Hughes, Conservation Administrator Pledge of Allegiance Meeting came to Order at: 7:04PM Quorum Present. Approval of the 9/28/16 & 10/12/16 Meeting Minutes  A motion to approve the minutes of 9/28/16 and 10/12/16 is made by Mr. Manzi and seconded by Ms. Feltovic.  Vote: unanimous Discussion Edgewood Small Home Project  The Administrator presents the Edgewood proposal to provide access to a new development through the area that is not the parking and access to Half Mile Hill. Designated parking for Half Mile Hill access would be provided within the paved Edgewood Parking. A license agreement would be in place to formalize this arrangement. She states Mr. Manzi has already pointed out the need to include access for farm equipment to hay the field. There is also a trail connection proposed from the new Edgewood Development to Half Mile Hill. She states the Conservation Commission has care, custody, and control of the property and will need to approve the trail location/connection.  Bob Coppola of Edgewood states there will be a 15 acre conservation restriction (CR) to be held by The Trustees of the Reservations (TTOR).  Mr. Mabon asks about the easement.  Mr. Coppola states there will now be public access through the property as part of the CR.  Mr. Lynch states the parking area was a perpetual condition of the prior Edgewood Order of Conditions (OOC).  Town Counsel, Suzanne Eagan, states that the parking would now be licensed on the Edgewood property but if that license were ever extinguished Edgewood would be required by the OOC to put it back on the easement.  Mr. Lynch asked with the new Edgewood access how it could be put back.  Ms. Eagan states it would need to be permitted.  Mr. Lynch states this is a draft and the commission would like to see the final language.  Mr. Manzi reviews his concerns for continued hay farming on Half Mile Hill. The width of the access is discussed.  The Administrator states the existing gate access is to remain.  Mr. Lynch notes that there is a rollover curb at shown on the new access plan.  Mr. Coppola notes there is 24’ of rollover curb.  Mr. Manzi asks if the number of parking spots is adequate.  The Administrator states parking could occur along the existing easement.  Mr. McDonough asks about the property lines and the town access to Half Mile Hill. He states the access appears to be on preschool property.  The Administrator states she will confirm.  The commission discusses whether to vote on the trail connection which will occur on town owned property under their care, custody and control.  Mr. Lynch states this should probably be posted as an agenda item not just discussion. He supports Edgewood doing the work to make the trail connection.  Mr. Manzi states the vote should be part of the permanent record. He states all parties should know the property lines.  The Administrator will add the trail connection to the next agenda for formal approval. (TTI Environmental, Inc.)  The Administrator presents the proposal to demolish the existing single family house and construct a new single family home more than 50’ from the isolated vegetated wetland across the street. The culvert does not carry surface water and there is no upgradient wetland resource area. Only minimal vegetation will need to be cleared at the Hatch. There will be new parking along Pleasant Street and also new boat carry access. Another access point on Pleasant Street will be abandoned. She states this is part of new boating regulations for the Lake passed by the Board of Selectmen.  Mr. Lynch asks if there will be police support for the parking changes.  The Administrator states the Police Department is on board with the changes.  Mr. Lynch asks how the former boat access path will be restored.  The Administrator states it will be allowed to revert naturally and fortified with plantings if needed.  Mr. Lynch asks about trash issues.  The Administrator states all areas have barrels now.  Mr. Ragonese an abutter to the North Pump Station on Great Pond Road states there are some issues with afterhours use at the parking area there.  The Administrator states the area closes at dusk and violations should be reported to the police department.  Mr. Manzi asks about boat removal and fishing. He states no waivers are needed to construct the project. He states the proposal includes restoration of buffer zone areas disturbed during soil testing. He reviews the wetland resource areas on the 14 acre parcel. He describes the site as upland field and successional forest with steep areas down to the wetlands. He reviews the overall grading plan for the site. He states there are commercial and residential buildings. Retaining walls will keep the buildings out of the No-Build Zone. There will also be a lease building and a club house with a pool. All will be outside the No-Build Zone. He states the entrance will need to be raised 6-8’. He reviews the parking. Approximately 50 spaces are in the 100’ Buffer Zone. He reviews the utility plan. There will be a portion of the sewer line and pump station in the Buffer Zone. He reviews the retaining walls. The walls will be constructed first with fill behind then installation of erosion controls and temporary sedimentation basins. A SWPPP will be provided before construction. Mr. Howard reviews the stormwater management plan. There will be 5 new discharge pints with no encroachment into the 50’ No-Build Zone. He reviews the Buffer Zone restoration areas. There will be supplemental plantings and monitoring.  