Meeting came to Order at: 7:35PM Quorum Present.
Approval of Minutes 1/13/16
A motion to accept the meeting minutes of 1/13/16 as drafted and reviewed is made by Mr.
Manzi, seconded by Mr. McDonough.

Notice of Intent (NOI)
NACC#137, 240 Charles Street (Greater Lawrence Sanitary District)
Cheri Cousens and Richard Weare of Greater Lawrence Sanitary District are present.
The Administrator reviews the modification request to enter the BVW/Riverfront Area with
machinery to remove trees in the sewer easement. Original proposal did not involve
machinery in this area. Wood mats will be used and work will be done under frozen
conditions.
Mr. Weare explains that when surveyors marked the easement in the field there were more
trees in the flooded/BVW area than previously thought and machinery will be necessary. The
. The mats will cover approximately 450 l.f.
Mr. Manzi asks if stumps will be removed.
Mr. Wear states stumps will remain and that the original proposal contained a condition that
herbicides would be painted on stumps if re-sprouting was an issue.
Mr. Manzi asks if there is a Vegetation Management Plan (VMP) for this area.
Mr. Weare states after this initial clearing there will be an annual maintenance plan.
Mr. Napoli asks when this work was last done.
Mr. Wear states more than 18 years ago. One of the manholes had 4 feet of san on top.
Mr. McDonough asks for a clarification of where the easement runs on the plan.
Mr. Weare reviews the plan.

242- , Millpond Townhomes (Property Management of Andover, Inc.) (Civil Design
Consultants, Inc.)
Andrew Street of Civil Design Consultants, Inc. is present.
Mr. Street reviews the resource areas present on the property. He reviews the issues with
paved areas. The paved areas were constructed over poor soils with a poor sub-base. He
states there is very little closed drainage on the site. Some drainage flows to the town system
some overland to resource areas. The project is largely repaving. He then reviews the
proposed new parking areas and the proposed stormwater mitigation.
Mr. Saal asks if full depth reconstruction of the pavement is proposed.
Mr. Street states most areas will be reclaimed. Some areas will be dug out. Most areas only
erial will be removed. This is not a milling project.
Mr. Saal and Mr. Napoli state this is full depth reconstruction.
Mr. Street states the walkways will be dug out by hand.
Mr. Manzi requests that haybales and silt and fence be used rather than a silt sock.
Mr. Street states there will be 2 locations where catch basins will be upgraded. There is also
an area on Stevens Street where pavement will be removed and new curbing to direct runoff
will be installed. Rip rap swales in this area will also be improved. Mr. Street also reviews
the 5 new parking spaces proposed in BLSF. Some material will be removed so there is no
loss of flood storage. Three trees will need to be removed.
Mr. Manzi asks Mr. Street to review why there will be no loss in flood storage.
Mr. Street reviews the grade changes in that area.
The Administrator states she reviewed this carefully and it meets the performance standards
for BLSF. She also notes that there has been some tree removal done in jurisdictional areas
on the site. More trees will be removed under this filing. She recommends mitigation
planting.
Mr. Street states there is an area of BVW that needs to be added to the plan. He points out the
proposed stockpile areas.
Mr. Napoli asks if the driveway onto Osgood Street that was repaved under another filing
would need to be redone.
Mr. Street states it is not part of this filing.
Mr. Napoli and Mr. Saal discuss the amount of surplus material that will be generated from
the project.
Mr. Napoli states he would like to review the stockpile locations. He states he would also like
to know the subgrade material and paving mix.
Mr. Napoli states grades will need to be spot on.
Mr. Street states engineering and survey crews will be on site periodically to check grades.
He states the project can be phased to be sure the stockpiles are limited. Complete 2-3 areas
before moving on.
Mr. Manzi asks if there will be peer review of the stormwater report.
Mr. Saal states the increase in impervious is very small.
Mr. Manzi states this is an important riverway.
The commission discusses whether peer review is needed.
Mr. Street mentions that that the stormwater report includes a new O&M plan for the
property.
The Administrator states improvements could include No-Snow Stockpiling areas.
Mr. McDonough asks if the waiver applies to new or in-kind replacement paving.
Mr. Street states all waivers apply to existing paved areas.
A motion to continue the public hearing is made by Mr. McDonough and seconded by Mr.
Saal. Vote held for abutter discussion.
Mr. Howell (abutter from 43 Phillips Court) questions if there will be tree removal or
stockpile areas between his development and Millpond.
Mr. Street points out the stockpile areas which are not near Phillips Court.
The Administrator offers to send Mr. Howell the plans via email if he contacts her. She states
he can get her email from the town website.
Mr. Napoli states a phasing plan is needed.
Mr. Street states he will provide the commission with the soil borings.
