The PI_A~NING BOA~ held a ~peciai Meeting on Wednesday evening, June 1, 1979 at
7:30 P.M. in the Town Office Meeting Room. The following members were present and
voting: Paul R. Lamprey, Chairman; William N. Saleratus, Vice-~h~irman; William Chepulis;
and John J. Monteiro.
Mr. Monteiro made a motion that Dr. Richard Iaco~ucci be removed from the Agenda and
the matter be taken up in a recess. Second By ~lenune. Reason: there could be a
conflict because the BOARD has a preliminary plan before it at this time. Messers
Lamprey, Roberts, Chepulis and Saleratus did not agree. Mr. Nonteiro stated that, as
far as the BOARD is concerned, this is not an action seeking item, just an informational
thing and withdrew his motion. Mr. Saleratus withdrew his second.
PRELIMINARY PLAN DISCUSSIONS:
1 - THE ~RIDGES (Turner A. Bridges): ~rank Gelinas represemting stated that these 2
plans, The Bridges and the"Na_~er Plan" for 2he area, represent the entire property
owned by No. Andover Associates. The 3 preliminary subdivisions they have submitted
include B~uin Hill, ~uller Farms and this one. The land starts at Foster S~. and goes
northwest to So. Bradford S~. area, serviced by water and electricity. There is no
sewerage. ~roposal is for a major road coming off ~oster S~. traversing the entire
length of the subdivision wi%h a major loop going back to the l~uller parcel. The water
will be looped this way. Topography is rather variable - basically, one wetland eros-
sing on the N. A. Assoc. parcel and 2 others ion the Turner Bridges parcel; 40 ft. dif-
ference in elevation; drainage goes from a ~d point back to Winter St. and down to
F~sex Cry. Greenbelt and Mosquito Brook; one icul de sac, service road so as not to
crowd So. Bradford St. The Town has no legal obligation ~n the discontinued portion
of So. Bradford St. Bud Cyr ~tated that if it is left that then they would have to
~rovide a cul de sac a~ the end of the servive road. They do not want lots 33-39 %o
have their legal frontage on So. Bradford St. Oyr said it is still a street to be
maintained for the convenience of travel, e~tablished at a Town Meeting in 1929. Gelinas
offered a trade-off if the BOARD wanted to ha~e So. Bradford St. developed to this point.
They would do away with the service road. Nei are encouraging a discontinued street on
both sides of So. Bradford S~. if we go along with this type of developmont, said Oyr.
This street should be recons~rllcted in its entirety by the developer of this proposal,
he added. Gelinas interjected that the Town has ample opportunity to upgrade the road,
and didn't know the implications of tmilding 2he road beyond the limits of their property.
But, on the other hand, money could be transferred from the developer to the Town so the
Town could do the work, if his client agrees to it. Lots 73-84 requires Wetlands action.

Letters from Town Depts. were read and on file (Fire, Highway, Police).
Mr. Nonteiro made a motion ~o refer the ma%rer to the Subdivision Control Subcommittee.
Second byNr. Salemme and unanimous vote.
2 - WILDWOOD PARK (E & ~ Builders): Jean Nysten representing sta~ed that parcel is 6 .
a~res, containing 5 lots, no town water or sever; location is off ~orest St., 1350 ft.
west of ~wpener's Pond; will fill part of lot 5, westerly from the road to the bottom
of the hill; can provide a dry hydrant on lo~!2 as requested. John Nonteiro said he
did not like the idea of these; Cyrdisagreedwithhim.
Letters from l~ire, Highway were read and on file. Cyr questioned the off-set turn-

around and the BOARD requested 26 ft. pavement rather 22 ft.
Motion made by Mr. Monteiro to refer the matter to She S~bdivision Control ~ubcommittee
and Mr. Salemme seconded. Unanimous vote.
DR. R. IACO~JCCI: showed slide~ simply here to present you with ideas that I have been
working on, he said. Would like to a~quire She Campion Hall Estate a~d he and his
parents would reside there. He said he is like an architect, except restricted to
lighting and needs more space than presently available. Outlined his proposal of how
he would use the main house, grounds, sSable, (see written report) and I~ke frontage.
Does not envision any change in constructic~ of the road, parking, etc. Overall goals
are to make minimal changes and restore what is exis$ir~g~ will cooperate f~lly with
the Town. The Town will benefit from influx of funds, taxes, and beautiful facilities.
Mr. Roberts asked how he planned to maintain the proper~y - throug~ my desig~ business
and contribution from my parents~ income from little dwellings on property and anything
above and beyond ~h~.~ from use of facilities. Dr. Iacobucoi them asked ~he ]~RD to
~rite a letter s~a~i~g that the To~n is favorably disposed to his ideas. Mr. L~mprey
Sold him tha~ the PLAN~ING BOAP~D can'% comment one way or the other om this presentation.
John ~illis, Iacobuooi's counsel, told him that he has to get the bank to okay She
money pending Town approval, then to the ~oard of Appeals, then can get money fro~ bank.
Charles Foster, ~uilding Inspector, inquired if he would be saSisfied that it o~uld never
be divided into house lots if it passed ~he Board of Appeals - yes, the property should
be preserved as it is. Paul Lamprey asked if he found some time do~n the road ~h~$ he
had So sell would he give the Town firs~ option to Buy - that is being explored now.
MISC~S MATTERS:
Letter fr~n tkl. Selectmen Re Appointment of To~n Counsel: if there are no other appli-
cants the BOARD goes with Arnold ~Iisbury.
