Greenman-Pedersen, Inc. (GPI) has prepared this Response to Comments (RTC) memorandum to
respond to the comments provided in a November 9, 2012 letter prepared by the Town of North
Andover's traffic peer review consultant, MDM Transportation Consultants, Inc. (MDM), on the
Traffic Impact and Access Study' (TIAS) prepared for a proposed Dunkin' Donuts restaurant to
be located at 1018 Osgood Street (Routes 125/133) in North Andover, Massachusetts. We have
reviewed the comments and suggestions made by MDM and this memorandum has been
prepared to summarize our responses to address MDM's comments. A copy of the MDM letter is
provided in the Appendix for reference.
The MDM memorandum made general comments regarding the methodology used in the TIAS
to develop the study area, vehicle speeds, historical traffic growth, and no-build conditions of
which we acknowledge these comments and no response is necessary. In addition, a meeting was
held with the North Andover Town Planner, Hancock Associates, MDM, MHF Design
Consultants, Inc. (MHF), GPI, and the Applicant on November 19, 2012 to discuss the project
comments. The following responses address the outstanding comments made by MDM on the
TIAS for the proposed project.

Existing Traffic Volumes
Comment: Given the site's close proximity to North Andover Highway School and the fact
that school was not in session when the July 2012 traffic counts were
conducted, MDM recommends that the Applicant collect supplemental weekday
and Saturday traffic counts along Osgood Street at the site while school is in
session and provide a comparison of peak hour and daily traffic volumes. MDM
also recommends that the Dunkin Donuts at 982 Osgood Street be counted to
determine the existing trip generation levels and vehicle queuing for the existing
facility.
Response: As stated in the TIAS, the July 2012 traffic-count data were upwardly adjusted
by 1.2 percent to represent average-month analysis conditions. According to the
Massachusetts Department of Transportation (MassDOT) permanent count
station data for Route 125, August reflects average-month traffic conditions.
The MassDOT historical traffic-volume data also show that new traffic data
collected in December would also have to be upwardly adjusted to reflect
average-month traffic conditions. Therefore, it was decided at the
November 19th meeting that since the July traffic volumes were upwardly
adjusted to reflect average-month conditions additional traffic counts are not
needed.
Traffic volumes at the existing Dunkin' Donuts facility located at 982 Osgood
Street were not collected as that restaurant is contained within a shared site with
a gasoline station/convenience store and may not have the same trip-generation
and vehicular queue characteristics as a stand-alone restaurant. Therefore, it was
decided at the November 19th meeting that the trip-generation methodology
presented in the TIAS was appropriate.
Seasonal Adjustment
Comment: In summary, MDM recommends that the Applicant revise the season adjustment
factor based on the month that the new traffic volume counts were conducted.
The revised seasonal adjustment data and calculation should be provided for
review. Monthly sales indices should also be provided for the existing Dunkin
Donuts located at 982 Osgood Street.
Response: As detailed in the Existing Traffic Volumes response and as determined at the
November 19th meeting, no new traffic counts were required to be conducted for
the proposed project.

Collision History
Comment: In summary, MDM recommends that Applicant expand upon the crash data
presented in the TIAS to provide a more comprehensive analysis of safety
conditions along Osgood Street in the site vicinity. The Applicant should
provide the updated analysis and supporting crash data for review.
Response: As provided in the TIAS, collision data for the study area were obtained from
the North Andover Police Department for the most recent three-year period
available (2009 through 2011). The North Andover Police Department Incident
Daily Press Log used in the TIAS is provided in the Appendix.
In addition to the North Andover Police Department data, collision data were
obtained from MassDOT for the most recent three-year period available (2007
through 2009). The crash rate worksheet based on MassDOT data is provided in
the Appendix. A summary of the MassDOT collision data within the study area
is provided in Table 1.
The MassDOT collision data indicates that this segment of roadway has
experienced, on average, 6 reported collisions per year, of which the majority
were identified as angle/sideswipe collisions (67 percent) resulting in property
damage only (67 percent). In addition, it should be noted that 1 collision was
reported at the existing site driveway (1018 Osgood Street) and 3 of the
collisions over the three-year study period (approximately 1.00 per year) were
reported at 1019 Osgood Street. There were no reported fatalities along this
segment of roadway within the study time period. These collisions do not
indicate a particular pattern correctable by engineering measures. The MassDOT
Crash Report data and Crash Rate Worksheet are provided in the Appendix.

