Meeting Minutes
Tuesday,January 17, 2017

Meeting was called to order at 5:00 p.m..
Motion on Approval of Minutes from the August 22, 20,16 Meeting R. Lawson motioned to accept the meeting
minutes for August 22, 2016. S. Bernard seconded the motion.The vote was 6-0, unanimous in favor.
70 May Street Update: L. Burziaff gave a brief update on 70 May Street based on the handout provided by Yesenia Gil,
Executive Director of Bread & Roses Housing. Bread & Roses Housing has been working with Frank S. Giles 11 of Land
Consulting to prepare a site plan and mylar. Both plans are drafted; they anticipate submitting an application to the
Zoning Board of Appeals March, 2017 meeting.The site is being cleaned and prepared for construction which will be
completed by the end of the month. A grant application was submitted to TD Bank 9/2016; funding was not received for
the project in that grant cycle.Two additional grant appllications will be submitted to Charlesbank Homes and Stevens
Foundation, 1/2017 & 2/'2017. BRH will apply to the Demolition Subsidy Program through the Attorney General's office
to support funding for demolition costs.A spring 2017. demolition is anticipated.
Introduction: L. Burzlaff introduced Suzanne Egan,Town Counsel who has had affordable housing experience in other
towns.
General Affordability Discussion: L. Burzlaff mentioned there is a 5-family home for sane at 94 Main Street; currently
listed at$59910; noting this could potentially be an ideal CPC project. (J. Fitzgibbons offered to contact the seller to see
whether the Trust could offer cash,/no contingencies and close within 45 days,She added that there are only 6 homes in
North Andover currently on the market for winder$500K) L. Burzlaff noted there is a shortage of affordable senior
housing in North Andover.
J. (Enright noted that according to the bylaw Independent elderly housing is currently only allowed in the R-3 zone,
Limiting over 55 development.
S. Egan noted The AHT could remain owners of a property and entertain a management company who could draft a
lease and transfer the tithe to a non-profit; alternatively, you could draft an RFP to find a non-profit. In this scenario
there would be no landlord and the Trust, or the Town could collect the monies. An alternate option may be for the
Trust to secure new units being constructed with developers building affordable housing in town by paying the
difference between the fair market value and affordable rate. Rates could (potentially be arranged to exist in perpetuity.
Zoning could be possibly scrutinized to become inclusionary, i.e. a certain number of new units equals 2 affordable units;
or set it up in the future that the owner pays the Trust. In Rockport, MA the CPC funds the AHT and uses those monies to
subsidize rent thus creating affordable units without affecting overall value.
L. Burzlaff asked the members to consider whether the Trust should submit an application to request$100,K again from
the CPC, noting the deadline is February; or potentially request more funding?.
MOTION: R. Bernardiin made a motion to adjourn which was seconded by S Bernard. Meeting adjourned at 5:50 p.m.
The vote was 6-0, unanimous in favor. Next meeting date, pending any new business, will be scheduled by L. Burzlaff.
