Mabon, Deborah A. Feltovic, Sean F. McDonough, Douglas W. Saal Member Absent: Albert P. Manzi, Jr., Vice Chairman Staff Member Present : Heidi M. Gaffney, Conservation Field Inspector Pledge of Allegiance Meeting came to Order at: 7:03pm, Quorum Present. Approval of Minutes of 8/24/16 A motion to accept the meeting minutes of 8/24/16 as drafted and reviewed is made by Mr. Lynch, seconded by Ms. Feltovic. Vote unanimous. Abbreviated Notice of Resource Area Delineation 242-1687, 44 Hawthorne Place (Skiba) (Seekamp Environmental Consulting, Inc.) (cont. from 9/14/16) The field inspector states that a DEP File # has been received. A motion to issue the ORAD is made by Mr. Mabon, seconded by Ms. Feltovic. Vote unanimous. Notice of Intent (NOI) 242- , 50 Royal Crest Drive (AIMCO North Andover, LLC) (Cornerstone Land Consultants, Inc.) (cont. from 9/14/16) The field inspector states that the applicant requests a continuance to 10/12/16. A motion to continue to October 12, 2016 is made by Ms. Feltovic, seconded by Mr. Saal. Vote unanimous. Document: No new information submitted within the 7 day regulation 242-1688, 30 Ironwood Road (Guinee) (Hayes Engineering, Inc.) The field inspector briefly reviews the project and states that they may be required to file with the Planning Department since they are within the Watershed and will need to continue for input from NHESP. The owners Mr. & Mrs. Guinee and Elizabeth Wallis of Hayes Engineering, Inc. are present. Ms. Wallis presents the proposed project. Mr. Lynch asks about the proposed work and the slope in the rear yard. Mr. Guinee discusses the slopes and erosion and the need for landscape egress for his lawn mower. Mr. Napoli states that a soil stockpile area needs to be designated on the plan and asks if the construction access will be over the existing driveway. Ms. Wallis states that the access will be over the existing driveway. Mr. Mabon asks about the outdoor kitchen mentioned in the narrative in the Notice of Intent. an outdoor kitchen only a regular outdoor grill. - Mr. Lynch asks if they are on sewer or septic. Mr. Guinee states that they are on town sewer. Mr. Lynch asks what the patio will be constructed with. Mr. Guinee states that it will be constructed with blocks. Mr. Lynch and Mr. Guinee discuss the over-flow drain shown on the plan. Ms. Wallis requests a continuance to allow for feedback from NHESP and to determine if a filing will be required with Planning. A motion to continue to the October 12, 2016 meeting is made by Ms. Feltovic, seconded by Mr. Mabon. Vote unanimous. Mr. Lynch discusses the handling of snow and that it will need to be removed and taken off- site, he discusses the review done by Eggleston Environmental and submitted via e-mail on 9/28/16. Mr. Steinbergh and Mr. Henry discuss the snow removal and the comments from Eggleston Environmental. The commission discusses snow storage locations and proper storage for infiltration with the applicant. The commission discusses requiring no-snow stockpiling signs to be installed. A motion to continue to the October 12, 2016 meeting is made by Mr. Saal, seconded by Ms. Feltovic. Fischer of 700 Middleton Street is present. The commission questions the pile of sand and erosion controls in the driveway and the erosion occurring on the side of the driveway. Mr. Fischer discusses with the commission and agrees to clean it up. A motion to continue to the October 12, 2016 meeting is made by Ms. Feltovic, seconded by Mr. Mabon. Vote unanimous. Mr. Lynch, Mr. Napoli and Mr. Saal discuss the violation with the owner and who was to pull the permit with conservation. The owner states that the contractor said he did not need a permit and that the contract stated the contractor was responsible for pulling permits. Mr. Lynch and Mr. Napoli state that the owner should have been aware that a permit would be required with conservation. Discussion ensues between the commission and the owner. The commission discusses that the owner needs to get a wetland delineation. A motion to continue the matter to the October 12, 2016 meeting is made by Ms. Feltovic, seconded by Mr. Mabon. Vote unanimous. Mr. Lynch asks that the staff make a more thorough assessment to figure out what the violation consists of.
