AGENDA ITEM: A.
Discussion: -AL discussion on warrant also would like to talk about Facilities Master Plan.
Would like to have a discussion on the new plan. Would like to have Mr. Nardella to
come back to the meeting to discuss new plan. Article in warrant about selling of
Bradstreet School that was in the facilities plan to become the new senior center.
Discussed the Facilities plan and the new amount including the new police station and
the new gym for the Atkinson School. Need to have new presentation because there
are new amounts, new plans, and new priorities.
BO we should also have school Dept come in to discuss these changes also.
AL would like to send a note to Tracy Watson that the Finance Committee has issues
we would like to get some backup before Town Meeting.
BO Discussed CIP plans there are 3 items that we need more information on
1)General IT (40K)
2)Building Maintenance (50K)
3)School Dept IT (165K)
AL School Dept needs to come back in to discuss the School Dept IT again.
BO Is the Atkinson the only school w/out Gym?
I am in favor of doing a gym but do not like it together with Police station
DL what if we were in favor of one and not other? They should be separated so we
can vote separately.
Al My concern is that they are lumped together would like to see it separated.
BO my concern is that when it was scheduled for 2016 it was 500k now it is 900K
these numbers are crazy
PB I think we should have the new Town Moderator to come to discuss his position.
Al What I would like to find out tonight is what areas we need more information on
reasonable. We need to get school dept back in. and to have Facilities Committee
back in, would like town manager back in to discuss 317K CIP item.
Concern with the police station is they should we tear it down or rebuild and rebuild a
new building.
BO I think it should be torn down. Should cost town around 50K to tear down.
AL talked about the Ameresco Contract concerns are 1) not fully understand how they
make money 2)lighting payback 3) some items and their payback.
This is a way of financing without going thru town. What would be a better way to do
DL Peregrine Energy is representing North Andover. Steve Weisman is our Rep spoke
to him asked him a few questions. We know this contracts work, how does this
contract compare to other towns Asked him to come in and speak to committee. He
again. This is a financing mechanism to do capital improvement projects.
There are other ways to do a bunch of energy projects like MGL149
gs done by the Facilities Manager?
We should have Steve Foster in to discuss this.
BO we should amend Article C because if town meeting does not approve the Esco
they can still go with according to this article we need to amend to not recommend or
to amend to state excluding Esco Contracts.
