Albert P. Manzi III called the Meeting to order at 7:32pm

Acceptance of Minutes January 10, 2017
Doug Ludgin motions to table the minutes for January 10, 2017 until March 14, 2017.
Ellen McIntyre 2nd the motion
All in favor
January 10, 2017 minutes tabled until the next regularly scheduled ZBA meeting on March 14, 2017.
Committee Reports
Ellen McIntyre states that the Committee is proposing three options that are currently under review by Town Counsel and
will be discussed at the next OSGOD meeting. The next meeting date to be determined.
Continued Public Hearin
The Petition is for Variance(s) from Table 2 of the Zoning Bylaws (Dimensional Requirements) GERALD BRECHER C/o
DONALD F, BORENSTEIN, ESQ., JOHNSON & BORENSTEIN, LLC., for property 271 STEVENS STREET(Map 95,
Parcel 008), North Andover, MA 01845 in the R-3 Zoning District.
Albert P. Manzi III states that a time waiver has been received and
Mr. Brecher is at the podium to states that the two courts are hearing the case later in February
Ellen Mclntrye asks if the probate court makes a decision is there a wait time
Mr. Brecher states that the conservator can make a decision
Ellen McIntyre asks about the land court case
Mr. Brecher states that the probate Courts decision is the authority and will determine the outcome of the Land Court case.
Ellen Mclntrye asks if the makes a difference
Mr. Brecher states that the probate court will make a decision that will drill down to the Zoning Board of Appeals.
Albert P. Manzi III states that the Zoning Board of Appeals is not prejudiced by the personal legal proceedings,
Ellen McIntyre motions to continue until March 14, 2017

POND PASTURE LLC, for property POND PASTURE LANE @ REAR OF 575 OSGOOD STREET (Map 36, Parcel 002),
North Andover, MA 01845 in the R-1 Zoning District insubstantial change/minor modification plan review.
Bob Coppola and Paul Hedstrom are at the podium to speak on behalf of Pond Pasture/Edgewood Retirement Community
Albert P. Manzi I II states that the plot plans did not match the planning board plans and that he requested Pond
Pasture/Edgewood Retirement Community to show the Zoning Board of Appeals the revised/corrected plot plans,
There is discussion amongst the Board members and Bob Coppola and Paul Hedstrom regarding the revised/corrected plot
plan. The revision/correction shows a 40 foot section of the property that is owned by the Town of North Andover, which
was not correctly identified on the previously signed plans.
Ellen Mclntrye made a to grant a minor modification to the plot plan/replacement plan change as to the 40 foot town
property accurately portrayed on the plot of Band,