Mr. Lynch states this is a huge development. He needs to know more about pre and post stormwater numbers and phasing. He states the sedimentation basins seem very small in comparison to the drainage area. He states the site will be 75% impervious and there is no conventional stormwater management. He states the end of each stormwater train is jurisdictional. He states meticulous O&M will be required for this system. He states the yardage of fill and the wall heights are also alarming.  The Administrator reviews the permitting process including permitting with the Planning Board which is nearly complete.  Mr. Lynch reiterates the importance of the phasing process.  The Administrator refers to the phasing implemented at the Merrimac Condominiums project.  Mr. Peznola states the construction is not very close to the wetlands and the retaining walls are an important part of the sequencing process. He states that the amount of ground disturbance will be limited while the bases for the walls are prepped. The walls will be higher than the fill to act as barriers. Nothing can be done with the site until it is brought up to grade. He makes a distinction between phasing and sequencing and reiterates that there will be limited vegetation removal at the start.  Mr. Lynch states there will be over 40,000 yards of material  Mr. Peznola states the average fill varies from 6’ to 16’. The major slopes will be on the down side of the retaining walls.  Mr. Lynch asks if there will be geotechnical support during the project.  Mr. Peznola states there will be the full support of a geotechnical engineer.  Mr. Napoli states he reviewed the plans with the Administrator today and one of the buildings appears to come through one of the retaining walls.  Mr. Peznola states there will be a maintenance building in the lower level.  Mr. Napoli states that the 13 acre site will be opened from the bottom. He would like detail on the fill material.  Mr. Peznola states the fill specifications are included in the plans.  Mr. Napoli asks if there is the opportunity to reduce some of the pavement and have more green space.  Mr. Peznola states this is a brand new zone and there was a height waiver requested to have the buildings be four stories. There will be a new signal at Barker Street due to the density which is much needed and there is already a request for shared parking between the residential and the commercial. No reduction is possible.  Mr. Napoli states more green space is needed as there is none and the site is very congested.  Mr. Lync states there are ways to work LID stormwater management into the landscape rather than have large cisterns under the ground. He states it appears the project is already done and he would like to see other proposals. Rain gardens should be possible.  Mr. Peznola states recharge is not possible due to the high water table and there is very little loam on the site.  Mr. Manzi states the project does not incorporate LID to the maximum extent practicable. He states the design is all subsurface. Erosion control was installed. There is additional area where sod was not installed that needs to be stabilized. The disturbance is immediately adjacent to an intermittent stream.  The homeowner, Mr. Bresnahan reviews the work that was done. The pond on his property is man-made and he assumed he could maintain the stream that came out of it. He put the erosion control sock down and stopped work as requested. He states he would like to complete sodding the lawn. He states he has been a good steward of the property. He believes the pond is eutrified and states most of the fish and turtles are gone. He fixed the dam on the pond and would like to work in concert with the commission. He has been pulling up black landscape plastic installed all over the front part of the property. He asks about his ability to maintain the ponds.  Mr. Lynch points out that the pond is a relic containment area but still a resource area. The dam and the integrity of the spillway must be maintained. Mr. Lynch states Mr. Bresnahan can put back what was there.  Mr. Manzi states the sod can be installed as temporary stabilization. She does not believe it should be more than $1,000 to delineate even though the homeowner believes it will be far more than this.  Mr. Lynch states fines should accrue but not be collected unless the work is not done.
