12 CONTINUED P 13LIC HEARING: Brooks School 1160 Great Pond.Road AnthonyCleaves: Application.
13 for a Watershed Protection District Special Permit and Site Plan Review Special Permit under Sections 4.136, 8.3, 10.3 and
14 1.0.31 of the Zoning;Bylaw to authorize the reconstruction of existing developed areas of the Brooks School Campus
15 consisting of the demolition and removing of buildings and the constructing of an art center building with associated access
16 ways,utilities, field and landscaped areas.The majority of the proposed work is within the General Zone with a small portion
17 of reconstruction of walks,parking and landscaping on the outer edge of the Non-Discharge Zone and re-grading of an
18 existing soccer field within the Non-Discharge and Non-Disturbance Zones.The project is located in the Residential 1 (R-1)
19 Zone,
20 R. Oldham: All department issues have been addressed, stormwater comments have been addressed and the
21 Applicant is applying for a height waiver through the ZBA which has been conditioned in the draft decision for
22 your review.
23 MOTION: L. Rudnicki made a motion to close the Public hearing for the Site Plan Review&Watershed Special
24 Permits for 11.60 Great Pend Road, Brooks School P. Boynton seconded the motion. The vote was 4-0, unanimous
25 in favor.
26 MOTION: P.Boynton made a motion to approve the Site Plan Review for 1160 Great Pond Road, as amended. L.
27 Rudnicki seconded the motion. The vote was 4-0, unanimous in favor.
28 MOTION: L. Rudnicki made a motion to approve the Watershed Special Permit for 1164 Great Pond Road, as
9 amended. P. Boynton seconded the motion.The vote was 4-0, unanimous in favor.

31 CONTINUED PUBLIC HEARING: Kindred Homes 1099 Salem Street Paul Marebionda Application for
32 Special Permit for Frontage Exception under sections 7.2.2, 10.3 and 10.31 of the North Andover Zoning Bylaw, The
33 Applicant proposes to subdivide the existing 7.4+/-acre parcel into two(2)lots. The property is Located in the Residential 2.
34 (R-2)zoning district.
35 R. Oldham: DPW has provided further comments on the stormwater management;they are concerned about the j
36 stormwater management on site and assume they will be able to provide further comment during the NOI process.
37 National Grid has not released their review;the Applicant stated it may take up to 8 weeks to receive this decision
38 on the easement. 3
39 J. Simons: Why can't we resolve the drainage issues now?
40 Graig Marchionda: We kept it under an acre to avoid this; to keep things moving forward. There's a nice tree on
41 the island area and we don't want to disturb that.The NOI is active and underway.
42 J. Simons: We're granting you a certain amount of regulatory relief to build something that is not allowed by right.
43 As a result,we don't want to create drainage problems. It sounds like there is potential for that.If our Town
44 Engineer has an issue and has written a lengthy memo,we want this resolved, initially.I prefer not to make a
45 decision until we have resolution.
46 L. Rudnicki: Conservation only has jurisdiction over that small area at the bottom of the driveway, there is an area
47 .just above that. Once we relinquish this, it's out of everyone's jurisdiction when we grant the Frontage Exception.

51 CONTINUED PUBLIC HEARING: 58 Country Club Circle; Application for a Watershed Special Permit under
52 Sections 4.136, 10.3 and 10.31 of the North Andover Zoning Bylaw, The Applicant proposes to construct a retaining wall, in
53 ground pool, spa,walkway,patio,fence and associated grading and landscaping in the Non-Discharge Zone and Non-
54 Disturbance Zone, The project is located within the Residential 1 (R-1)Zoning District.
55 R. Oldham: The Applicant has submitted response comments to the stormwater review;the stormwater consultant
56 has not yet responded to those comments. The Applicant has submitted a pool maintenance plan and is in the
57 process of getting a landscape plan. The wetlands delineation has still not been confirmed by Conservation.The
58 Applicant was working to get access to the wetlands on the NACC property. (A Boynton left the meeting(a-) 7.30

