Note: Documents used in this meeting are listed in Document Table, herein. II. Previous Minutes Approved 2 Agenda A Review of Guidelines. BC: Welcomes everyone back. This is an organizational meeting. Reviews Finance Committees policy And procedures. Discusses policy #5 that individual opinion can be expressed in any form always couch it as your opinion and not that of finance committee. Rules of procedure & voting B)one issue is to make sure we have a quorum 5 members need to be present. Especially when department heads will be coming in F) on proposal in same meeting. Usually hear/discuss and then vote next meeting. We as a board can take a majority vote to break that rule if time does not permit us to vote at another meeting. Last year added section in executive session. Very rare to go into executive session. DE: Just a reminder about Ethics exam. PS will send link to committee. Agenda B Selection of Chair and Vice Chair KB Motion to nominate Bill Callahan as Chairman of the Finance Committee nd 2 by Liz Gerrron Yes 7 No 0 KB Motion to nominate Donald Elliott has Vice Chair of the Finance Committee nd 2 by BC Yes 7 No 0 Agenda C Selection of Members to Revenue and Fixed Cost Committee BC gives brief overview of the RFCC. Sub-committee made up of members from school committee, Town Manager Board of Selectman, Finance Committee and Lyne Savage.to work with town assessor to KB discusses her previous years of service on RFCC. Good opportunity for new members to see where the money is coming from. How much from state funds and taxes. Wonderful experience for new members to see the other side. LG would like to volunteer to be part of RFCC DE will also be on the committee. 3 Agenda D Scheduling BC: With renovations meetings space is going to be in at a premium. Sent email to have meetings every other Wednesday evenings at new school building. Would like to stick to one location one night. SA: Wednesday are not a good night for me. If any way we could change. Maybe check availability for Tuesday and Thursdays. BC Will check on Tuesday availability. Agenda E Goals for FY16 Budget Cycle BC: In terms of goals last year set up guidelines for presentation. Review guidelines at next meeting. Sent out a list of what we would be looking for. KB would like to have document in front of us every time we met department heads. DE would like periodic updates from School Department especially about special Ed. BC Jim Mealey is supposed to send out budget updates every month TT Maybe next meeting we could tag team about going to School Committee meetings. Because they are long meetings. TT maybe have Jim Mealey in early to discuss budget, gives us what is plans are. LG at last meeting is was said that the activated the Special Ed fund. Would like noted that we did not activate the special Ed fund. We were misrepresented by the press. SA: Maybe have Lyne give us updates on how expenditures are going. BC: One on my goals is citizen input before budget processing. We have official public hearing basically after budget is done. Think we should invite people in, have extended invitation to Ted Tripp president of North Andover Tax Payers Association to come to meeting sometime in October. SA great idea to have people come in before everything is decided. Agenda G Cleargov.com BC Website Susan sent to him.. talked to developer of website he has taken public available data from towns and ranks comparable towns. Advanced version for towns were we could pay to have better information than he has. Would work with town for approximately $1500.00 I forwarded to Andrew Maylor. Gives a lot of insight into the town. You could link Town website to cleargov.com. I liked the comparison aspect of it. ata is correct. BC What he is selling is transparency that citizens could look at budget in a very easy way. BC: Thanks Pat for many years of service. Welcomes Angela to committee.
