North Andover Conservation Commission Meeting Minutes
January 14, 2015

A motion to accept the meeting minutes of 11/15/14 as drafted and reviewed is made by Mr.

The Administrator states she reviewed the delineation with Mr. Manuell and made one flag
change.
William J. Manuell of Wetlands & Land Management, Inc. reviews the resource areas on
site. He conducted stream stats and determined stream to be intermittent at this locus. Zone A
does show on the site but a LOMA removing the site from the FEMA floodplain was issued.
Mr. Mabon asks if there is a base flood elevation.
Mr. Manuell states there was no base flood elevation on the FEMA maps for this area.
Mr. Manzi asks if Mr. Manuell augered for every flag.
Discussion of delineation methods.
Discussion of swale off of parking lot.
Discussion of Zone A and LOMA.
Mr. Napoli notes that the Willow Street area is very wet.
A motion to issue the ORAD approving the delineation as discussed with no BLSF on the
property is made by Mr. Manzi, seconded by Mr. Mabon.
Vote unanimous.

The Administrator states Heidi Gaffney reviewed the delineation for the NACC. One flag
was deleted.
Paul A. Marchionda of Marchionda & Associates, L. P. presents the ANRAD plan to the
NACC.
Mr. Mabon asks about the slope of the property.
Mr. Marchionda responds slope is gradual.
Mr. Manzi asks about soils.
NACC discussion delineation on adjacent property.
A motion to issue the ORAD approving the delineation as shown on the revised plan is made
by Mr. Mabon, seconded by Ms. Feltovic.

The applicant David Steinberg of RCG West Mill NA LLC, Seth Zeren of RCG West Mill
NA LLC, and Jon Ford of Horsley Witten Group, Inc. are present.
Mr. Steinberg reviews the permitting process to date and the changes made to the project
during permitting. He reviews slide presentation including removal of the 1994 building and
construction of new parking and stormwater infrastructure. Improvements are also proposed
on the bank of the pond.
Mr. Ford reviews the stormwater management system including 7 new bioretention systems a
treebox filter and reconstruction of 2 outfalls. The project will result in 6% less impervious
area across the site.
Mr. Ford addresses the tank and pump system for stormwater that will remain on the site.
One pump is not working.
Mr. Mabon asks about outfall at flag A10 and if the outfall can be relocated farther from the
pond.
RCG states they would like to minimize disturbance and moving outfall would increase
disturbance. Photo of bank shown to commission.
Mr. Mabon states site conditions appear to limit ability to relocate. He asks about treatment
prior to discharge of stormwater at outlet.
Mr. Ford reviews bioretention areas and states only overflow will go to discharge points. The
underground stormtech chamber will handle peak rates and volume.
Mr. Manzi
December letter regarding engineering certification of the stormwater infrastructure.
Mr. Napoli states the certification should be part of the phasing plan.
Mr. Mabon states the certification should include all inverts and elevations.
Mr. Saal states the design engineer should set the elevations of the stormwater structures, not
the contractor. Work should stop if discrepancies found or changes needed.
Mr. Napoli points out that the work done on the front part of the site was not accurate.
Mr. Ford states stormwater from the front part of the site has been incorporated into the
design.
Mr. Napoli asks about the tank system.
Mr. Zeren states the tank is concrete and approximately 20 years old. It is in good condition.
A motion to accept the waiver request for work being done in 50-foot No-Build zone and the
25-foot No-Disturbance zone is made by Mr. Mabon, seconded by Ms. Feltovic (Mr.
McDonough abstained).
Vote 5 to 1.
A motion to close and issue a decision within 21 days is made by Mr. Manzi, seconded by
Mr. Mabon (Mr. McDonough abstained)

The applicant Michael Miller Manager of Lawrence Municipal Airport and Randall P.
Christensen of Stantec are present.
Mr. Mabon reads the legal notice
Mr. Christensen reviews the runway safety project. The project is federally mandated. Paved
runway will be removed and turf overrun areas will be added. The areas are sized for the type
of airport. Lawrence is a B2. This will result in a shortening of the runway. Vegetated swales
and deep sump catch basins will be added. This will improve overall stormwater conditions
-Disturbance Zone. Grades will be
5% or less removing the abrupt fill that is there now. Silt fence and hay bale erosion control
will be used. Soil tackifier will also be used on all slopes. Construction will take place during
the growing season.
Mr. Manzi states the VMP Plan required planting plan for shrubs around the airport
perimeter.
Mr. Christiansen states the project will only change the turf slope.
The Conservation Commission had a discussion about the filing must submit alternative
analysis to support the waiver request. This should include review of Emass beds. The
revised plan should show the 25-foot No-Disturbance zone and detail on gas hoods for the
catch basins.
A motion to grant the request for a continuance to the January 28, 2015 meeting is made by
Ms. Feltovic, seconded by Mr. Saal.

Philip Christiansen of Christiansen & Sergi, Inc. is present.
The Administrator states there is a batting and pitching cage in the open space on lot 7. This
will need to be addressed with the Planning Board when the subdivision is complete. Open
space markers and no-salt/no-snow signage were installed; catch basin cleaning and
stormwater maintenance invoices were submitted. The Open Space has yet to be deeded to
the Town of North Andover but this is required by the Planning Board PRD. The applicant
will close out with the Planning Board Filing when the subdivision is complete.
The NACC discusses the access to Harold Parker.
Mr. Christiansen states there are stone walls on either side of the access.

Discussion-GLSD maintenance filing
Administrator states the Conservation Commissions of Methuen and Lawrence, where
maintenance work is also being done, are having GLSD file an RDA. The Conservation
Commission discusses and determines a Notice of Intent under the Bylaw only is needed.
