AGENDA ITEM A: Vote on Enterprise Fund Capital Projects.
Motion made by BC seconded by MR to accept the Enterprise Fund Capital Projects.

AGENDA ITEM B Vote on Snow and Ice
Motion made by MR seconded by TT to authorize payments on invoices pertaining to Snow and Ice
removal which will bring the account into a deficit.

AGENDA ITEM C DPW Budget
DPW budget divided up into 6 categories
Administration Budget
Slight increase in training and Education for staff
Salary Reserve is increases for non- union
Streets and Sidewalks Budget
Decrease in street lighting since we bought street lights
Refuse and Recycling Budget
Contract services increase do to renegotiated contracts
Also new dumping fees
Vehicle Maintenance Budget
Capital improvement for vehicles is put into budget
Structures & Grounds Budget
This covers fields/parks mowing and maintenance also have summer help to help with
mowing
Snow and Ice Removal
Enterprise fund Pg. 141 increase in announcement and retirement due to money owed a person
retiring. 600K transfer to Capital projects.

AGENDA ITEM D Town Manager on Budget
AM presented a power point presentation on budget. Discussed budget process and dates.
Highlights of Budget
Increase services
Taxpayer relief 1.75% not 2.5%
Put money in reserves
Reduce future debt services
Improve/Maintain infrastructure/capital assets
Reduce energy cost
Enhance technology
General Fund Revenue Highlights.
86,504,915 budget
Tax levy increase of 1.75 less than the 2.5
State aid is recommended to be level funded
Local receipts up 144K
General Fund expenditures
Total FY 15 general Fund expenditures 86,503,915
General government funding at 18,802,458 a 4% increase
School funding 41, 457,661 a 4 % increase
Included funding for full day kindergarten 660K
Health insurance expenditures are 1.2 million less than in FY14
Support Services increase by 357, 063
One million is requested to fund reserve accounts
625K to stabilization
213K to capital stabilization fund
175K for school budget for special education
Increase pay as you go funding, new integrated financial software system all rolling stock less than
50K is included in budget.
Reserve to fund snow/ice deficit 175K
Enterprise Fund recommended budget 10,018,025 1.3% increase from fy14 when excluding
transfer from retained earnings.

Increase snow and ice appropriation from 750K to 875K

AM there are 2 staff member currently not being funded by the general budget my proposal is to
put them in the general fund Looking to hire a deputy Fire Chief funding halfway thru year and
addition to library (no benefits)
