AGENDA ITEM A: School Committee Green Project
Discussion: -AL spoke with Acting Town Manager Jim Purcell And School Superintendent Hottell
And they said that Pat Sieta the project manager is on vacation will come in to the

finance committee meeting on Oct 25 to discuss project. Will wait till then to go over
numbers with him.
BO suggested that our new Facilities Manager should be able to analyze this project.
It is one of the reasons he was hired.
CA suggested that we wait until someone from the school department can be here to
answer any questions on the project.

Discussion: MR. Is in the process of collecting signatures (deadline Oct 17) for the meals tax

article to be on the warrant for the special Town Meeting on Nov. 15.
. Explained what meals tax is (.75% tax on meals) 75 cents on a $100.00 meal.
Andover, Haverhill Lawrence and North Reading have all passed meals tax. There is
no evidence of any adverse impact on restaurant revenues over the 2 years that they
have had the tax in place.
Passed out flyer with meal tax information. He suggests that North Andover boards
plan conservatively and budget 80% of the revenues. DOR estimates that NA could
raise approximately 413k which would be 330K at 80%.
AL: Does BOS and Fincom have to approve?
MR: expenditures must be voted on by BOS And Fincom not revenues.
If it were to pass on 11/15 DOR would have 1 month to modify software and tax
would be collected 1/1
AL most important data we need to collect is from surrounding towns who have
adopted the tax and how they are handling it.
Mr. stated that at the last town meeting Curt Belevance said that businesses look at the
town itself and not if they have the meals tax to open up their business.
If passed this fiscal year the revenues would fall into free cash should revenues come
in as expected.
