5 J. Simons,Chairman: The Planning Board meeting for Tuesday,January 3,2017 was called to order at 7 p.m.

7 DISCUSSION:
8 Selection Process for a Master Plan Committee:
9 R. Oldham: This committee will be the"selection committee"for the Master Plan"steering committee".Two
10 members from the Board of Selectmen are being nominated and two members from the Planning Board will be
11 nominated. Eric Kfoury,Director of Community&Economic Development,will be the 5th member.
12 BOARD:A general discussion ensued regarding the selection process, interested Board members and logistics of
13 both the"selection committee"and"steering committee".The Board felt strongly that since the zoning bylaws
14 will be evaluated,recodified and potentially rewritten that representation on both committees was warranted. Staff
15 will collect more information concerning the process and the discussion will continue at the next hearing.

17 CONTINUED PUBLIC HEARING: 575 Turnpike Street-Chestnut Green,Steve Stapinski: Application for
18 Special Permit—Site Plan Review under sections 8.1, 8.3, 10.3 and 10.31 of the North Andover Zoning Bylaw.
19 Applicant proposes to construct nine(9)parking spaces located at the end of Hillside Road.The proposed project
20 is within the Business 4(B-4)Zoning District.
21 R. Oldham: There were some outstanding issues raised at the last hearing: Town Counsel has been briefed on the
22 project and advises that the Board issue a condition to the site plan approval that the Applicant shall convey an
23 easement in the parking area,to be reviewed by Town Counsel and that the easement shall be recorded at the
24 registry of deeds;DPW confirmed the grassed area at the end of the road is still considered the accepted Town
25 Road;the guardrail is also owned by the Town.DPW will entertain a discussion about moving the guardrail back
26 for potential snow storage;however there are other factors at play that will impact that discussion such as guardrail
27 contracts,etc.As noted at the last hearing,the Chestnut Green Condominium Association had approached the
28 BOS in 2004 about leasing property to locate parking spaces by the grassed area near the guardrail; expanding the
29 existing parking lot. The project was never pursued. Photos were requested of the area. (Showed site photos)
30 Steve Stapinski,En ig neer: The Chestnut Green Association would be interested in leasing that grassed area for
31 potentially 9 more spaces; access would be through the existing lot. The intent was to expand into Hillside Rd.
32 with access through the existing lot. The abutter at the time objected to that idea.The Selectmen were advised not
33 to proceed. Subsequently,the property was sold. The new homeowner was present at the last meeting.
34 L.Rudnicki: Why do we need a turnaround that isn't totally functional?
35 R. Oldham: Originally, it was designed as a turnaround because there was no longer a thruway. However, it was
36 not constructed for fire access.NAFD has commented that they cannot utilize the turnaround as it is currently
37 built.
38 S. Stapinski: The turnaround space is fine for all delivery vehicles; larger fire apparatus vehicles cannot
39 turnaround there.It does provide access to the home across the street and fire access to the home that's on the
40 corner.
41 L.Rudnicki: My concern is that we are eliminating greenspace.
12 J. Simons: We can condition additional landscaping.
43 L.McSherry: The placement of the new parking spots and plowing;will it affect the trees?

48 CONTINUED PUBLIC HEARING: 30 Ironwood Road,John and Kara Guinee: Application for a Watershed
49 Protection District Special Permit to authorize work within the Non-Discharge Zone and Non-Disturbance Zone of
50 the Watershed Protection District. The project consists of patio construction,driveway extension, addition of
51 planting(landscape)areas,and tree removal. This project is within the R-1 Zoning District.Applicant requests
52 continuance until January 17, 2017 meeting date.

54 CONTINUED PUBLIC HEARING: 1975 Salem Street(aka 0 Salem Street),Phil Christiansen: Application
55 for Special Permits—Common Driveway,Access Other Than Legal Frontage and Frontage Exception. The
56 Applicant proposes to subdivide a 7.80 acre parcel into 3 building lots;with one lot(Lot 3)conforming to R-2
57 zoning regulations in area and frontage.For the remaining 2 lots the Applicant seeks frontage exception special
58 permits,Access Other Than Legal Frontage, and a Common Driveway special permit. The property is located in
59 the Residential 2(R-2)zoning district.Applicant requests continuance until January 17,2017 meeting date.

61 MINUTES APPROVAL
62 MOTION: L.Rudnicki made a motion to approve the December 6,2016 minutes,as amended. (December 20,
63 2016 meeting cancelled). D.Kellogg seconded the motion. The vote was 5-0,unanimous in favor.

66 MOTION: P. Boynton made a motion to adjourn the meeting. The motion was seconded by D. Kellogg. The vote
67 was 5-0,unanimous in favor.Meeting adjourned @ 7:35 p.m.
