HomeMy WebLinkAbout1977-03-21Y~rch 21, 1977 - Monday Regular Meeting The PLANNING BOARD held a regular monthly meeting on Monday evening, March 21, 1977 at 7:30 P.M. in the Town Office Meeting Room. The following members were present and voting: Paul R. Lamprey, Chairman; WilliamN. Salemme, Vice-Chairman; Michael P. Roberts, Clerk; and John J. ~onteiro. PUBLIC HEARINGS: 1. PETITION OF JOHN LYNCH AND OTHERS - Re re-zoning, withdrawn per letter from Lynch. 2. PETITION OF SANDRA NUNROE AND OTHERS - the Clerk read the legal notice. Re re-zoning to 2 acres for adoption by the Town at Town Meeting. Mr. Monteiro stated that he had the same idea in mind. Mrs. Munroe stated that it has worked out well in other Towns and we have a problem in this Town. With 1 acre of very poor land it is difficult to perc for an adequate septic system. Herb Redman -Andover By-Pass: spoke in favor, felt it was consistent with what has been coming from the Regional Planning Agency. A major portion of the remaining land in N. A. is less than ideal building quality and this might take care of not only water problems but public service type problems. Mr. Sanstrom .- Winter St.: spoke in favor, felt it would work to the advantage of people coming in to Town. OPPOSITION: Ralph Joyce: spoke on its merits being better land use and the cost of the land. Quoted the Boston "Globe" and figures projected on the "American Dream" for a home. Said he had finally gotten to the point where he could buy in this Town and now he will have to spend another $75,000 to purchase a lot. Right now, the cost of a lot is between $18-20,000. The only thing that will be accomplished is to force my hand to buy now. Somebody a little younger than myself, he said, will lose out. I don't doubt that any- body in this room is concerned with better land use in this community but by using it 1/2 as fast it will be used without planning. This negates the whole premise of the Archdiocese - providing housing for the young people. Alan Breen: 8 Johnson St. - said he had grown up in this Town, why go to 2 acre zoning? what about sewerage? Agreed with Mr. Joyce. Gay~on Osgood: 139 Osgood St. - member of Growth Policy Committee: I can understand the concern both from an environmental standpoint and growih but to propose 2 acre zoning is looking for an easy solution to a complex problem. The Town is going to have to do some very sophisticated type of planning which will take a long time but has to be ~one. Daniel Breen: l0 Lorraine Ave.: opposed the peiition because this will prevent his childred from buying a house in N. A. Read from MIT study in the "Globe" and felt that in looking to the federal government for solutions we are asking for more taxes. Ben Osgood: Old Village Lane: felt people who bought in theiR-2 District bought in good faith and it will encumber the sale of their houses. Charles Foster, Building Inspector: can see many problems particularly under Ch. 808. The people that do have homes on 1 acre lots might not be able to get loans for improve- ments to those homes. This problem was dealt with in depth when we made changes to our Zoning By-Law. Rights of those presently in this district will be taken away. Cited Boxford as having 2 acre zoning and thought their growlh was faster than ours. people who own small or large tracts of land will try to freeze in their zoning. Mentioned what happened with the threat of meratorium last year; it will do nothing bu~ hasten development. March 21, 1977 - cont. Michael Schena: Hillside Rd.: said he was representing his two children because this proposal is saying to them "get out of town". Sociall~the climate of the Town will be changed when you raise the price above the available person. This does not cure the problem of the inadequate septic tank, alot of ramifications, not a viable solution. Mr. Monteiro asked Mr. Schena what the average price of a home in N. A. is now - $70- 100,000. Also, agreed on the problem of non-conforming use. George Schruender, real estate agent: the only area in Town where you can get a house in the $50's is in the R-2 District but this Will increase if we go to 2 acre zoning. ~uch more discussion ensued regarding ecology, beauty, housing, etc. Mr. Salemme made a motion to take the matter under advisement. Mr. Chepulis seconded and the vote was unanimous. PLANS NOT REQUIRING APPROVAL: 1. GEORGE CHONGRIS - Forest St.: Scott Follansbee present. It was noted that there is no locus or reference to a benchmark on the plan. Follansbee said they could give the distance from location to the Missile Site Rd. Mr. Monteiro made a motion to endorse the plan dated 2/17/77 as not requiring approval subject to an identification mark as to locus. Mr. Salemme seconded and the vote was unanimous. Plaus to be signed following identification mark. SCOTT FOLLANSBEE - Boston St.: Lots A, B, C on plan dated March 17, 1977. Motion was made by Mr. Chepulis and seconded by Mr. Monteiro to endorse the above dated plan as not requiring approval under subdivision control law. Unanimous vote. NARY M. SELDEN- Moody St.: plan dated Dec., 1976. Chairman read letter whichwas sent regarding previous plan on this land. Mr. Chepulis felt that this was no different than what was before the Board previously. He then made a motion that the plan not be endorsed as not requiring approval under sbudivision control law for the reasons given in our correspondence dated Nov. 29, 1976 on the same location. Mr. Monteiro seconded and the vote was unanimous. Copy of letter from F. Gelinas to BPW dated March 9, 1977 Re Winter Hill was read and is on file. Correspondence from Board of Selectmen: Re Becky's Pond: referred to Highway Surveyor for comments; Re Request for Minutes of Meeting~: the BOARD decided that inasmuch as we operate with part-time secretarial help we don't have the time to make additional copies of our minutes. Mr. Chepulis made a motion to take the matter of an answer to this re- quest at the nexl meeting by tabling the item. Mr. Salemme seconded and the vote was unanimous. HAVERHILL - LEGAL NOTICE: read and on file. Questionnaire from Soil Conservation Service: letter was read. A motion was made by Mr. Chepulis to refer it to the Chairman. Mr. Salemme seconded and the-vote was unanimous. Miscellaneous Matters: Mr. Chepulis volunteered to attend the Nominating Committee meeting of the Mass. Federation of P. B. No one desired to be an officer. Notice of seminar at U. of Lowell, Newsletter from~fPC and memo from Director of State Planning on taxes were received. March 21, 1977 - cont. Copy of letter from Con. Com. to John Tuttle Re Great Pond Woodland dated March 21, 1977 was read. Note attached for the BOARD asking for input. Discussion: PLANNER with Advisory Board.
