Manzi, Jr., Vice Chairman, Joseph W. Lynch, Jr., Deborah A. Feltovic, John T. Mabon, Douglas W. Saal. Member Absent: Sean F. McDonough. Staff Member Present: Heidi M. Gaffney, Conservation Field Inspector Meeting came to Order at: 7:03PM Quorum Present. Pledge of Allegiance Public Hearings: 7:04 PM 242-1689, Salem Street (Lots 1-3) (Livingstone Development Corporation) (Norse Environmental Services, Inc.) (cont. from 2/8/17)  The applicants, Tania Hartford and David Steinberg of RCG and David Giangrande of Design Consultants, Inc. are present.  The applicants discuss the project.  The field inspector states that she received a phone call from Lisa Eggleston of Eggleston Environmental stating that the project is generally acceptable to her, but she does question the board system and the possibility to raise the water level higher in the pond than current conditions.  Mr. Lynch asks about the emergency certification.  The commission discusses with the applicants the headwall work and what will be done with the old pipes.  The applicants state that the old pipes will be left in place and filled with concrete.  The applicants state that they need the shop drawings on the structures to be installed.  Mr. Manzi asks if they can install some type of warning system to prevent a similar failure problem in the future.  The applicants discuss that they can possibly camera or do a physical inspection during low flow conditions.  Mr. Napoli states that is sounds like things are in good shape and they can address any issues that Eggleston Environmental may have.  The applicant requests a continuance to finalize the plans and address any comments or issues that Eggleston Environmental has.  A motion to grant a continuance to the March 8, 2017 meeting is made by Ms. Feltovic, seconded by Mr. Manzi.  Vote unanimous. (cont. from 2/8/17)  Ken Lania of Cornerstone Land Consultants, Inc. is present.  The field inspector briefly reviews the project status.  Mr. Lania discusses Lisa Eggleston’s comments and how he’s addressed them stating that he can add a post and rail fence as a physical barrier around the bio-retention area to prevent any inadvertent clearing beyond the bio-retention area.  Mr. Lynch reviews Lisa Eggleston’s comments regarding the maintenance and need for a fence.  Mr. Lania states that he will work with Jen regarding any trees that can be kept and the fence.  Mr. Manzi states that the fence needs to be something better than a post and rail.  Mr. Lania states that it can be a stockade fence.  The commission discusses that the fence needs to be see through but permanent such as chain link, as a solid stockade style would encourage dumping behind the fence.  Mr. Lania states he can work on what will work best for a fence and requests a continuance.  A motion to grant a continuance to the March 8, 2017 meeting is made by Mr. Manzi, seconded by Mr. Lynch.  Vote unanimous. Document:  E/Mail prepared by Civil Design Group, LLC request for a continuance to the March 8, 2017 meeting dated February 17, 2017 242-1700, 203 Cotuit Street (Deschamp) (Norse Environmental Services, Inc.)  Maureen of Norse Environmental is present.  The field inspector briefly reviews the status of this filing and the proposed work.  Maureen discusses the proposed project and reviews the patio work that has already been done as well as the history of the lot.  Mr. Napoli states that the pool as proposed is not approvable.  Mr. Lynch discusses the proposal before them and asks how this project got to this point.  The field inspector reviews the work on the patio that has already been started and the Enforcement Order status which lead to the current filing.  Mr. Mabon discusses that a waiver may be allowable for the patio and discusses that an above ground may be eligible for a waiver but the currently proposed pool looks oversized and they should consider reducing the size and relocating the pool.  Mr. Saal states that they should look at relocating the pool to the side of the house outside of the 50’ no-build zone.  Maureen discusses the commissions comments and her clients wishes and asks about the proposed fire pit and what might be possible to do on the lot.  Mr. Manzi states that there is a lot of room for modification of the plan to get what the owners want but that things need to be moved around.  Mr. Manzi and the commission discuss what may be possible.  Mr. Manzi states that the proposal needs to be changed and they need to come back.  The commission discusses what to do about the EO and that it will be tabled pending the submittal of a more approvable plan.  Mr. Mabon states that it is always a good idea to enhance the no-disturbance zone as mitigation.  A motion to continuance to the March 8, 2017 meeting is made by Ms. Feltovic, seconded by Mr. Lynch.  Vote unanimous. (cont. from 2/8/17)  The field inspector states that the planning board voted to release the bond at their 2/21/17 meeting pending the submittal of proof of maintenance of the stormwater system, and that the conservation commission has already received proof of maintenance.  A motion to issue the COC is made by Mr. Mabon, seconded by Ms. Feltovic.  Vote unanimous. Lombard, LLC request for continuance to the March 22, 2017 meeting dated February 15, 2017 Request for Determination of Applicability 1160 Great Pond Road (Brooks School) (Whitman & Bingham Associates) (cont. from 2/8/17)  The field inspector states that the planning board heard this at their 2/21/17 meeting and that Rebecca in the planning department stated that the planning board will be requiring soil testing for the soil that will be used as fill in the area of the field regrading.  The commission discusses that they do not want to close the hearing until planning is satisfied with the filing.  A motion to grant a continuance to the March 8, 2017 meeting is made by Mr. Lynch, seconded by Mr. Manzi.  Vote unanimous.