Site-Specific Growth
Comment: In summary, MDM generally concurs with the background projects using in
obtaining the No-Build traffic volumes. However, MDM recommends that the
Applicant provide the supporting trip tracing networks for each site-specific
development for review.
Response: As requested, the site-specific traffic-flow networks for 1003 Osgood Street, a
19,296 square foot mixed-use development containing retail, office, and
restaurant space, and for 1077 Osgood Street, a 3,672 square foot branch bank
for Pentucket Bank with 2 drive-through lanes and an Automated Teller
Machine lane, are provided in the Appendix.
Planned Roadway Improvements
Comment: The Applicant should verify that the MassDOT traffic signal improvements are
to be implemented with a reasonable time period. Should the MassDOT project
be delayed or put on hold, the Applicant should undertake some of the proposed
traffic signal improvements as part of an effort to mitigate the project's traffic
impacts.
Response: Based on correspondence with MassDOT and the Town of North Andover
Planning Department, the MassDOT Project #605730 is scheduled to begin
construction this winter. The bids for the project were opened on November 14,
2012 and Dagle Electrical Construction Corp is currently going through the
award process. The project has received funding from the Merrimack Valley
Planning Commission Transportation Improvement Plan (TIP). With this
information, it is not expected that the project should be delayed or put on hold.
Trip Generation
Comment: In summary, MDM recommends that the Applicant collect empirical trip
generation and vehicular queue data from the existing Dunkin' Donuts facility
and apply applicable information to the development of the proposed site.
Response: As detailed in the Existing Traffic Volumes response and as discussed at the
November 19th meeting, the existing Dunkin' Donuts facility located at
982 Osgood Street is contained within a shared site with a gasoline

November 19th meeting that the trip-generation methodology for the proposed
Dunkin' Donuts restaurant presented in the TIAS is appropriate.
Project Environmental Review (MEPA) Thresholds/MassDOT Permitting
Comment: It should be noted that Osgood Street (Route 125/133) is under State
jurisdiction and therefore a Highway Access permit will need to be obtained
from MassDOT prior to construction. The Town should require a copy of the
Highway Access Permit prior to issuance of a building permit or occupancy
permit.
Response: The project information was submitted to the MassDOT District 4 Office on
September 7, 2012. Comments were received from MassDOT on September 20,
2012. We are currently in the process of responding to these comments, which
will include the project impacts as they relate to the Massachusetts
Environmental Policy Act (MEPA) review thresholds for land, structures, and
wastewater. As stated in the TIAS, the Transportation review thresholds set
forth in 301 CMR 11.10(6)(b) for the preparation of an Environmental
Notification Form (ENF) are not expected to be exceeded. Once the MassDOT
Access Permit is received, a copy will be forwarded to the Town.
Drive-Through Lane Vehicle Queuing
Comment: In summary, MDM recommends that the Applicant revise the drive-thru
operations analysis based on empirical data to be collected at the existing
Dunkin' Donuts location and adjust to a peak season condition. The revised
analysis and supporting materials should be submitted for review.
Response: As stated in the Trip Generation response and as discussed at the November 19th
meeting, no additional traffic counts were conducted at the existing facility
located at 982 Osgood Street. To provide an alternative method of determining
projected vehicular queues at the proposed drive-through lane, project specific
information for the proposed restaurant, the walk-in/drive-through window split,
and a window service time of 30 seconds were used to estimate 95th percentile
drive-through queues for the weekday AM, weekday PM, and Saturday midday
peak hours. According to these calculations, a 95th percentile queue of
10 vehicles, 2 vehicles, and 4 vehicles can be expected during the weekday AM,
weekday PM, and Saturday midday peak hours, respectively. All drive-through
lane queuing analysis is provided in the Appendix.

The truck circulation plan for the WB-50 delivery vehicle indicates that the
delivery vehicle will have difficulty maneuvering into and around the site
without impeding driveway and on-site operations. Specifically, a WB-50
delivery vehicle is expected to drive in a portion of the drive-thru lane upon
exiting the site. MDM recommends that the Applicant address these issues and
provide updated truck circulation plans should the driveway designs be
reconfigured based on our comments above.
Response: As stated in the Site Access response, the truck turning plans will be updated by
MHF and provided within the updated Site Plan Set.
Site Trip (Internal)Distribution
Comment: MDM recommends that the Applicant base the internal distribution on the
existing store at 982 Osgood Street and provide the store transaction data for
review.
Response: As stated in the Trip Generation and Drive-Through Lane Vehicle Queuing
responses, no additional traffic counts were conducted at the existing facility
located at 982 Osgood Street. As stated in the TIAS, based on average weekday
transaction data provided by the Applicant from other Dunkin' Donuts
locations, 28 percent of the customers were revealed to be walk-ins and
72 percent of the customers utilized the drive-through window. On an average
Saturday, 33 percent of the customers were revealed to be walk-ins and
67 percent utilized the drive-through window. The transaction data provided by
the Applicant are provided in the Appendix.
Sight Distance
Comment: ...MDM recommends that Intersection Sight Distance triangles be shown to
determine the extent of vegetation maintenance at the following locations:
• The existing tree located to the south of the proposed exit driveway is
proposed to be retained. A sight triangle should be provided to determine
the extent that the tree and/or low hanging branches reduce sight distance
and should be removed.
• Sight distances to the south may be increased be eliminating roadside
vegetation in the area of utility pole #3007 (opposite the Shell service