60 G. Zarnbouras: We have not received response from NACC. It was previously delineated in 2006 and that lasts by
61 law for three years. Per Lisa's comments, there were four notations made to the plans;we've indicated Zone A,
62 the limit of work, included low phosphorous fertilizers and the low phosphorous restriction for the area disturbed,
63 established growth and future maintenance of the lawn and noted no coal/tar sealants are to be used on the
64 property. We added slopes to the walkways and patios for runoff into the rain gardens. The grades are clearly
65 delineated; we added spot elevations on the walkways. Based on calculations, atter we complete the project the
66 rate of runoff from this site will be equal to what it is now. L. Eggleston cited a new DEP regulation for watershed
67 limiting impervious area;this regulation does not apply; as confirmed through.IEP. She cited the correct
68 regulation,but the wrong portion, There is no limit to impervious in an existing watershed.
69 L.Rudnicki: The O&M plan should identify how the homeowner should drain the pool down seven inches in an
70 emergency situation, i.e. with a pump on hand, as well as what the chemical is that should be kept on hand to
71 handle the dechlorination.

74 NEW PUBLIC HEADING: 681 Great Pond Road.Carl Aquilina: Application for a Watershed Special Permit
75 under Sections 4.136, 10.3 and 10.31 of the North Andover Zoning Bylaw, The Applicant proposes to construct a 656 square
76 foot addition to the single story ranch house in the Non-Discharge Zone. The project is located within the Residential 1 (R-1)
77 Zoning District.
78 R. Oldham: The storrnwater consultant has reviewed the plans and is satisfied with the updated plans based on her
79 initial comments. The Applicant still needs to revise the plans to reflect the erosion control and remove the
80 Conservation Zone(the home was constructed prior to 1994;this Conservation zone does not apply). He has
81 agreed to further update the plans contingent upon the Board making any additional amendments. Conservation
82 visited the site and has reviewed the wetlands.
83 J. Simons: How is the drainage coming off the roof?
84 C.Aquilina: Downspouts and gutters run to the new Storrntech dry well.
85 J. Enright: How many trees will need to be removed?
86 C.Aquilina: There will be four trees involved.
87 L. Rudnicki: You might want to prolong the life of your drywell by putting in a silt collection box.
88 MOTION: L. Rudnicki made a motion to close the Public Hearing for 681 Creat Pond Road. L.McSherry
89 seconded the motion. The vote was 4-0(A. Preston, L. Rudnicki, J Simons, L. McSheriy), unanirnous in favor.
90 MOTION: L. Rudnicki made a motion to approve the Watershed Special.Permit for 681 Great Pond Road, as
91 amended. L. McSherry seconded the motion.The vote was 4-0(A. Preston, L. Rudnicki, J. Sinions, L. McSher°ry),

94 DISCUSSIONS:
95 Master Plan Update Process Craig Seymour, Principal-RKG associates,Inc. presented their firm's strategy for
96 accomplishing the Town's Master Plan beginning with a preliminary meeting and the establishment of an advisory
97 committee. Three phases are anticipated: phase 1-Information gathering,Phase 2-the"visioning process" data
98 collection and identifying a general direction and Phase 3-assessing the information and documenting it into the
99 Master Plan recommendations. Part of the implementation of this program is evaluating your zoning regulations.
100 The process should take a year; we hope to accelerate it. We have one change,Judy Barrett is leaving us, but will.
101 continue to be involved primarily with the zoning component.
102 L. McSherry: How many people do you see on the advisory committee"?Do you make recommendations as to
103 expertise?
104 C. Seymour: We suggest 7-9 committed members. Sometimes members drop off and alternate members are good
145 bench substitutes. Seek a broad spectrum of talent, familiarity with public infrastructure,water resources,
106 engineers, Open Space knowledge,etc.
107 L. Rudnicki. Where do you see the bylaw in the cycle -towards the end or throughout?
108 C. Se our: We will do a zoning diagnostic right at the outset;your bylaw is in fairly goad shape compared to
109 others. J
110 L. Rudnicki: How can we best reach a large sector of the community?
111 C. Seymour: Public engagement,the internet,the website,public meetings, etc. will be crucial. We would like to
112 collect data prior to summer, work on visioning through the fall, documenting data and determining direction and
113 implementation through winter and spring. Engagement of the town employees and input from Department Heads
114 will be important. Managing the data is critical; defining the most important pieces; focusing on areas of concern.

116 Watershed.Informational Mailer: The current mailer was mailed on March 17, 2017 to North Andover
117 Landscapers and tributary/lake abutters.
