St., David Steinberg . Applicant reviewed the next phase of buildout in an existing building for residential 196 apartments. 197 D. Steinberg: RCG, LLC- developer for East Mill on High Street. He discussed with the Board his plans to 198 renovate one of the mixed-use buildings on the site at 21 High Street into residential use as opposed to commercial 199 use, as originally specified in the Application for Definitive Plan approval for Planned Development District (PDD) 200 Special Permit – Phase II.A. The change would allow the applicant to create 8 new residential units in a building 201 located at 43 High Street, previously designated for commercial use. These would be loft, open layout apartments. 202 These would be less expensive apartments than the ones already built on the site. 203 204 MOTION: 205 A motion was made by R. Rowen that the Board approves that the relocation of the residential units to an area of the 206 property previously designated for commercial use constitutes an insubstantial change to the original Special Permit. 207 The motion was seconded by T. Seibert. The vote was unanimous. 208 209 140 Academy Road . Jim Fairweather, engineer for Andover Consultants, and Tom Patenaude, the applicant, 210 presented the proposal for a potential development and stormwater management (per the Stormwater Bylaw) for a 5 211 lot ANR on Stevens St. 212 J. Fairweather: Filed with Conservation Commission for the development of 5 frontage lots on Steven’s Street. 213 Prior to the meeting with Con Com they met with J. Tymon, the Conservation Administrator and the Gene Willis, 214 Town Engineer. J. Tymon thought it would be a good idea that since a significant portion of the development would 215 fall outside the jurisdiction of the Conservation Commission that we come before the Planning Board for a 216 discussion on the proposed development because the development will have to meet the town’s strormwater 217 regulations. 218 J. Tymon: I met with J. Fairweather, T. Patenaude, Jennifer Hughes and Gene Willis to discuss the project. The 219 proposed construction triggers the town’s new strormwater bylaw, in that the total land disturbance will be more 220 than one acre. The way the Bylaw is written the Planning Board can apply the current MA. stormwater standards to 221 the development.. This would require that the applicant provide stormwater management for all five lots and would 222 include permanent stormwater management structures as well as construction phase erosion control The Planning 223 Board can require a Public Hearing and notification of abutters. 224 J. Fairweather: The initial design would provide an infiltration trench along the front of the properties. The 225 development will require that stormwater structures be installed in the right of way, which will have to be 226 maintained by the town. The slopes are about 3.5 to 1. They reviewed the types of soil throughout the land area 227 and found that a variety of types of soils exist within the property. The proposal includes a sewer extension. The 228 phasing of the project would be done depending on how the market goes. 229 J. Simons: This is the type of property that is very challenging because of the hill. Asked how big the lots are. 230 J. Fairweather: They vary from 28K to 33.6K sq. ft. The disturbance ranges from 15K to 10K sq ft. 231 J. Simons: What is the existing slope? 232 J. Fairweather: Typically 3.5 to 1. 233 J.