station). A sight triangle will determine the extent that clearing will benefit
sight distance.
In addition to selective trimming of existing vegetation at the areas stated
above, MDM recommends that any proposed plantings (shrubs, bushes) or
physical landscape features should be located outside the driveway sight lines
to ensure unobstructed driver visibility.
Response: Clearing on the proposed site has already begun and the existing tree located to
the south of the proposed southern driveway has been removed. To determine if
the elimination of roadside vegetation in the area of utility pole #3007 will
benefit sight distances at the south site driveway, a 500-foot Intersection Sight
Distance line has been added to an aerial image as provided in the Appendix. As
shown on the Site Line Image, the sight line extends along the curb line;
therefore, the elimination of any overgrown vegetation in the area will only
enhance sight lines. Independent of the recommended clearing and as stated in
the TIAS, available sight distances at the site driveways exceed the minimum
American Association of State Highway and Transportation Officials
(AASHTO) Stopping Sight Distance (SSD) and Intersection Sight Distance
(ISD) requirements for safe operation based on the posted and observed speeds.
Trip Distribution
Comment: Since the proposed use already exists at 982 Osgood Street, MDM recommends
that the Applicant collect turning movement count data at the existing Dunkin'
Donuts/Shell service station driveways and compare the resulting trip
distribution to existing travel patterns along Osgood Street. MDM recommends
that the revised trip distribution patterns and supporting calculations be
provided for review.
Response: As stated in the Trip Generation, Drive-Through Lane Vehicle Queuing, and
Site Trip (Internal) Distribution responses, no additional traffic counts were
conducted at the existing facility located at 982 Osgood Street. As discussed at
the November 19th meeting, the 48 percent of new site traffic anticipated to and
from the north on Osgood Street and the 52 percent to and from the south on
Osgood Street were considered to be conservative (worse case) as it is expected
that most movements into and out of the site will be right turns due to the nature
of the facility and the existing Dunkin' Donuts facilities to the north and south
of the proposed site on the east side of Osgood Street. Since the left turns
exiting the site driveway are more critical than the exiting right turns, the higher
volume of site traffic on the more critical maneuver produces worse operating

results than may be realized. Accordingly, no changes were made to the trip-
distribution assumptions.
Build Conditions
Comment: In summary, MDM generally concurs with the methodology used in estimating
the future Build traffic volumes. However, MDM recommends that the Applicant
update the Build traffic volumes to reflect any changes made to the exiting
traffic volumes and provide the updated Build volumes for review.
Response: Based on the changes to the proposed site driveways (i.e., northern driveway
entrance-only and southern driveway exit-only with an exclusive left-turn lane
and an exclusive right-turn lane), the Site-Generated and 2017 Build traffic-flow
networks have been updated. The updated project traffic-flow networks are
provided in the Appendix.
Capacity Analysis
Comment: In summary, the driveway is expected to operate at Level of Service (LOS) F
condition with long delays and vehicle queues are expected to extend into the
site with potential impact on drive-thru operations. MDM recommends that the
driveway design be reevaluated to better accommodate the expected queuing at
the south driveway.
Response: Based on MDM and MassDOT's recommended changes to the proposed site
driveways (i.e., northern driveway entrance-only and southern driveway exit-
only with an exclusive left-turn lane and an exclusive right-turn lane), the
2017 Build capacity and queue analyses for the weekday AM, weekday PM, and
Saturday midday peak hours have been updated.
The capacity analysis methodology is based on the concepts and procedures as
described in the TIAS. The level-of-service and queue analysis results are
presented in Table 2 for the updated 2017 Build conditions and are discussed
following Table 2. All analysis worksheets are provided in the Appendix.

Osgood Street at North Site Driveway
Under 2017 Build traffic conditions, the Osgood Street major street movements
at its intersection with the proposed north site driveway are expected to operate
at optimal levels (Level-of-Service [LOS] A) during the weekday AM,
weekday PM, and Saturday midday peak hours. The two general-purpose travel
lanes along Osgood Street northbound adjacent to the site allow through traffic
to bypass vehicles turning left into the north site driveway. Queue lengths for
the left-turn movements into the site are expected to be less than 1 vehicle.
From this, it can be concluded that the proposed Dunkin' Donuts development
is not expected to have a significant impact on the operations of Osgood Street.
Osgood Street at South Site Driveway
Under 2017 Build traffic conditions, the Osgood Street major street movements
at its intersection with the proposed south site driveway are expected to operate
at optimal levels (LOS A) during the weekday AM, weekday PM, and Saturday
midday peak hours. The left-turn movements from the south site driveway are
expected to operate with long delays (LOS F) while the right-turn movements
are expected to operate at LOS B during the weekday AM, weekday PM, and
Saturday midday peak hours. The volume-to-capacity ratios, however, are
expected to be well below 1.00 (0.74 or less) indicating there will be ample
capacity available with the proposed development in place. Based on the
analyses, vehicular queues for the left-turn movement exiting the driveway are
expected to be approximately 4 vehicles during the weekday AM peak hour and
approximately 2 vehicles during the weekday PM and Saturday midday peak
hours. Vehicular queues for the right-turn movements exiting the driveway are
expected to be less than 1 vehicle. These projected vehicular queues are
anticipated to be accommodated on-site and not affect operations on Osgood
Street. As discussed at the November 19th meeting, sending 48 percent of the
new traffic to the north (i.e., exiting left turns) may be conservative (worse case)
as most movements exiting the site are expected to be right turns due to the
nature of the facility and the existing Dunkin' Donuts facilities to the north and
south of the proposed site on the east side of Osgood Street. Therefore, the
intersection operations are expected to be better than as modeled with less
traffic on the critical left-turn exiting movement.
In addition and as stated in the TIAS, the analysis results are expected to be
better than as modeled if motorists accept smaller gaps in the traffic stream
along this section of Osgood Street. Additionally, the analysis model does not
account for the nearby traffic signals located on Osgood Street at Great Pond
Road (Route 133) to the north and at Sutton Street to the south. These traffic

