Meeting Minutes, NASWAC September 8, 2005

Meeting was called to order at 7:20 PM
I.New board member, Deb Lynch, was introduced by Tina. Tina, Bill and Steve
filled Deb in on the history of the committee, its goals and objectives to date.
Deb explained her background as a data analyst also included some web page
(creation) training. After seeking information aboutNorth Andover recycling
guidelinesand finding the available information confusing,she was invited to
apply for appointment to this committee. Deb will take special interest to help
review and update the recycling webpage. In addition, Deb will be an asset to
the committee as we analyze the various reports, such as the “Municipal
Recycling Data Sheet”. Welcome, Deb.
II.OLD BUSINESS:
Municipal Recycling Data Sheet
A).
1) Bill presented the Calendar Year 2004 MRDS, which is the form on which
he details to theDEP North Andover’s trash disposal numbers for the previous
year. Bill explained that he has far more confidence in the 2004 numbers
included than the 2003 numbers. Some of the 2003 data can not be considered
fully accurate.
2) Discussion ensued relativeto the situation of redeemable aluminum
beverage cans. Currently, these redeemable cans are not separated from non-
deposit cans in the DPW roll-off containers. Also, due to load contamination,
the town is often not even getting fair dollar for the value of the recycled
aluminum, much less the lost deposit ($.05 per can). It would be valuable to
know the deposit value of a roll-off load to see if it worth altering the drop off

set up to separate redeemables. : Steve will contact the Boy
Scouts/GirlScouts to discuss possible recovery effort.
3) As no specific numbers relative to auto battery recycling were available for
the report, the committee will inquire from DPW what happens to the batteries

brought there. : Tina will inquire regarding auto batteries.
III.NEW BUSINESS:
A)NAMS art project, “Middle Moment”. Karen Kline presented a program

she has pioneered with the support of the superintendent to have 8grade
students create sculptures from recycled materials and to display them in
the outdoor garden area of the North Andover Middle School.
B)Web page re-design: The North Andover recycles web page is in need of
updated information to bring it in line with current recycling guidelines.
Action
Bill reported that the calendar section has been updated. : Tina and
Deb will meet to plan web page updates.Bill suggested enlisting help
from Bernadette and Lisa.

C)Hazardous Waste Day, Saturday, October 15, 2005. Note, the 3Saturday
in October comes early next month! We discussed avoiding scheduling
HHWD so that it falls on Columbus Day weekend. However, this year
Columbus Day weekend is the previous weekend(Oct. 10)and will not

conflict. : Bill will be publicizing the event in the Eagle-Tribune,
N.A. Citizen, and Town Crossings. Tina will contact Pat Scanlon for
advertising funds through his mercury reduction fund. Tina will contact
Clean harbors for their flyer “Do Evil Spirits Lurk in Your Closet.” She
will email this to the recycling captains for distribution.
D)Shredding Event: The committee would like to offer this twice per year, in

May and in October. : Steve will contact Sue Murley to see if her
company is available to offer this in October this year.
E)Zero Waste Day: We would like to host the next Zero Waste Day which
was offered in Andover last year. Most of the participants and volunteers
were from Andover. Discussion ensued on possible venues for this in
North Andover. While it is easier to hold this on town owned land such as
a school parking lot, we see the inevitable scheduling conflicts that brings.
Other private sites to be considered are: Lucent (Osgood St.), Watts
Regulator (Turnpike St.), Clean Harbors (off Sutton St.), Willows Office
Park (Turnpike St.). The committee will determine a date for this event at
a future meeting
F)“One Person’s Trash” Fall ’05 edition will be published on October 4. The
new questionnaire for the Winter ’06 edition will arrive by Oct. 7. Some
possible topics to be included in the next edition are: “Middle Moment”
publicity, the 1 year anniversary of the Waste Ban (no visible recyclables)
enforcement, “All ages can recycle” article (K. Kline), website upgrade
news, article on redeemables.
G)Tina Klein was re-elected committee chair by unanimous vote.
H)Copy of the NASWAC Mission Statement was sent to each committee
member via email. The committee is tasked with reviewing and updating
the Statement and our short term/long term goals. This was last done in
2002.
I)Tina distributed a copy of the NASWAC member list and the “Friends of
Action
NASWAC. : Steve will update the information on this list.
J) Tina distributed a Planning Calendar from Sept. ’05 through Oct. ’06 for
committee business and events. This calendar will be updated monthly.
Next meeting: October 13, 2005 DPW Conference Room 7:00PM.
