NOVEMBER 18,2004
;^ ATTENDANCE: The following members were present:Jack Watkins,Chairman, Keith Mitchell,Vice Chair,
Bernice Fink,Paula Porten,Paul Stewart,Melinda Coppa,Mark Nichols,and Steve Dawe. Steve arrived after the
vote on the minutes. Mark Rees was also in attendance.
CALL TO ORDER: Jack called the meeting at 6:30pm
APPROVAL OF MINUTES: Melinda MOVED to approve the minutes of October 28,2004 with Keith
seconding. The minutes were approved 6-0-1 with Paula abstaining.
NEW BUSINESS:
NEW POLICE STATION: Mark Rees,who is interim Police Station Building Committee Chair,provided an
update re:the police station. There are several plans,which the building committee is reviewing and will be
presenting one plan to the BOS at the November 30,2004 meeting. The group also reviewed the draft of a letter
presented by the Fincom to Mark Rees re:the police station and Mark will be responding shortly. Mark did address
some of the Fincom's concerns and provided a handout detailing the Town's Prop 2112 excluded debt services and
property tax impact.
OLD BUSINESS:
FINANCIAL POLICIES:Keith provided background information about the Town's financial policies and
recommended that they be made"guidelines"instead. That as policies,they are outdated. Keith then MOVED to
take no action on this item,but to add to the summer list and revisit then.Paula 2nd and the motion passed 8-0.
REVENUE/FIXED COSTS ADVISORY COMMITTEE:Paul provided an updated and reported that the
committee is made up of 2 Fincom member,Lyne Savage,Dr.Harutunian and Mark Rees.Fincom member Mark
Nichols is the chair and the committee plans on meeting with Garrett Boles and our State Reps to discuss revenues.
The committee will also be providing a report on 12/22/04. Mark Rees then provided a handout with free cash
calculations and circuit breaker information.
OTHER:
ATFL MEETING: "B"attended the meeting and provided the group with information learned from the meeting.
She discussed debt services and the state revenue growth. "B"also spoke about additional assistance v.PILOT
payments and school transportation.
WHEN IS A MEETING A"MEETING": The group was provided with a packet compiled by Town Counsel,
Tom Urbelis,which clarifies issues such as public records law,open meeting law and state ethics law. Atty.Urbelis
held a workshop on these issues November 10,2004.
NEXT MEETING: The next meeting is December 9`b at 6:30pm at Town Hall.
MOTION TO ADJOURN:
Mark MOVED to adjourn with Melinda seconding. The motion was unanimous at 8:30pm.