signals provide gaps in the traffic stream which allow motorists more
opportunity to enter and exit driveways and curb cuts along Osgood Street.
From this, it can be concluded that the proposed Dunkin' Donuts development
is not expected to have a significant impact on the operations of Osgood Street.
Site Circulation
Comment: MDM has reviewed the Site Plan and has the following comments:
0 In order to reduce conflict points along Osgood Street and to eliminate the
conflict between exiting vehicles and patrons destined to the drive-thru, the
proposed northerly driveway should be designed as an enter-only driveway.
• The pavement markings designating the drive-through lane should be
extended to and terminated at the parking field so that motorists can clearly
differentiate between the drive-thru lane and the by-pass lane.
• Parking stalls that could be obstructed by vehicles stacked in the drive-thru
lane should be designated for employee parking so as to limit the frustration
to patrons.
Response: As recommended by MDM and as commented on by MassDOT, the northern
site driveway has been modified to an entrance-only driveway.
The updated Site Plan has revised the parking field, as well as the drive-through
lane and by-pass lane area. With these modifications, the pavement markings
have been extended to be visible from the parking field.
The Applicant is willing to designate employees to park in the stalls that could
be obstructed by vehicles stacked in the drive-through lane. If the Town wishes,
EMPLOYEE PARKING signs can be installed.
On-Site Parking
Comment: MDM notes that a parking study was not conducted as part of the TIAS. Given
that the Applicant does not meet the zoning requirements for the number of
required parking spaces, MDM recommends that the Applicant conduct a
parking study to determine if the number of proposed parking spaces will
adequately accommodate anticipated patron demand. The analysis should
include parking data collected at a local, freestanding Dunkin' Donuts
restaurant.

Response: As requested, a parking demand evaluation was conducted at an existing
freestanding Dunkin' Donuts restaurant (3,527 square feet) located at
450 Broadway in Methuen, Massachusetts. This facility was chosen as
Broadway has similar characteristics as Osgood Street in that they both provide
two lanes in each direction, directional flow is separated by a double-yellow
centerline, and they have comparable daily traffic volumes. According to
historical traffic-volume data(South Broadway north of Lawrence Road) carried
approximately 22,000 vehicles per day in 20112 and the TIAS depicted that
Osgood Street carried approximately 25,660 vehicles per weekday. The New
Hampshire Department of Transportation historical traffic-volume data is
provided in the Appendix.
A parking demand survey was conducted at the Methuen Dunkin' Donuts
parking lot during the weekday AM peak period (7:00 AM to 9:00 AM) and the
Saturday midday peak period (11:00 AM to 2:00 PM) in 15-minute increments.
The time periods selected for evaluation were determined based on discussion at
the November 19th meeting with the Town of North Andover's traffic peer
review consultant, Mr. Daniel J. Mills, P.E., PTOE, of MDM. The survey
included noting the number of parked vehicles and the number of available
parking spaces. The observations were conducted on Thursday, December 6,
2012, and on Saturday, December 8, 2012. The parking demand survey data for
the parking areas are provided in the Appendix. Table 3 summarizes the total
number of occupied parking spaces during each 15-minute interval within the
Methuen Dunkin' Donuts parking lot.
As shown in Table 3,the peak parking demand for the weekday AM peak period
was found to be 13 vehicles and occurred at 7:45 AM and at 8:45 AM, and the
peak parking demand for the Saturday midday peak period was found to be
17 vehicles and occurred at 11:00 AM. Based on these observations, there were
18 remaining available parking spaces (31 total provided minus 13 occupied)
during the weekday AM peak demand period and 14 remaining available
parking spaces (31 total provided minus 17 occupied) during the
Saturday midday peak demand period. A graphical representation of the parking
survey results for the Methuen Dunkin' Donuts parking lot is provided in the
Appendix.

These parking observation data reveal that the parking areas are only
±42 percent utilized (13 occupied/31 total) during the weekday AM peak
parking demand period and only ±55 percent utilized (17 occupied/31 total)
during the Saturday midday peak parking demand period. Therefore, the
observations suggest that the proposed 19 parking spaces to be provided on the
site would accommodate the peak parking demands of the Dunkin' Donuts
restaurant.
Mitigation Measures
Comment: MDM notes that no off-site mitigation is proposed in the TIAS. We recommend
that the Applicant provide off-site mitigation to allow for enhanced access/
egress for vehicles and pedestrians and to address the traffic impacts and safety
issues related to the project. In addition, MDM recommends that the Applicant
undertake some level of traffic signal improvements at adjacent intersections
should MassDOT'S traffic signal betterment project be delayed or put on hold.
Response: As provided within this RTC memorandum, the proposed Dunkin' Donuts
development is not expected to have a significant impact on the operations of

