NASWAC Meeting Minutes, January 18, 2007
7:00PM, DPW offices
Attendees: Tina Klein, Bill Hmurciak, Steve Daly, Karen Kline
Call to Order

Old Business
a.School Recycling grant –Bill met with the Superintendent and got the okay to proceed.
Kickoff meeting with head of custodians, head of food service, Carolyn Dann, Bill, Tina,

Leslie, Karen has been set for Friday Jan 19, 10am, Bill’s office. Tina has contacted
Cindy Custer and Cindy Jalbert about PTO involvement. One or more parents will be
attending. Tina expects to set dates for individual school visits during this meeting.
b.Got Books? --Steve has gotten our announcement into the school newsletters. One
additional sign has been posted on the slot side of the box, but still need one on the door
side of the box. Tina put another call into Fernando. Additional signs will be posted on

Tuesday Jan 23. Weight of first pull: approx 2600 lbs. Committee recommends only
one book collection system be in place at the DPW. Got Books? offers the town a better
return than Hands Across the Water. Bill H.suggests letting the HAW container box be
filled before requesting that organization remove it.

c.Recycling Revolving Fund –on Jan 4, Mark Rees said he supported the GotBooks?
Funds going into the revolving account but was checking with Lynn Savage to make sure
that would be allowed. We have not yet heard back from Mark. Bill H. confirmed a
NASWAC revolving account is already in place. Current balance is $0.
d.Aluminum audit results
Half of the container was emptied yielding a total of 24 bags of material: 14
bags of redeemable, 10 of non-redeemable.
$168 for redeemable cans
Still need revenue from non-redeemable
Scouts may charge us a proportional amount for the truck
Keith does not yet have the final number from the scouts although hewill
followup this week.
5% of the material sorted was contaminants
The committee concluded that it is not financially prudent to redeem the beverage cans in
a full roll off since:
* It would require 12-14 people to complete the task in 3-4 hours
*The Scouts are not interested in continuing to help with this
*Sharing the revenue with another group would reduce the revenue to
about the value of the aluminum recycle value.
* A truck would be required which would further impact the bottom line.
e.Yard Waste RPF –Bill should have the beginnings of a draft for us to review.
Action: Tina and Steve have copies to review and comment on Sections 7, 8 and 10 ,
specifically, by Jan. 25.

f.Rain barrels –we have a confirmed delivery date of Saturday April 21
press release to arrive early next week. All rain barrels are ordered and paid for a head

of time. Cutoff for sales will be April 13.
Distribution will be from DPW front parkinglot.
g.Water conservation --kits will be offered with each rain barrel. 90 sets are available.
h.Public Space (Recyclables) containers –10 containers were awarded to the town. Priority
will be to place majority of these at the NAHS and the NAMS.Others to be placed at
high use public areas (ball/soccer fields.) Bill H. needs to work out a collection system
since the same truck will be collecting trash and recyclables from these sites. The
containers cost $169.00 ea. Groups such as People For theEnvironment have offered to
donate additional containers. Suggestion was made to see if the containers could be
marked with a nameplate to recognize the donor.
i.Spring OPT (April, May, June)
Yard sale weekend (June 23-24) –Tina needs help with registration and
advertising
Shredding event? (Will be scheduled in Fall '07)
Grant awards
Rain barrels
Earth Day --Tina needs help with recruiting and registration. As an aside,
what do you think about having a banner design contest to advertise our Earth
Day Cleanup. I would like to spend some of our ‘funds’ on purchasing
contractor bags for the cleanup.

Yard Waste pickup –dates?
j.Change a Light Challenge –Andover has challenged us! North Andover is a registered
group. Tina to include in Spring OPT. Steve will send info to school newsletter
writers, cable TV and newspapers (Note: NA Citizen ran front page article on Jan. 19
edition). Goal is 1000 resident pledges to change bulbs from incandescent to compact
fluorescent light bulbs (CFL's).
k.Summer OPT (June, July, Aug)
Recycling Calendar –no grant from MassDEP
l.Purchase of domain name –www.northandoverrecycles.com.Tina funded two year
license. No link currently exists between this site and the new town site which has the
updated recycling pages. That is a problem!

m.CY 2006 Recycling Data Sheets are due Feb 15.
