New Business: 1)Proposal to maintain the Cyr Recycling Center. The Town Manager has requested input from this committee to evaluate two unsolicited proposals to privately maintain the Cyr Recycling Center on Sharpner’s Pond Road. During the past three years the town has not processed the accumulated brush which is now impeding the proper use of the center. Funds earmarked in the budget for this purpose were spent on other activities; they FY07 budget did not fund the operational costs of process yard waste. In order forthe facility to be sustaining, the brush needs to be processed and the access road needs drainage repair. The Town needs to fund this work or seek alternatives. Two companies, Agresource, Inc and Asplundh Tree Expert Co. have submitted proposals. The Agresource proposal focuses on yard waste and composting potentials. The Asplundh proposal focuses on brush chipping and removal, and future plans to process wood waste. The cost to grind and remove the brush is estimated to be $40,000.00 based on the Asplundh proposal. NASWAC input: Actual MassDEP permitting of the site needs review to ascertain what is permissible use. The Town needs to fund the brush chipping and removal or seek other means to maintain the area. The status quo is not acceptable as the recycling area will become unusable, and the town will be vulnerable to fines from MassDEP Privatization of the Center should be considered if town resources are not available to maintain it. Asplundh’s proposal should be re-written and resubmitted as itis unclear and sparse of detail. Attachment A: summary email sent to Bill Hmurciak for inclusion in discussion with Board of Selectmen 2) One Person’s Trash Winter Edition Publication is scheduled for January 10, 2007 Major news item: The MassDEP Grant Awards due to be announced by Nov. 10. The Town has applied for grant money geared towards school recycling projects. Other possible items: “Does North Andover Need PAYT?” An analysis of ways to reduce trash tonnage. Members determined the 2 Respectfully submitted, Steve Daly, Vice Chair Attachment A: From:Klein, Tina Sent:Friday, October 20, 2006 1:04 PM To:whmurciak@townofnorthandover.com Subject:NASWAC's position on the yard waste proposals for the Cyr Recycling Center Bill, As discussed at the October NASWAC meeting, each proposal has merit and could help us manage different aspects of our yard waste program.~ It is very important that we continue to give residents access to yard waste recycling for a couple reasons.~ First, our DARP certification is dependant on residents having access to this facility, and secondly --we will see an increase in our incinerated tonnage if residents do not have this mechanism for recycling yard waste.~ NASWAC believes we should take both proposals to the next level of investigation in order to fully understand benefits and costs of each. I did have a chance to talk with one of the composting experts on staff here in the Boston office to understand what would and would not be allowed at the site on Sharpner's Pond Road.~ Here is what I've learned: All permitting is handled through the Regional office; they have the complete record for the site.~ There is limited information in the files here, and I will ask about getting a copy of it. Additional information requested from both companies should include a site plan showing how they propose setting up their~ operation MassDEP will need to review the proposal before it is implemented.~ They will be looking to see that the operation is within the boundaries and purpose of the site.
