SPECIAL MEETING
The PLANNING BOAR~ held a Special Meeting on Monday evening, October 25, ~976 at
7:30 P.M. in the Town Office Meeting Room. The following members were present and voting:
Fritz 0stherr, Chairman; Paul R. Lamprey; William N. Salemme; John J. Monteiro; and
William Chepulis, Vice-Chairman.
Gay~on Osgood was present.
Reports on Sandra Lane and Salisbury & Long Ponds were received from the Highway Survey-
or. Copies were made for all m~mbers.
CHAPTER 808 DISCUSSION:
Letter from Board of Appeals dated OCt. 25 was read.

We do not have an agricultural zone; Mr. Lamprey suggested that we define
agriculture in the ZB~ as recommended by the workshop he attended, if we do
intend to have an agricultural zone in the future.

trial zone with a special permit.
Cluster Develo~nt: we may specify a minimum size, basically you cannot exceed
a dwelling density greater than the district in which it is going to be located.
Planned Unit Development: specifies a minimum tract size
Special Permit Granting Authority: c~n be divided between 2 or more bodies;
Questioned "appeal period".

H5600X - Sec. 5: What is a freehold ~state?
Mr. Ostherr mentioned that he would like to consider the concept of "cluster zoning"
at some future tim~ possibly the ne~t Town Meeting. Mr. Chepulis feIt that we should
have provisions in the By-Law for both Cluster and PUD because tbiesets up the mech-
anism. Much discussion followed. Peeling~ were that requirements on cluster should be
fairly strict as a safeguard. ~
1st Step: Adopt 808, cleanup the !angu~ge of our ZBL, set up some druthers that the
BO~D would like to have;
2nd Step: to approach the Town with a cluster development concept.
Zoning violations were mentioned - when brought to the attention of the Building Inspector
he must answer within 14 days.