STUDY AREA
MDM has reviewed the study area relative to the proposed project development, which consists
of the following roadways and intersections:
• Osgood Street(Routes 125/133) at Proposed Northern Site Driveway(Unsignalized)
• Osgood Street(Routes 125/133) at Proposed Southern Site Driveway (Unsignalized)
Based on our review of the project area and given the nature of the project (relocation of an
existing use), MDM generally concurs with the selection of the above study intersections. MDM
would normally recommend the study of additional intersections, including the Route
125/Sutton Street and Route 125/Great Pond Road signalized intersections, however, since the
project involves the relocation of an existing use within the site vicinity, the proposed use
generates substantial pass-by traffic and MassDOT intends to undertake traffic signal
equipment upgrades at both intersections, we do not believe that these intersections warrant
analysis at this time.
EXISTING TRAFFIC VOLUMES
MDM has reviewed the existing daily traffic volume summary and methodology for obtaining
the existing traffic volumes as presented in the TIAS. MDM notes that daily traffic volumes
were collected along Osgood Street at the site to include Saturday, July 14, 2012 through
Thursday, July 19, 2012.
Given the site's close proximity to North Andover High School and the fact that school was not in session
when the July 2012 traffic counts were conducted, MDM recommends that the Applicant collect
supplemental weekday and Saturday traffic counts along Osgood Street at the site while school is in
session and provide a comparison of peak hour and daily traffic volumes. MDM also recommends that
the Dunkin Donuts at 982 Osgood Street be counted to determine the existing trip generation levels and
vehicle queuing for the existing facility.
SEASONAL ADJUSTMENT
A seasonal adjustment factor of 1.2 percent was applied to the existing traffic volumes as it was
deemed by the Applicant that July is a below-average travel month based on the Applicant's
review of MassDOT permanent count station data. As discussed above, the Applicant should
collected updated traffic volume data along Osgood Street when North Andover schools are in
session. Once the revised traffic volume data has been collected, MDM recommends that the

Applicant review MassDOT permanent count station data and determine if further seasonal
adjustment is necessary.
In summary, MDM recommends that the Applicant revise the seasonal adjustment factor based on the
month that the new traffic volume counts are conducted. The revised seasonal adjustment data and
calculations should be provided for review. Monthly sales indices should also be provided for the existing
Dunkin Donuts located at 982 Osgood Street.
COLLISION HISTORY
MDM has reviewed the collision summary and crash rate calculations provided in the TIAS
which were based on North Andover Police Department records and presented a study period
of 2009 through 2011, the most current three-year period available. MDM notes that the police
department logs were not provided in the TIAS and that the analysis provided by the Applicant
only includes the total number and severity of crashes. In order to more accurately assess the
safety conditions of Osgood Street in the study area, MDM recommends that the Applicant
provide a more in depth analysis indicating the type of collision, time of day, and roadway
condition for each crash. The Applicant should base the data on individual police crash reports
(not just a crash log) and/or MassDOT crash data for the most recent 3-year period available.
In summary, MDM recommends that Applicant expand upon the crash data presented in the TIAS to
provide a more comprehensive analysis of safety conditions along Osgood Street in the site vicinity. The
Applicant should provide the updated analysis and supporting crash data for review.
VEHICLE SPEEDS
MDM has reviewed the vehicle speed data presented in the TIAS. The Applicant used
automatic traffic recorders (ATRs) along Osgood Street at the site driveway to collect vehicle
speeds in both travel directions. The ATR data was collected in July 2012 and indicates that the
average observed travel speed along Osgood Street is between 35 miles per hour (mph) and 36
mph and the 851h percentile travel speed is between 40 mph and 41 mph consistent with the
posted speed limit of 40 mph. MDM generally concurs with the vehicle speed analysis and
methodology. No further analysis of vehicle speed data is required.
HISTORICAL TRAFFIC GROWTH
MDM has reviewed the use of a 0.5 percent per year annual growth rate over a 5-year design
horizon as reported in the TIAS which was based on permanent count station data compiled by
MassDOT for the area and coordination with the Merrimack Valley Planning Commission
(MVPC). Since no back-up materials were provided in the TIAS, MDM has conducted our own

review of historical traffic growth trends using MassDOT permanent count station data. MDM
concurs that the area, on average, has experienced a flat or declining annual growth rate and
concurs that the use of a half (0.5) percent per year growth rate is appropriate for planning
purposes.
In summary, MDM generally concurs with the use of a 0.5 percent annual growth rate applied over a 5-
year period. No further traffic growth analysis is required.
SITE—SPECIFIC GROWTH
According to the TIAS,the Applicant contacted Town of North Andover officials to determine if
there are any planned or proposed area developments likely to affect the study area. Two (2)
projects were identified and found to be applicable for the study:
• Mixed-Use Development: 19,296 sf retail, office and restaurant space
(1003 Osgood Street)
• Pentucket Bank Branch Office: 3,672 sf Bank with drive-thru lanes and ATM
(1077 Osgood Street)
Based on MDM's research of the Massachusetts Environmental Policy Act's website, there does
not appear to be any additional area developments proposed that would significantly impact
the study locations. Therefore, MDM generally concurs with the use of the above background
projects in obtaining the No-Build traffic volumes. To confirm that the future traffic volumes
presented in the TIAS include the background projects, MDM reconunends that the Applicant
provide the trip tracings for each development for review.
In summary, MDM generally concurs with the background projects used in obtaining the No-Build
traffic volumes. However, MDM recommends that the Applicant provide the supporting trip tracing
networks for each site-specific development for review.
PLANNED ROADWAY IMPROVEMENTS
MDM has reviewed the discussion regarding planned roadway improvements as presented in
the TIAS. MDM has reviewed the MassDOT project database and is in general agreement that
MassDOT is currently planning signal improvements along Osgood Street. At this time, the
improvements appear to be limited to the Route 125/Sutton Street and Route 125/Great Pond
Road intersections and do not include any capacity improvements along Osgood Street within
the study area.

