Dear Michael:
The issue has been raised whether or not a Municipal Lien Certificate is needed in
connection with your proposed transfer of Stanton Way to the Town of North Andover. The only
land that you now own in North Andover is the fee interest in and to Stanton Way. We checked
with the North Andover Assessor's Office this afternoon to determine whether or not Stanton
Way is a separate taxable parcel. We were told by the Assessor's Office that it is not. Therefore,
there is no taxable parcel of land that Cranfield Investments, LLC owns in the Town of North
Andover so it would be impossible to obtain a Municipal Lien Certificate. Hopefully this will
put this issue to rest.

Certificate of Compliance at the Conservation Commission public meeting on March 23,2016. As
such,the Conservation Department does not have any issues with street acceptance for the roadway.

have been advised by the Department of Public Works that all necessary work has been
completed and that the street layout plan is in order. We have received and reviewed all
legal documents conveying the fee interest and all necessary easements to the Town.
Therefore, we recommend that the matter of the acceptance of Stanton Way as a
public way be favorably reported to the Board of Selectmen, subject to our final review
of fully executed conveyance documents and developer's counsel's updated Certification

3. Drainage Easement located over a portion of Lots 13 and 14.
Said Easements are granted together with the right to access said easement areas and to
pass along, across, under and through said easement areas for all purposes for which the
easements are created, in common with others legally entitled thereto. In addition, and
without limiting the foregoing and without limiting the easement purposes, the right is
granted in each case for the Grantee to enter, construct and maintain such facilities as are
necessary and convenient for the easement purposes and for any other municipal purpose.
