Burzlaff,S. Bernard, R. (Lawson,J. Fitzgibbons,J. Enright , Absent:T.Watson, R. Bernardin 1 1 Meeting was called to order at 5:05 p.m. Motion on Approval of Minutes from the April 4,2017 Meeting Motion made by G. Koehler,seconded by R. 1 Lawson,to accept the meeting minutes for April 4,2017. The vote was 5-0, unanimous in favor. Purchase of 25 First Street: Bread &Roses provided 4 proposals for the purchase of 25 First Street. Property has not been listedyet but owners are asking$300,000.Approximately$238,000 worth of work need's to be put into the property.The proposals sought funding from the Trust of approximately$223,000 to$398,000 depending on the proposal, MOTION:S. Bernard made a motion,seconded by J. Fitzgibbons,that the Affordable Housing Trust provide a grant to Bread &Roses, Inc. in the amount of$125,000 for the purchase of 25 First Street.The vote was 5-0, unanimous in favor. Other items-30 Troy Road: L, Burzlaff indicated that 30 Troy Road is about to go into receivership. The Attorney General's office and Town Counsel,S. Egan, have proposed a plan that would allow the Trust to purchase a t universal deed rider for the property. The trust would fund a certain portion of the repairs and in return a universal deed rider would be recorded. I MOTION:G. Koehler made a motion,seconded by J. Fitzgibbons,to provide up to$125,000 to receiver for repairs to property at 30 Troy Road in exchange for a universal deed rider. The vote was 5-0, unanimous in favor. Other items-North Andover Housing Authority:The Director of the North Andover Housing Authority contacted L. Burzlaff about partnering on a project.Their property on Fountain Drive appears to have some buildable land and they would like the trust to fund a feasibility study.After speaking with the Assistant Town Manager, R.Santilli, L. Burzlaff estimates the study would cost around$1,500.00; however,she is not sure it is necessary and would like to speak to DPW, building and conservation about the land first. i i MOTION:J. Fitzgibbons made a motion,seconded by S. Bernard,to spend $1,500 on a feasibility study for Housing Authority property at Fountain Drive, if necessary. The vote was 5-0,unanimous in favor. MOTION:J. Fitzgibbons made a motion,seconded by S. Bernard,to adjourn the meeting at 5:45 p.m. The vote was 5-0 in favor. Next meeting date,pending any new business,will be scheduled by L.