The Applicant should verifij that the MassDOT traffic signal improvements are to be implemented within
a reasonable time period. Should the MassDOT project be delayed or put on hold, the Applicant should
undertake some of the proposed traffic signal improvements as part of an effort to mitigate the project's
traffic impacts.
NO-BUILD CONDITIONS
MDM has reviewed the No-Build conditions presented in the TIAS and is in general agreement
with the methodology presented; specifically, that the No-Build traffic volumes are obtained by
increasing the existing traffic volumes by 0.5 percent per year over 5 years and adding
incremental traffic associated with the two identified background developments.
TRIP GENERATION
Trip generation estimates for the site were based on trip rates published by the Institute of
Transportation Engineers (ITE) — 8th Edition for land use code (LUC) 937 —Coffee/Donut Shop
with Drive-Through Window. MDM acknowledges that the use of ITE standard trip rates is
generally an appropriate basis for calculating trip generation estimates in the absence of
applicable site-specific empirical data. However, since the proposed use is the relocation of an
existing facility, MDM recommends that the Applicant estimate the proposed trip generation
based on actual trip data, transaction data and seasonal factors for the existing Dunkin Donuts
restaurant for comparison purposes. Data collected should include, at a minimum, the
following peak hour information:
❑ Dunkin' Donuts Drive-Thru Trips
❑ Dunkin' Donuts Walk-In Trips
❑ Dunkin' Donuts/Gas Station Shared Trips
❑ Turning Movement Counts and Queue Observations of Dunkin Donut Patrons at the
Route 125 Driveways
❑ Drive-Thru Queue Observations
MDM has also reviewed the 25 percent pass-by rate used for the proposed Dunkin' Donuts
which is below the ITE average pass-by rate of 49 percent. MDM generally concurs that the use
of a 25 percent pass-by rate is consistent with MassDOT guidelines and appropriate for this
project.
In summary, MDM recommends that the Applicant collect empirical trip generation and vehicle queue
data from the existing Dunkin' Donuts facility and apply applicable information to the development of
the proposed site.

PROJECT ENVIRONMENTAL REVIEW(MEPA) THRESHOLDS/MASSDOT PERMITTING
MDM has reviewed the MEPA threshold requirements discussion presented in the TIAS. MDM
generally concurs that, based on the current site plan and ITE Trip Generation rates, MEPA
review is not required based on daily traffic generated and proposed parking supply.
However, MEPA has many thresholds to determine if a project warrants MEPA review and
MDM recommends that the Applicant ensure that none of the other thresholds are met.
It should be noted that Osgood Street (Route 125/133) is under State jurisdiction and therefore a
Highway Access permit will need to be obtained from MassDOT prior to construction. Die Town should
require a copy of the Highway Access Permit prior to issuance of a building permit or occupancy permit.
DRIVE-THROUGH LANE VEHICLE QUEUING
MDM has reviewed the Dunkin' Donuts drive-through analysis presented in the TIAS. The
Applicant stated that data from similar sites was utilized in estimating the anticipated drive-
thru queue. However, MDM notes that the Applicant did not provide the supporting materials
for this analysis nor identify the location of the similar sites. Additionally, it does not appear
that the analysis was based on data specific to Dunkin' Donuts. Based on past experience,
MDM finds that drive-thru operations at Dunkin' Donuts locations are unique relative to other
fast food restaurants with drive-thru windows. Therefore, MDM recommends that the
Applicant collect drive-thru delay and queuing data from the existing Dunkin' Donuts facility
at 982 Osgood Street. The Applicant should then revise the drive-thru operations analysis
based on the collected empirical data.
In summary, MDM recommends that the Applicant revise the drive-thru operations analysis based on
empirical data to be collected at the existing Dunkin' Donuts location and adjusted to a peak season
condition. The revised analysis and supporting materials should be submitted for review.
SITE ACCESS
MDM has reviewed the proposed access/egress driveways as outlined in the TIAS and Site
Plan. Under the proposed plan, the existing driveway will be shifted to the north slightly to
become an exit-only driveway and a new full-access driveway will be constructed in the
northern part of the site, resulting in two exit points onto Osgood Street. MDM notes that the
provision of two access driveways along Osgood Street (a four-lane bi-directional roadway)
creates unnecessary additional conflicts in a built-up area that already includes numerous curb
cuts. Additionally, the proposed northern full-access driveway is proposed to be immediately
adjacent to the exit-only driveway serving the plaza at 1060 Osgood Street. MDM recommends
that the Applicant revised the access design in order to reduce the potential for vehicular

