HomeMy WebLinkAbout2017-01-26 Board of Health Minutes North Andover Board of Health Meeting Minutes Thursday—January 26, 2017 7:00 p.m. 120 Main Street,2nd Floor Selectmen's Meeting Room North Andover, MA 01845 Present: Frank MacMillan Jr.,Larry Fixler,Joseph McCarthy,Brian LaGrasse,Phil DeCologero,Selectman and Merchant Association Representative I. CALL TO ORDER The meeting was called to order at 7:00 pm. IL PLEDGE OF ALLEGIANCE III. PUBLIC HEARINGS—not applicable IV. APPROVAL OF MINUTES With no corrections to be had,a motion was made by Dr.Frank MacMillan Jr.to approve the minutes from Thursday October 27,2016 and December 22,2016,the motion was seconded by Mr.Larry Fixler, all were in favor and the minutes were approved. (3-0-0) V. OLD BUSINESS Mr.Joe McCarthy inquired about the time line to rectify the mold problem at Royal Crest Apartments. Interior work has begun on some of the Apartments Buildings. However,outdoor work is scheduled for spring 2017. Brian Lagrasse has been in contact with the Royal Crest Management Team. He will contact the engineer when the weather is favorable. VI. NEW BUSINESS -not applicable VII. COMMUNICATIONS,ANNOUNCEMENTS,AND DISCUSSION Phil DeCologero, a North Andover Town Selectman and the Representative for the North Andover Merchant Association came before the Board of Health to discuss the permitting process for various food vendors at the anticipated North Andover Farmers Market. For several months a group of residents,business people and town employees have been working together to bring a Farmer's Market to the First and Main Street area of North Andover. The market will be held for 16 Sundays starting June 25th and ending October 8,2017. Brian LaGrasse, Health Department Director explained that the Health Department must permit and inspect all food vendors. This will ensure that all food being sold is handled properly. Currently,there was no"model"to follow or adopt from other communities. Mr.LaGrasse set policies and procedures to ensure the public's safety. There is concern that this can be complicated especially for Vendors that will be returning every Sunday. Mr.LaGrasse has proposed a "One Blanket Vendor Permit"for the Merchants Association. In return, each Vendor will register with the Health Department. The Vendor will fill out permitting forms and submit documents as needed. The Health Department will create a"Vendor Registration List". Each Vendor will be inspected at the start of the Farmer's Market season 2017 North Andover Board of Health Meeting Page 1 of 2 Board of Health Members: Thomas Trowbridge,DDS,MD,Chairman;Larry Fixler,Member/Clerk;Francis P.MacMillan,Jr., M.D.;Joseph McCarthy,Member; Edwin Pease,Member Health Department Staff:Brian LaGrasse,Health Director,Debra Rillahan,Public Health Nurse;Michele Grant,Public Health Inspector;Lisa Hadge,Health Department Assistant and then spot checks will be performed throughout the duration. The simplicity is to encourage more Vendors and their return for 2018. Mr.Joseph McCarthy wishes to waive the$300.00 inspection fee for the Merchants Association and the$35.00 Vendor Food Permit Fee for 1 year. This topic has been tabled for more information by Mr.LaGrasse,although, all involved believe it to be favorable. Dr.Fixler questioned the recruiting of Vendors. Mr. DeCologero explained that he attended various farmers markets last season. He gathered business cards and discussed with many different people what would be the best time and place to host the North Andover Farmers Market. He discovered that most area communities had their Farmer's Markets on Saturdays. Many Vendors were interested in North Andover because there will be no conflict. The North Andover Merchant Association will also use their established resources to get the information out to both Vendors and general public. At this time Mr. DeCologero does not have information about various area restaurants involvement. VIII. OTHER DISCUSSION TOPICS Dr.Francis P.MacMillan, Sr.has retired as Town of North Andover Physician. Dr.Francis P. MacMillan,Jr.will accept the appointment as Town of North Andover Physician. Toni K. Wolfenden has accepted the full time Health Department Assistant position and starts February 6,2017. Brian LaGrasse has started the Annual Report drafts and budgeting. IX. CORRESPONDENCE/NEWSLETTERS X. ADJOURNMENT MOTION made by Dr.MacMillan Jr.to adjourn the meeting.Mr.Joe McCarthy Seconded the motion and all were in favor.The meeting was adjourned at 7:27 pm.
