The Application for a Special Permit-Watershed Permit is made to perform work within the Non Discharge and
Non-Disturbance Zone of Lake Cochichewick and the 100 foot buffer zone of an adjacent bordering vegetated
wetland resource within the Watershed Protection Overlay District. The work is associated with the construction
of a single family home in a residential district. The work, due to the small amount of proposed impervious
surface,will not, in my opinion, significantly degrade the quality or quantity of water entering Lake
Cochichewick.

Project Description
The proposed project involves the construction of a single family dwelling with appurtenant
driveway,lot grading and utilities on an existing 42,720±square foot parcel on the northerly side of
Great Pond Road. Portions of the work are within the Non-Discharge buffer zone and the Non-
Disturbance buffer zone of Lake Cochichewick and the 100-foot buffer zone of bordering vegetated
wetlands. No perennial streams are shown on or near to the lot according to the USGS
Massachusetts StreamStats web page and program. Much of the existing lot, where the work is
proposed, is already cleared and consists of lawn. No wetland areas will be disturbed. In all areas
adjacent to bordering vegetated wetlands, the twenty-five foot no disturb zone and no-build zone
will be maintained.
The Applicant's property is depicted on North Andover Assessor Map 62 Lot 19. The property is
located in the north of town on the northerly side of Lake Cochichewick and Great Pond Road,
about 0.75 miles east of the intersection of Great Pond Road(Rt 133) and Osgood Street (Rt 125).
The wetland resource areas in the vicinity of the parcel were flagged by Greg Hochmuth in
December 2012 and located by an instrument survey conducted by Andover Consultants in
December of 2012. There are no wetland areas on the lot.
A copy of the Estimated Habitat map is attached. There are no estimated habitats of rare wetlands
wildlife or certified vernal pools on or near the lot according to the Natural Heritage and
Endangered Species Program website.
A copy of the Flood Insurance Rate Map is attached. The parcel is not in the floodplain per Flood
Insurance Rate Map 25009CO228F, dated July 3, 2012.
Soils on the lot were mapped by the USDA Natural Resources Conservation Service (NRCS) as
Paxton fine sandy loam(map unit 306C). The Paxton soil is assigned to Hydrologic Soil Group C
(HSG C) and is a soil with a low infiltration rate when thoroughly wetted.
Since the project consists of the construction of a single family house,the project is exempt from
the MADEP Stormwater Management Standards. However, any runoff from impervious surfaces
within the Non-Disturbance and Non-Discharge buffer zones shall, to the extent possible,be
recharged on site and diverted to areas covered with vegetation(Watershed Protection District,
section 4.136.4.g). The total proposed impervious surface amounts to approximately 6,900 square
feet. A 2-foot wide swale with a stone trench invert is proposed to intercept all the runoff from the
driveway, while the house and walkway will discharge over the surface of the lawn. Using the
MADEP Stormwater Standard for recharge for a HSG C soil, the target depth is 0.25 inches. The
required volume of recharge is (0.25/12) x 6900= 144 cubic feet. The proposed stone trench is 236
feet long by 2 feet wide by 10 inches deep and provides a void space volume of 236 x 2 x 0.83 x
0.40= 157 cubic feet. The terminus of the swale discharges into a 60 foot flat swale in the
southeast portion of the lot to further store/infiltrate surface water runoff from the drive.
The proposed dwelling will be connected to the existing sewer within Great Pond Road and not be
on a septic system so nitrogen and phosphorous contributions to the groundwater will be minimal
and typical of surrounding residential uses. During construction, the perimeter of the work will be
protected with staked hay bales to prevent migration of sediment from the site until final
stabilization.