conflicts along Osgood Street. Specifically, the Applicant should convert the proposed northern
driveway into an enter-only driveway. In addition, the proposed driveway appears to be
designed to an 8 percent grade which is generally considered to be on the high side for
commercial driveways on high volume roadways. The Applicant should consider reducing the
proposed slope to facilitate entering movements from Route 125/133.
Given that there are no sidewalks along Route 125, a pedestrian connection should be provided
to the adjoining properties, particularly to the plaza at 1060 Osgood Street.
In summary, MDM recommends that the Applicant consider alternative access designs that minimize
vehicular conflicts, provides pedestrian connections to adjacent parcels,facilitates entering movements
from Route 125 and that can accommodate delivery vehicle and emergency vehicle access/egress.
MDM also notes that the driveway detail on Sheet 10 incorporates a sidewalk design which does not
appear to be proposed along the site frontage. The Applicant should clarify the design intent.
TRUCK CIRCULATION
MDM has reviewed the Truck Circulation Plan which indicates that a fire truck will be able
adequately enter, circulate and exit the site from the south. The Applicant should demonstrate
that trucks are capable of entering from the north and confirm that the fire truck used in the
circulation plan is the largest emergency apparatus used by the North Andover Fire
Department. If a larger apparatus than that presented in the Truck Circulation Plan may be
used, MDM recommends that the Applicant also provide a circulation plan for the larger
emergency apparatus.
The truck circulation plan for the WB-50 delivery vehicle indicates that the delivery vehicle will
have difficulty maneuvering into and around the site without impeding driveway and on-site
operations. Specifically, a WB-50 delivery vehicle is expected to have to cross into the opposing
travel lane and cross over at least two parking spaces upon entering the site. Additionally, a
WB-50 delivery vehicle is expected to drive in a portion of the drive-thru lane upon exiting the
site. MDM recommends that the Applicant address these issues and provide updated truck
circulation plans should the driveway designs be reconfigured based on our comments above.

SITE TRIP (INTERNAL) DISTRIBUTION
MDM has reviewed the internal distribution of Dunkin' Donuts walk-in trips and drive-thru
trips. Per the TIAS, the distribution was based on transaction data provided by the Applicant
from other Dunkin' Donuts locations. However, the supporting data was not provided in the
TIAS nor were the other Dunkin Donuts locations identified.
MDM recommends that the Applicant base the internal distribution on the existing store at 982 Osgood
Street and provide the store transaction data for reviezu.
SIGHT DISTANCE
MDM has reviewed the stopping sight distance (SSD) and intersection sight distance (ISD)
analysis provided in the TIAS. MDM is in general agreement with the findings regarding
stopping sight distance, specifically, that AASHTO minimum-recommended stopping sight
distances are satisfied approaching the proposed site driveway locations. MDM also concurs
that minimum ISD criteria established by AASHTO is satisfied for views from the site
driveway, however, MDM recommends that Intersection Sight Distance triangles be shown to
determine the extent of vegetation maintenance at the following locations:
• The existing tree located to the south of the proposed exit driveway is proposed to
be retained. A sight triangle should be provided to determine the extent that the tree
and/or low hanging branches reduce sight distance and should be removed.
• Sight distance to the south may be increased be eliminating roadside vegetation in
the area of utility pole #3007 (opposite the Shell service station). A sight triangle will
determine the extent that clearing will benefit sight distance.
In addition to selective trimming of existing vegetation at the areas stated above, MDM recommends that
any proposed plantings (shrubs, bushes) or physical landscape features should be located outside the
driveway sight lines to ensure unobstructed driver visibility.
TRIP DISTRIBUTION
The directional distribution of development-related trips on the roadway network was based on
existing travel patterns along Osgood Street.
Since the proposed use already exists at 982 Osgood Street, MDM recommends that the Applicant collect
turning movement count data at the existing Dunkin' Donuts/Shell service station driveways and
compare the resulting trip distribution to existing travel patterns along Osgood Street. MDM

