Regular Meeting
The PLANNING BOARD held a regular monthly meeting on Monday evening, September 27,
1976 at 7:30 P.M. in the ~ire Station Meeting Room. The following members were present
and voting: F~itz O~therr, Chairman; William Ohepulis, Vice-Chairman; John J. Monteiro,
Clerk; Paul R. Lamprey and William N. Salemme.
There were 40 persons present for the public hearing.
PUBLIC HEARING:
GREAT POND WOODLAND - Landsail, Inc. The clerk read the legal notice. Mr. John Turtle,
representing Landsail, Inc., told the BOARD that this is a 32 lot subdivision, excluding
the 10 acres sold to Anthony ~ores%a, am opposed to the preliminary plans which included
35 lots. A number of revisions had been made to the plan to accomodate all the Rules &
Regs. of the Town and, also, state regulations that might be applicable. A tremendous
amount of time and energy was spent in analyzing the soil and drainage, we are aware of
the potential problem to the drinking supply and alot of the research was directed to this
matter. The whole site is high and dry except 3 areas and have talked with the Con. Com.
regarding this in order to come up with something to protect those areas.

Mr. Monteiro snggssted a planner be hired to check on the problems of drainage, et~. and
asked for townspeople 's suppor~ for an Article at Town Meeting.
Mr. Redman asked for correspondence regarding this subdivision to be read. The Chairman
read the comments from the Highway Surveyor, BPW, Fire and Police Chiefs.
Mr. Catalano asked for BPW opinion as to the effect of the Lake. Phil Busby, Jr. stated
that as far ms sewerage is on, corned, the worst Polluting factor is near Batal's house coming
from the small pond. The Town does not have anyhod~ to tell us whether or not it will have
an adverse effect on the Lake at present. Mr. Sonnier commended Mr. Turtle for providing
protection of that pond and felt a further setback might help to protect the Lake.
Mr. Salemme said he would like to hear from either Mr. Turtle or Mr. Smolak with results
as %o negotiatione on the buffer z~ne pr~pr 4o the 60 days. Upon motion of Mr. Monteiro
and second by Mr. Lamprey to take the Landsail definitive plan for Great Pond Woodland
under advisement the BOARD voted unanimously.
PLANS NOT REQUIRING APPROVAL:
T. Broadhe~d - Foster St.: plan dated July 1976 showing Lot 2 having proper frontage and
area. A motion was m~de by Mr. Non%eiro to endorse as not requiring approval under sub-
division control law the subject plan. Mr. Chepulis seconded.
Andrew Sorbc - Andrew Circle: plan dated Sept. 1976 and filed by M~urice Schwartz,
for Mr. Sorbo. There are 8 towahonse lots shown, parcel B contains 4.3 acres. Letter
from Schwartz was read and is on file. Mr. Ostherr suggested waiting a month %o see if
something can be worked out by then. Mr. Lamprey questioned his method in this instance.

APPLEDORESUBDlUYISION -Mr. Cyr told the BOARD that he was advised he would not be given
plans nor have the aid of the developer's engineer to go over the retention ponds. The
matter was deferred to the O~t. 4th Agenda.
MRS. DOROTHEA A. HURLEY- So. Bradford St.: PLAN NOT REQUIRING APPROVAL UNDER SUBDM-
SION CONTROL LAW. Atty. Michael Gotham represented Mrs. Hurley and presented a plan
dated September 1976. Mr. Gotham told BOARD members that the present house had been
sold, parcel A consists of 1.. acres and parcel ~9.8 acres. After reviewing the plan,
Mr. Monteiro made a motion that the plan of land prepared for Mrs. Hurley signifying
lot 1 & 2 be endorsed as n~t requiring approval under subidivision ~ontrol law. Mr.
Salemme seconded and the vote was unanimous.

BOARD members to study .the map.
BOARD OF PUBLIC WORKS REPORT ON LAKE CECNICItAWICK MONITORING PRO~: Letter from Mr.
Borgesi was read. Philip Busby was present and said this kind of a pro,ram has the
full support of the BPW. By Town Meeting time, it should be fairly well set up so that
a definite number can be requested. The BOARD expressed the opinion that they would
not w~nt to go into Town Meeting cold. Busby - if we work through Merrimack College
it will probably run around $4,000, the program has to be run for ay ear and after that
you run comparisons. Vincent Tur~uo, Con. Com., added that you have to make sure that
personnel is available to run these tests, The BOARD discussed whether or not to go
before the Advisory Board to request the monies for this project at this time. A motion
was made by Mr. Salemme for the Chairman to pursue this with the BPW and recommend a
6-month program to the Advisory Board. Mr. Lamprey felt that the results of all the
tests should be available to the Planning Board.
CHARLES ST. - William A. Cyr: Stated %hat he had bean told that they plan on surfacing
the road within the next few weeks to their own design(the Sanitary District). The
engineer from Camp, Dresser & NcKee didn't agree and Mr. Cyr told him he would try to
get the matter resolved before the BOA~n at this meeting. They have the right to use
the road and are going to maintain it, said Cyr.
A letter %0 be sen~ to the Sanitary Commission via John Ford with copy to John Binneran
regarding the fact that the roadway is part of a subdivision and must be constructed
according %o %he approved plans. Copy of letter on file.
LETTER FROM ADNINISTRATlq~A~ISTANTRERFASSIGN~ENT TO SEC(~r/) FLOOR: Many comments.
ZONING MAP - requested Mr. Cyr to review the map soon for any discrepancies in approved
subdivisions.
PLANNE~ENG~ JOB DESCRIPTION: Memo on file; should be set up with the idea in mind
that if the BOARD cannot use him f~ll time, the Town can. The BOARD consensus was that
it is a good start and foundation for the subject person.
Subcommittee Reports: None
Miscellaneous Matters: Land Use meeting held on Sept. 23rd with MVPC. Mr. Lamprey noted
that another meeting is coming up to review the Growth Policy Statement. Predictions
on growth were 28,000-31,0OO population by 1990. The BOARD is ampposed to receive copies
of maps, etc. and will have to set up a Committee in conjunction with %he MVPC for
corrections and revisions. Hearings will have to be held, also, for input. Short
