Discussions:
multiple leaks utilizing 'water collection devices'
current clay tile roofs have nails holding them which have rusted and there is no flange
around the nail head
life safety issues
- due to the large amount of money needed may need to be phased project: 3-5 year
plan, but preferably 1-2 year plan.This presents a sequence problem if done in phases.
Tile roofs are above, rubber roofs are below.
- Capital Improvement Plan beginning with life safety
- 1907, 1968 and 1996 construction diagrams and materials used
- warranty periods have.expired
- roof traffic (custodian, air conditioning, maintenance personnel)
- review of testing results performed by Gale Associates Roof Evaluation Report October
22, 2015
- review of diagram showing Library Project Phases
- review of Stevens Memorial Library Building Envelope Stqd What repairs will cost,
based on the engineering study's best guess. This is not a bid or an estimate, It is from
Kathleen and Steve Foster based on what Gale Associates recommended
- renovation is considered Historic Preservation in part or whole due to keeping design
and integrity of the library intact
- shelf-life of repair/ maintenance plan/ warranty (New code mentions tiles to be attached
in a different way — hook mechanism)
- Steve Foster to lead Quality Inspection Team He estimates life expectancy of rubber
roof—20 years, and clay tiles — 50+ years.
- criteria requested from CPA regarding 'next step procedure'for application guidelines

Concerns were voiced regarding:
- if roof has been leaking for many years, what is underneath, will this hold the project up
and where will money come from.
- air quality may be compromised
paint removal
- 5% contingency 1
- Capital Improvement Plan Request i
phasing this project versus one fell swoop
time line/sequence/pricing
clarification given regarding "refasten"versus"replace" and subsequent pricing
insurance claims
logistics of project
safety; securing entrances
moving library during construction versus cordoning ofcertain areas

Next Step to include;
- hire a Roof Design Engineer.
- plan to be contingent if done in phases or all at once (full design, or smaller phased
projects)
- price escalation/years ,
need strong commitment from CPA or other for funding
labor/pricing/material bids
cost advantage: Economles of Scale to get entire project done at once
Recommendations made:
To.use seed money to get bid for design.for final project
Make decision based on final project design bid
Include contingency in budget 2F

plans to survey neighborhood for land usage ideas
- exploratory committee will come together to.,lay out possible plans, but will not be ready
for May 2015 Town Meeting
- design plans predicted for 2017
- Town and Scl-iool Departments are 100% on board with enhancements
multiply funding sources
- will be a multi-phased project (3)
- additional property.may be available—.3 house lots, possibly wet land

- upper wall and walkway are complete, new,trees replaced old
- some work left on lower wall and cobbles
- made good use of time