recommends that the revised trip distribution patterns and supporting calculations be provided for
review.
BUILD CONDITIONS
MDM has reviewed the Build conditions presented in the TIAS and is in general agreement
with the methodology presented; specifically, that the Build traffic volumes were obtained by
adding the additional traffic generated by the proposed Dunkin' Donuts to the No-Build traffic
volumes. MDM notes that, per the TIAS, no credit was taken for the trips generated by the
existing Dunkin' Donuts use. MDM generally concurs with this methodology since another use
may infill the vacancy left behind at the existing site when Dunkin Donuts relocates.
MDM notes that comments relative to the existing traffic volumes are discussed above. Any
revisions made to the existing traffic volumes as a result of said recommendations should be
carried through to the Build condition traffic volumes. Revised Build traffic volumes should be
submitted for review.
In summary, MDM generally concurs with the methodology used in estimating the future Build traffic
volumes. However, MDM recommends that the Applicant update the Build traffic volumes to reflect any
changes made to the existing traffic volumes and provide the updated Build volumes for review.
CAPACITY ANALYSIS
MDM has reviewed the Level of Service (LOS) analysis contained in the TIAS and determined
that it has generally been prepared in conformance with standard traffic engineering practice.
According to the TIAS, movements from the proposed site driveway will operate at LOS F
during the weekday morning and weekday evening peak hours and LOS D/E during the
Saturday midday peak hour. MDM notes that the Applicant provides a supplemental analysis
based on use of a shorter gap time. MDM generally agrees that some motorists may accept
shorter gaps n1 the Osgood Street travel stream than the default gap time used in the Synchro@
software analysis which may result in shorter delays than what is presented in the TIAS.
However, since not all of the motorists will accept a shorter gap and a gap study has not been
provided for nearby driveways supporting the use of a shorter gap time, the access design
should be based on the capacity analysis using the default gap time utilized in the Synchro®
capacity analysis software.
The TIAS also states that 4 vehicles will queue at the south driveway which could impact drive-
thru operations and potentially lead to longer drive-thru queues. The Applicant should address
this issue while taking into consideration our recommendation to restricting exiting movements
from the northerly driveway.

In summary, the driveway is expected to operate at Level of Service (LOS) F condition with long delays
and vehicle queues are expected to extend into the site with potential impact on drive-thru operations.
MDM recommends that the driveway design be reevaluated to better accommodate the expected queuing
at the south driveway.
SITE CIRCULATION
MDM has reviewed the Site Plan and has the following comments:
• In order to reduce conflict points along Osgood Street and to eliminate the conflict
between exiting vehicles and patrons destined to the drive-thru, the proposed northerly
driveway should be designed as an enter-only driveway.
• The pavement markings designating the drive-through lane should be extended to and
terminated at the parking field so that motorists can clearly differentiate between the
drive-thru lane and the by-pass lane.
• Parking stalls that could be obstructed by vehicles stacked in the drive-thru lane should
be designated for employee parking so as to limit the frustration to patrons.
ON-SITE PARKING
MDM notes that a parking study was not conducted as part of the TIAS. Given that the
Applicant does not meet the zoning requirements for the number of required parking spaces,
MDM recommends that the Applicant conduct a parking study to determine if the number of
proposed parking spaces will adequately accorrunodate anticipated patron demand. The
analysis should include parking data collected at a local, freestanding Dunkin' Donuts
restaurant.
MITIGATION MEASURES
MDM notes that no off-site mitigation is proposed in the TIAS. We recommend that the
Applicant provide off-site mitigation to allow for enhanced access/egress for vehicles and
pedestrians and to address the traffic impacts and safety issues related to the project. In

MDM believes that the TIAS prepared by the Applicant generally conforms to standard traffic
engineering practice. However, several elements of the TIAS should be revised and or
expanded to provide a comprehensive review of the project and its potential impacts. We

Measurements of numerous such developments conducted by the Institute of Transportation
Engineers (ITE) have established trip generation rates which have been standardized for
analysis purposes. The rates at which commercial projects generate vehicle-trips depend on
the type of commercial project; i.e., restaurant versus specialty retail versus office development
projects. Accordingly, the ITE Trip Generation Manual was researched with the appropriate
vehicle-trip generation characteristics applied to the proposed project.
Based on the Institute of Transportation Engineers (ITE) trip generation rates, it is anticipated
that the 25,000 SF commercial restaurant/retail/office development project would generate
approximately 1,206 vehicle-trips per day. This daily volume would be split evenly with 603
vehicle-trips entering and 603 vehicle-trips exiting the site over the course of the entire 24-hour
day. More importantly, during the weekday morning peak hour, the proposed development
project would generate a total of 90 vehicle-trips with 53 vehicle-trips entering and 37 vehicle-
trips exiting the project site. Similarly, during the evening peak hour, the project would generate
120 vph, 59 vph entering and 61 vph exiting. The remaining vehicle-trips would occur over the
course of the day. Table 4 summarizes the peak-hour and daily project-generated traffic
volumes for the entire project.

TRAFFIC DISTRIBUTION/ASSIGNMENT,
Directional distribution of generated trips to and from the proposed development is expected to
follow the existing traffic patterns which, in tum, are a function of population densities, shopping
opportunities, areas of employment and recreational activities. Accordingly, the directional split
of the new trips originating from, or destined to, the development was based on existing traffic
patterns as observed for this study.
The site-generated traffic volumes were superimposed onto the 2015 No Build traffic volume
networks creating the 2015 Build traffic volume networks. Figure 4 graphically presents the
2015 Build weekday morning and evening peak-hour traffic volume networks.

for a proposed Dunkin' Donuts just south of the Pentucket Bank project. Based on my conversation with Judy, we will
need to include each other as background developments in each our traffic studies.
Our project includes the construction of a 2,250 square foot Dunkin' Donuts with a drive-through window with one full
access/egress driveway and one egress only driveway at 1018 Osgood Street. The existing Dunkin' Donuts just south of
the site in the Shell gas station plaza is being relocated to the proposed site. I have not yet developed my site-generated
traffic volume networks or investigated any potential off-site roadway improvements, but will forward that information
along to you once it is completed.
