Special Nesting
The PLANNINO BOAP~ held a Special Meeting on Wednesda~ evening, ~y 4, 1977 at
7:30 P.M. in the Town Office Meeting Room. ~he following members were present.and
voting: P~ul R. Lamprey, Chairman; William N. Sa!same, Vice-Chairman; John J. Monteiro
and ~_ichael P. Roberts.
Meeting called to order at 8:10 P.M.
CARLE~ON FARMS PRELIMINARY PLAN: Owner, S. Forbes Rockwell. Frank Gelinas represented
the applicant. Location on 5~mmer ~t. of approximately 100 acres, 90 lots. It was
noted that there may not be ~0 lots because of a couple of sensitive areas. 800 +
3,000 + ~6OO ft. of roadway within the subdivision. ~e entire perimeter is fairly
well wooded except for the pasture; a couple of large drainage swales; will be serviced
by water, drainage and roadway specifications. Pat ~rombly, Con. Com., commented that
the wetlands will be drastically altered just by putting in the roads. Mr. 0elinas
stated that he felt Mr. Rock, eli's timing was a little advanced because he is in no
big hurry to develop it. In talking with Rockwell, he said, a suggestion was made to
spend some time with the BOARD in coming up with a type of variation. He was willing
to do this. Pat ?rombly suggested that they should all get some materials together
for the Planner which h~ve been compile~l from various work shops, etc.
Mrs. Mandry, Summer St.: distv, rbed by the roadway going through as it will alter the
water table in an already wet area.
Much discussion regarding zoning followed. Mr. Monteiro made a motion to take the
matter under advisement and have the subdivision control subcommittee walk the site.
Mr. Salemme seconded and the vote was unanimous.
CAMPION HALL - John Warlick: Bounded by Brooks School, Oreat Pond Rd. & La~e Cochiche-
wick; retain 16-17 acres for the major buildings themselves; take the frontages lots
along Oreat Pond Rd. and subdivide into acre lots; along the La~e, subdivide 6 other
lots of 4 acres; on the remaining 70 acres there would be 15 lots, approximately 4
acres per lot. The plans show maximum of the road layout. Mr. Roberts questioned the
impact on the Lake. ~elinas, engineer, stated that there would be 4 leeching systems.
There are certain requirements for subsurface disposal systems which everyone will have
to abide by and forsee some State involvement because of the sensitivity of the area.
Galen 0sgood suggested taking a look at the !soil study done previeusly. Ted Phelan,
Assessor, stated that he might be better off with a tax concession than selling off some
of the lots. Mr. Warlick basically asked that the driveway be accepted as is, it will
continue on down to the cul de sac shown on the plan. Mr. ~elinas told the Board that
1) these are the densities that the developer needs to get the project into operation,
2) needs a waiver from the BOARD on the road,i and 3) it would be less disruptive to the
Lake by eliminating heavy construction. They are trying to eliminate the ch~nelization
of water and would like to locate and protect ~he swales. Also, would like to minimize
the amount of lawn area by leaving much in n~tural state. The boat launching area
needs to be preserved. ~he intended use is for a culinary school; couldn't determine
whether or not the school would be taxable or non-taxable. Would have to create more
lots i~ he is required to go by sutdivision standards. If you pass this opportunity,
said Oelinas, you don't know what will happen afterwards. Mr. Lamprey commented that
it would have to be a very unique situation for the BOARD to go along with it.
Mr. Monteiro made a motion to refer the matter to the Subdivision Control Subcommittee
and Mr. Reb.erts seconded . Vote was unanimous. Mr. Warlick a~lded that he would be
willing to say no leeching within 200 f~. of Lake, leave the wooded area basically

In reply to questi~s about the roa~ Mr. Warlick Stated that it is the ~nly troy he can
retrieve his money (by leaving it as is and having the ?own take it over). He is
meeting on Monday with the Building Inspectors from the Town and State to determine
fire and other conditions. Re stated, further, that if the ?owm ~anted to Back the
school with so~e kind of loan he could see n~t develop~tg the area. Mr. Gelinas ~aid
they are pr~iding a ~0 ft. fee on the right of wa~v.
Mr. Lamprey asked ~hat reason he would give the BQARD for accepting this proposal.
~elinas - he will have to take 16 acres along Great Pond Rd. and on the remaining
70 acres he is going to put 1~ lots, would h~ve to create more lots if he has to put
the ro~d to subdivision standards. If yon pass this opportunity up yon don't k~ow what
