanley states there are only minor issues to be addressed on the COC request and
they should be resolved by the next meeting.
A motion to close and issue a decision within 21 days is made by Mr. McDonough,
seconded by Ms. Feltovic.
Vote unanimous.

Mr. McDonough read the legal notice.
Maureen Hanley of Norse Environmental Services, Inc. presents the new plan to
construct a house on Lot 16.

allowed if no alternative.
Mr. Manzi states the portion of the No-Disturb that is marked by fencing should be a
stone wall.
Ms. Hanley states the stone wa-Disturb to the property line.
The Administrator states for aesthetic reasons it should probably be a straight line.
The NACC discusses the wall location.
Mr. Saal states the wall should extend to the isolated wetland area.
Mr. Mabon suggests closing conditional on receiving a revised plan showing the isolated
wetland jurisdiction and a stone wall along the Harold Parker access.
Mr. Lynch asks that a note be added to the plan stating the location of the public trail
access.
The NACC decides to continue the hearing rather than close.

Mr. Mabon read the legal notice.
John Morin of The Morin-Cameron Group, Inc. reviews prior filings on the Bake N Joy
site and reviews the resource areas on the property. Portions of the wetland are in
Andover and the town was given a copy of the filing. Mr. Morin presents the new
proposal which includes an addition to the building, parking and stormwater management
improvements. -he wetland
and the limit of work
management system. Eggleston Environmental is reviewing for both the NACC and the
Planning Board.
Mr. Lynch asks if the flow through catch basin can be converted to a manhole with an
adjacent catch basin. Mr. Lynch discusses the Vortsentry unit with Mr. Morin.
Mr. Napoli asks about the grade on the parking ramps.
Mr. Morin explains elevation of parking due to high water table and notes there are catch
basins on the high side of the parking lot to keep flows from going down the ramps.
Mr. Mabon asks about the purpose of the new addition.
Mr. Ogen of Bake N Joy states the company is expanding manufacturing and the space
will be for housing raw materials and packaging.
Mr. Mabon asks about the location of the dumpster.
The Administrator states the snow storage area is close to the B series wetland and asks if
the NACC would like to see a barrier or monumentation at the No-Disturb line.
An Andover abutter is present with questions about lighting and sound.
Mr. Napoli states those issues will be addressed at the Planning Board hearing.
A motion to grant the request for a continuance to the December 17, 2014 is made by Ms.
Feltovic, seconded by Mr. Mabon.

Mr. McDonough reads the legal notice.
Mr. Griecci reviews the proposal to extend the roadway approximately 220 l. f. and add
additional single-family house lots within the buffer zone to an isolated wetland. He
reviews the stormwater management and states the Planning Board and Eggleston
Environmental are reviewing the proposal as well.
The NACC discusses the process and whether an amendment should be required.
Mr. Lynch reads a portion of the Eggleston Environmental review letter.

Administrator reviews this request for a PCOC in the Meadows/Oakridge/Maple Reserve
complex. She states no PCOCs have been granted for these units while the OOC is still
valid.
Mr. Saal states there should be no release of individual liability when all owners are
liable for the project as a condominium association.
Mr. Manzi states he needs more information as to why a PCOC is necessary in this case.
Many units have been bought and sold with no need for PCOC.
A motion to continue the matter to the December 17, 2014 meeting for more information
is made by Mr. Manzi, seconded by Ms. Feltovic.

The Administrator distributes copies of the approved plan and photos to the NACC.
The applicant David & Corliss Paolino of 950 Great Pond Road, and John Sullivan of
Sullivan Engineering Group, LLC are present.
Mr. Sullivan reviews the discrepancies between the work on site and the approved plan.
Mr. Napoli asks about monitoring of the site.
Mr. Sullivan states he has been monitoring the site.
Mr. Paolino states the wetland markers are places on the trees.
Mr. Lynch states the NACC is trying to reduce after-the-fact requests and applicants
should construct what they propose.
Mr. Mabon states the No-Disturb fence should start at Great Pond Road and connect to
the existing wall.
A motion to issue the modification as presented and amended is made by Mr. Mabon,
seconded by Ms. Feltovic.

John Morin, P.E. presents the as-built plan for the constructed sewage treatment facility.
He states the site is stable and all silt fence has been removed.
A motion to issue the COC is made by Mr. Manzi, seconded by Ms. Feltovic.

242-1464, COC Request, 1275 Turnpike Street (Brightview) (Marchionda & Associates,
L. P,)
Paul A. Marchionda of Marchionda Associates, L. P. presents the COC request. He states
there is a contract for maintenance of the stormwater system in place and has the letter.
He also has a copy of the Form A affidavit from the new owner. He states all erosion
control has been removed. Proof of maintenance has been submitted and all catch basins
have been cleaned.
Mr. Lynch asks if storage volumes in the detention basins have been confirmed.
Mr. Marchionda says they have but there he did not formally certify.
A motion to issue the COC pending receipt of certification letter from the Engineer is
made by Mr. Lynch, seconded by Ms. Feltovic.

The applicant Douglas Ahern of Jeffco, Inc. is present.
Mr. Manzi recuses himself due to a conflict of interest.
The Administrator reviews minor discrepancies between the proposed and as-built plans.
Administrator states the erosion controls have not been removed and a shed is shown on
the as-built that was demolished. The No-Disturb wall is also not complete on the
adjacent lot.
Mr. Ahern requests that a post and rail fence be allowed between the walls.
The NACC wants to see the wall completed.
A motion to approve the COC but withhold issuance until all documentation has been
submitted is made by Mr. Lynch, seconded by Mr. McDonough.
Vote unanimous. (Mr. Manzi returned to the meeting at 9:20 p. m.)
Bylaw Regulation Revisions (cont. from 11/19/14)
Administrator states there has not been time for discussion between Mr. Lynch and
Eggleston Environmental on the stormwater portion of the regulations.
A motion to continue the matter to the December 17, 2014 meeting is made by Mr.
Manzi, seconded by Mr. Lynch.
