North Andover Conservation Commission Meeting Minutes
April 22, 2015
Members Present:
Douglas W. Saal, Vice Chairman, Joseph W. Lynch, Jr., John T. Mabon,
Deborah A. Feltovic, Albert P. Manzi, Jr. (arrived at 7:10 p.m.), Sean F. McDonough (arrived at
7:45 p.m.).
Members Absent:
Louis A. Napoli, Chairman.

Meeting came to Order at: 7:01PM Quorum Present.
Approval of Minutes 3/25/15
A motion to accept the meeting minutes of 3/25/15 as drafted and reviewed is made by Ms.
Feltovic, seconded by Mr. Lynch.
Vote unanimous.
Request for Determination of Applicability
1550 Salem Street (Local Bylaw Only) (Smith) (The Morin-Cameron Group, Inc.)
The applicants Henry P. Smith, Jr. and Pamela J. Smith of 1550 Salem Street and John Morin
of The Morin-Cameron Group, Inc. are present.
Ms. Feltovic reads the legal notice.
Mr. Morin presents the proposal to install a new septic system on the lot. He reviews the
revised delineation established with the Administrator visited the site. Mr. Morin reviews the
alternatives considered. With the revision to the wetland line, a Board of Health variance will
be needed. A well on the site will be abandoned and the home will be connected to water
service in the street. All work will occur in the lawn and landscaped areas. The project is
exempt from review by NHESP.
The Administrator explains the changes made to the wetland line. Wetland is isolated and is a
large depression in the backyard.
Mr. Lynch asks when the applicant will meet with the Board of Health and if it appears they
will support the waiver.
Mr. Morin states April 30, 2015 and it appears yes.
Mr. Mabon asks why a conventional system is also shown on the plan.
Mr. Morin states you must show you can fit a conventional system to use the alternative
technology.
Mr. Saal asks if the existing well will be used for irrigation.
Mr. Morin states it will be. The BOH will require the line into the house to be cut and
rerouted to spigots or an irrigation system.
A motion to issue a negative determination #3 with conditions for preconstruction inspection
of erosion controls and post construction inspection is made by Mr. Lynch, seconded by Ms.
Feltovic.
Vote unanimous.

The Administrator states that the lot has been sold and only minor work remains. The lot will
remain part of the expired Order of Conditions and will still be part of a Certificate of
Compliance.
Mr. Osgood presents the remaining work to be done on Lot 4 including grading, landscaping
and a top coat on the driveway. The as-built conforms to a modification done for the lot.
Mr. Lynch states the work warrants an RDA.
Mr. Mabon asks if erosion control is needed.
The administrator states it was in place but may need upgrading.
A motion to issue a negative determination #3 with conditions for erosion control repairs and
pre and post construction inspections is made by Mr. Manzi, seconded by Ms. Feltovic.
Commission discusses the permitting process and the amount of bond held.
Vote unanimous.

Notice of Intent (NOI)

Ms. Feltovic reads the legal notice.
Mr. Osgood reviews the work left to be done in the subdivision. Order is expired. Work
includes Lots 11 & 12, lot 35 and duplex #36/37. Curbing and sidewalks need to be added
and a finish coat to the roadway.
Administrator states she advised the applicant to roll the entire order into the new order as the
commission does not know what other aspects of the project may not be in compliance.
Mr. Saal states the old NOI should be withdrawn and a new NOI that rolls the old order into
the new one should be resubmitted to the commission and DEP.
Mr. McDonough states the new order supersedes the old order.
Administrator states she will seek advice from DEP.
Mr. Osgood agrees to a continuance.
A motion to continue the meeting to the May 13, 2015 meeting is made by Ms. Feltovic,
seconded by Mr. Manzi.
Vote unanimous.

Jack Troidl of Woodard & Curran and Jason Grill of Woodard & Curran are present.
Mr. McDonough reads the legal notice.
Mr. Grill presents the work to increase the capacity of the pump station and move it outside
the No-Build Zone and the floodplain. The work will also serve to protect the drinking water
supply and will have stormwater controls. There will be TSS removal through subsurface
infiltration. The applicant spoke with DEP as infiltration is generally not allowed within the
water supply. DEP informed Woodard & Curran to get a letter from the water supplier that
the stormwater measures are in the best interest of the water supply. Mr. Thibodeau, DPW
Director, wrote that letter and is included in submission. All old pump station structures
would be removed once new station is built. Mr. Grill also presents new gravel parking area
with boulders to tighten up limits of parking. New kiosk and 12 shrubs are also proposed. All
Mr. Lynch asks about the sizing of the station and asks if DPW has worked to tighten up
inflow sources.
Administrator mentions Planning would like to see additional plantings at the entrance
between the road and the station.
Mr. Mabon asks about containment for the transformer.
Mr. Troidl states there would be containment and an alarm if any external leakage detected.
Woodard & Curran discusses maintenance of the stormwater system.
Mr. Lynch asks about the abandonment of the old system.
The NACC discusses plowing. Bollards will be placed at end of pavement.
The NACC further discusses the decommissioning of the old station.
Woodard and Curran states they have a specifications book for that process.
Ms. Feltovic confirms that the project achieves total stormwater compliance.
Mr. Lynch states the Order of Conditions should be annexed to the bid documents.
The administrator states the hearing will need to continue for a revised planting plan.
