Wolfenden 1. CALL TO ORDER The meeting was called to order at 7:10 pm. [L PLEDGE OF ALLEGIANCE Ill. PUBLIC HEARINGS—not applicable IV. APPROVAL OF MINUTES Meeting minutes from January 26, 2017 were presented for signature. Motion was made by Mr. Fixler to approve the minutes,the motion was seconded by Dr.MacMillan, all were in favor and the minutes were approved. (4-0-0) V. OLD BUSINESS Royal Crest—Through the help of Kenneth M. Lania the Senior Project Manager of Cornerstone Associates, Royal Crest will begin weather proofing Buildings 1.2 and 16. The anticipated project will last fi:orn 4 to 6 weeks. The site drainage is an ongoing project that has no known problems with the Health Department. 1 Vl. NEW BUSINESS MOTION made by Mr. Larry Fixler to recommend the appointment of Dr. Frank MacMillan as Town Physician to the Town Manager.Motion seconded by Mr. Joe McCarthy.The vote was 3 in favor,zero not in favor and one abstained from the vote,the motion was approved.(3-0-1)The appointment is administrative in nature. Under the Physicians orders the Town Nurse can order and administer vaccines. VII. COMMUNICATIONS, ANNOUNCEMENTS,AND DISCUSSION Staff updates—Welcome Toni K. Wolfenden as the new Health Department Administrative Assistant. Brian LaGrasse presented the top 3 resumes for the position of Town Nurse to the Board. This position will be 30 hours per week. Some of the list of duties and responsibilities will be but not limited to:public education,public outreach,administrating various vaccines. The Nurse will also be partnering with other departments for various clinics. Health Fair Updates-LaGrasse and Michele Grant presented the Roles and Responsibilities of the Health Department and Board of Health for the Senior Center Monday Morning Lecture Series. This was very well received. Many residents did not know about the extensive duties of the Health Department which includes beaver and mosquito control.People who attended the lecture asked for the Health Department to I 2017 North Andover Board of Health Meeting Page I of 2 Board of Health Members: "Thomas Trowbridge,DDS,MD,Chairman;Larry Fixler,Membra/Clerk;Francis P.MacMillan,Jr., M.D.;Joseph McCarthy,Member; Edwin Pease,Member Llealth Department Staff:Brian LaGrasse,Health Director,Debra Rillahan,Public Health Nurse;Michele Grant,Public Health Inspector;Lisa Hadge,Health Department Assistant return and discuss differing medical issues. LaGrasse will go to Irene O'Brien, Director of the Senior Center, for a list of possible topics. On Monday March 27,2017,LaGrasse and Grant will be attending a Health Fair from 9:00 am to 2:00 pm at the North Andover Senior Center. The Health Department will hand out educational brochures from Mass Clearinghouse about but not limited to: strokes, diabetes, blood pressure,mosquitos,ticks, and emergency preparedness. Although,Brian does not have a full list of Vendors,the tables are full. 127 Vest Way—LaGrasse with the recommendation of Mill River Consulting,will be issuing a local variance for the wetlands set back from 100' to 50'. Unfortunately,there is no other place to put the leaching field. The septic system meets Title 5 as proposed, Mr. Fixler asked to clarify with the Board the authority given to Mr. LaGrasse in reference to ground water. Dr. MacMillan recommended that if the resident objects to advice recommended from the Consultant,then they should be seen by the Board of Health. Dr. Trowbridge would also challenge if there are other options. Mr. LaGrasse will strive for maximum feasible alternatives that are compliant with Title 5, Water Department Treatment Presentation—Mr.LaGrasse will contact the DPW for a presentation on the Water Treatment Department, Mr. MacCarthy inquired about the Town's water and Lead Levels. Tests have shown that the North Andover Schools and Municipal Buildings levels for lead are fine. Mr. Fixler inquired about the Best Practice Management for North Bast Mosquito distribution for the Town, Brian has received the data which will be reviewed. Mr. MacCarthy also inquired about Tick Control and Lyme's Disease. Tick control is very expensive and the best option at the current date is for education on prevention as opposed to chemical. LaGrasse has Tick Identification Cards to pass out to the general public. Other—Dr. MacMillan presented a topic about a bill that has been passed in Arizona about the recycling of oncology drugs. "Through this and ideas from colleague, Dr.Yamil Kouri, MD., the doctors will be researching bow to allow in the State of Massachusetts to donate"leftover"medicine. All drugs being repurposed must be sealed,unaltered,unopened and unadulterated. A doctor will certify that the medicine is correct and the patient will need to sign off stating they understand they are repurposed. This could potentially save billions of dollars. Dr.Kouri submitted to the Mass Medical Society on how best to approach the idea. Dr. MacMillan hopes to have more information for the Board in May. Presently,all unused medicine can be dropped off at the North.Andover Police Department for proper disposal. Brian asked if the Board would like Wheelabrator to come before the Board to discuss their Annual Report. Mr. MacCarthy has volunteered to review the documents. Dr. Trowbridge also inquired about TBI and Tech. LaGrasse will look into site assignments. Mr. Fixler inquired about the effectiveness of the influenza vaccine for this year. Dr. MacMillan stated that it is 50-60%. He has seen people being hospitalized and treated for the flu. Vaccines are still recommended for influenza and pneumonia and to use caution when using medicine that suppresses the immune system. Dr. Trowbridge inquired about the Farmers Market. LaGrasse explained it will run from June to October and the location will be First and Main Street, The Health Department is working with the Merchants Associations to compile a list of food vendors. Elections—Elections for the Board of Health will take place in April and become effective for the June 2017 meeting. VIII. CORRESPONDENCE/NEWSLETTERS—not applicable IX.
