Discussion:
AL: Purpose of this meeting is to give the citizens of North Andover the opportunity to
discuss the budget.
Members of Finance Committee have been meeting with departments heads over the past 4

months to discuss their budgets. On April 16 we hope to vote on the Financial Articles
AM: Explains to public the process the fincom board has taken. Have met over 13 times in
the last several months discussing CIP and Budget.

Budget Overview General fund budget is $84,297,553 a 1.9 million increase (2.36%)
School Dept Budget is $39,863,136 an increase of 4.12%, General Fund other municipals
$18, 216,000. Percentage relationship between school and municipal remains same as
previous 68%-32%.

KH Discusses School Department Budget
Trying to take steps to reduce costs in special education, that means adding additional costs
upfront. We are adding cost avoidance. Trying to create a continuity of programs from pre
k-age 22. Trying to keep students in district.

Also presented school budget distribution graph. 76% of budget is personal.
AM spoke about Health Insurance town transitioning to GIC on January 1 2014 remaining
with same plans until them. True savings will be due known at time of transition. Estimated
range between 2.5 to 3.5 million. Program requires 25 % mitigation fund.

Discussion: AL: Opened floor up to any public comments.

AM I would like to commend the dept heads on all their hard work in presenting their
budgets
AL: Agree with your comments on department heads. Fill good about the process,
stability, no overrides, health care costs I think it is great to get into the GIC, pensions
we will deal with overtime.
Finance committee will vote next week on Financial Articles. 2 things that still need to
be finalized.
